During the meeting, President V. Putin welcomed Foreign Minister Le Hoai Trung as the Special Envoy of General Secretary To Lam, leading the delegation to the Russian Federation to announce the outcomes of the 14th National Party Congress.
President V. Putin once again congratulated the success of the 14th National Congress of the Communist Party of Vietnam, highly valued the results of the phone talks with General Secretary To Lam right after the conclusion of the 14th National Party Congress; affirmed that General Secretary To Lam's re-election at the new Party Central Committee reflects the high trust of the Party and the people; expressed confidence that under the leadership of the Communist Party of Vietnam, headed by General Secretary To Lam, Vietnam will successfully implement strategic priorities, leading the country into an era of growth and sustainable development, achieving the set goals.
Special Envoy Le Hoai Trung conveyed a message from General Secretary To Lam to President Putin, emphasizing that the 14th National Party Congress has fulfilled its significant historical responsibility, deeply summarizing the practical experiences of Vietnam's revolution after 40 years of Renewal, setting major goals, directions, and strategic breakthroughs for the future and destiny of the Vietnamese nation in the new era of development; the Party, State, and people of Vietnam are determined to build a peaceful, independent, democratic, prosperous, civilized, happy Vietnam, steadily advancing towards socialism.
In the new era of development, Vietnam hopes and believes that the Russian Federation will continue to be a reliable and faithful friend; deepening the comprehensive strategic partnership between Vietnam and Russia not only serves the national interests of each country but also contributes positively to peace, stability, and sustainable development in the region and the world.
Special Envoy Le Hoai Trung informed about the major orientations and three strategic breakthroughs of the 14th National Party Congress, highly appreciating that under the guidance of the high-level leadership of both countries, the Vietnam-Russia relationship has developed dynamically, achieving significant results.
Based on the major orientations in General Secretary To Lam's message, Special Envoy Le Hoai Trung affirmed the desire to enhance cooperation with Russia in nuclear energy, oil and gas, maritime cooperation, defense, military technology, science and technology, and transportation.

President V. Putin emphasized that Russia always values the continuous development of the Comprehensive Strategic Partnership with Vietnam for the benefit of the peoples of both countries; affirmed that General Secretary To Lam is considered a close friend, hoping to soon welcome General Secretary To Lam to visit Russia; ready to maintain regular contact and exchange with General Secretary To Lam on strategic issues as well as bilateral relations; wishes to further enhance the quality and effectiveness of cooperation in key areas such as energy, oil and gas, military technology, expanding into nuclear energy, science and technology, transportation...

Welcoming the delegation led by the Politburo Member, Minister of Foreign Affairs visiting Russia, Minister S. Lavrov expressed his pleasure to meet again with Minister Le Hoai Trung.
In a friendly, cordial, and trustworthy atmosphere, Politburo Member, Foreign Minister Le Hoai Trung informed Foreign Minister Lavrov about the guiding views, foreign policy, and important directions and tasks of Vietnam's foreign affairs; emphasized that the Party Congress for the first time affirmed the role and mission of foreign affairs and international integration as crucial and regular.

Foreign Minister S. Lavrov thanked Minister Le Hoai Trung for sharing important, strategic information from the 14th National Party Congress; affirmed that Vietnam is a priority partner in Russia's foreign policy in the Asia-Pacific region.
The two sides reviewed and assessed the state of bilateral cooperation, including coordination between the two Foreign Ministries; shared and agreed on many measures to enhance the role of the two ministries in consolidating and further strengthening the relationship between the two countries; exchanged views on international and regional issues of mutual concern.
