WVR - On the afternoon of November 6, during the 51st session, under the chairmanship of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly Standing Committee discussed the draft Resolution on specific mechanisms and policies to enhance the effectiveness of international integration.

Presenting the Government's proposal, Member of the Party Central Committee's Secretariat and Minister of Foreign Affairs Le Hoai Trung stated that the draft Resolution was developed to promptly institutionalize the Politburo's Resolution No. 59-NQ/TW, thereby creating a legal framework with specific mechanisms and policies to implement foreign affairs and international integration in the new context.

Additionally, the Resolution aims to address certain bottlenecks and obstacles, creating favorable conditions and breakthroughs to maximize external resources and favorable conditions, serving the goal of building an independent, self-reliant, resilient, rapidly and sustainably developing economy.

According to the Foreign Minister, the Resolution is structured into 8 chapters and 29 articles, stipulating mechanisms and policies within the National Assembly's authority.

The Foreign Minister emphasized that the subject of international integration is the entire political system, including all agencies, organizations, enterprises, and citizens.

On this basis, the draft Resolution adjusts three major policy groups covering relatively comprehensive areas of international integration from politics, defense-security to economy, investment, education, international integration of enterprises, local international integration, the work of representative agencies, and resources for international integration.

First, the policy to strengthen and deepen relations with partners, promote and elevate multilateral diplomacy, contribute to peacekeeping, and promote international cooperation and development.

The Foreign Minister stated that the Resolution will enhance proactivity and decentralization for localities in foreign affairs, decentralization in deploying forces for reconstruction and humanitarian activities abroad, and establish flexible mechanisms to increase the presence of international organizations in Vietnam, promoting research and understanding of Vietnam.

The draft also stipulates enhancing the responsibility and role of Vietnamese representative agencies abroad to strongly support international integration.

Second, the policy to promote the role of enterprises as key players and grant them greater autonomy, creating conditions for Vietnamese enterprises to become pioneers in international economic integration.

The draft proposes allowing the establishment of certain enterprise funds and solutions to enhance the competitiveness of enterprises, expand and diversify markets, strengthen linkages, and participate more deeply in global value chains.

Third, the Resolution proposes solutions for training and improving the quality of human resources for foreign affairs and international integration through appointing certain positions in line with international practices such as Special Envoys, Ambassadors Extraordinary and Plenipotentiary; supporting 100% of the current salary for those regularly engaged in foreign affairs and international integration, and supporting 300% of the current salary for leading experts, top scientists, and rare language specialists involved in foreign affairs activities.

According to the Minister, the issuance of this Resolution marks a fundamental shift in thinking and the method of implementing international integration, contributing to enhancing the effectiveness and efficiency of foreign affairs activities.

Presenting the preliminary verification report, Mr. Le Tan Toi, Chairman of the National Assembly's Committee on Defense, Security, and Foreign Affairs, agreed on the necessity of issuing the Resolution and the major policies proposed by the Government.

In his directive speech at the session, National Assembly Chairman Trần Thanh Mẫn requested the Drafting Committee to continue reviewing the requirements and tasks set out in Resolution 59-NQ/TW, especially in the fields of foreign investment, science and technology, education, healthcare, culture, and local foreign affairs, to continue proposing specific policies and mechanisms that accurately reflect the comprehensive, deep, and substantive integration requirements set by the Party and State.

Many opinions from the National Assembly Standing Committee highly appreciate the well-prepared project dossier, covering almost all fields of international integration, demonstrating the serious investment and strategic thinking of the Drafting Committee, while also contributing to further perfecting the dossier.

In response to the directives from National Assembly Chairman Tran Thanh Man and the discussions of the National Assembly Standing Committee, Foreign Minister Trung stated that the Drafting Committee will seriously study and fully absorb the proposals, closely coordinate with relevant ministries, sectors, and agencies to perfect the draft Resolution, ensuring the highest quality, and present it to the National Assembly for consideration and comments at the 10th session.
