WVR - On November 5, Deputy Foreign Minister Le Anh Tuan presented a report at the session of the National Assembly's Committee on National Defense, Security, and Foreign Affairs regarding the appraisal of the National Assembly's draft resolution on some special mechanisms and policies to enhance the effectiveness of international integration efforts.

The session was chaired by Deputy Chairman of the Committee Nguyen Manh Tien and attended by committee members, representatives from the Standing Committee of the Ethnic Council, various National Assembly committees, the Government Office, the Office of the President, and relevant ministries and sectors.

On behalf of the Drafting Committee, Deputy Foreign Minister Le Anh Tuan presented a summary report on the Government's proposal for the draft law. He stated that the Politburo's Resolution No. 59-NQ/TW highlights the need for proactive, comprehensive, and effective international integration to leverage the country's potential and new strengths, creating a crucial impetus for rapid and sustainable national development and robust national defense.

However, international integration efforts have faced limitations and obstacles in certain areas, including mechanisms, policies, and resource constraints.

Thus, there is an urgent need to institutionalize the Party and State's viewpoints and policies on foreign affairs and international integration in the new context, as well as to establish special mechanisms and policies for implementing foreign affairs and international integration tasks.

The draft resolution is structured into 8 chapters with 29 articles, covering general provisions on international integration, specific regulations for businesses, local governments, the work of Vietnamese representative agencies abroad, enhancing the quality of training and strategic forecasting research, and ensuring resources.

Deputy Minister Le Anh Tuan stated that the draft resolution outlines solutions to strengthen and deepen relationships with partners by addressing challenges in key cooperation projects, enhancing international cooperation across various channels and fields, and continuing to promote multilateral diplomacy. It aims to contribute to peacekeeping and the promotion and development of international cooperation.

Furthermore, following the Politburo's directive that people and businesses are the center, subject, motivation, and main force of international integration, the draft resolution proposes solutions to support businesses in enhancing global competitiveness, diversifying markets, strengthening roles in global supply chains, and increasing connectivity.

Recognizing personnel work as "the key of the key", the draft resolution proposes solutions for mobilizing and utilizing high-quality human resources for international integration, such as appointing Special Envoys and Ambassadors-at-Large, providing in-depth training in foreign affairs and international cooperation, and offering appropriate incentives for those involved in foreign affairs, experts, scientists, and those proficient in rare foreign languages for foreign affairs work.

Presenting the appraisal report draft, Pham Phu Binh, representing the Standing Committee of the National Defense, Security, and Foreign Affairs Committee, stated that the Committee agrees on the necessity of issuing the resolution to address challenges, create breakthroughs, and fundamentally change foreign affairs and international integration efforts as the country enters a new era.

The Committee assessed that the draft resolution dossier meets the conditions for submission to the National Assembly Standing Committee for review and feedback to present to the National Assembly at the 10th session. The Drafting Committee is urged to continue reviewing and revising certain contents to further refine the draft.

During discussions, members of the National Defense, Security, and Foreign Affairs Committee, along with representatives from the Standing Committees of the National Assembly, provided substantive and insightful contributions to clarify the necessity and propose the application of breakthrough and special provisions in the resolution. This ensures effectiveness and truly institutionalizes the new mindset on proactive and positive foreign affairs and international integration, "commensurate with the historical, cultural, and national stature" in the new era.
