Bac Ninh strives to empower private enterprises as a key force in science and technology development
WVR - Bac Ninh is making concerted efforts to implement Resolution No. 68-NQ/TW by translating policies and support measures for businesses into practical actions, creating opportunities for entrepreneurs and enterprises to thrive and contribute to the province’s shared prosperity.

In the context of Vietnam’s rapidly transforming economy, Resolution No. 68-NQ/TW issued by the Politburo on May 4, 2025, regarding the development of the private economy, marks a significant milestone. It affirms the role of businesses—especially small and medium-sized enterprises—in contributing to the country’s sustainable development.
Private enterprises must become the driving force
Between 2020 and 2024, Bac Ninh recorded an average of nearly 3,000 newly established enterprises per year, with an annual growth rate of 10–15%. In just the first four months of 2025, the province saw 1,217 new businesses registered with a total capital of over VND 22.3 trillion—2.4 times higher than the same period last year. The rate of online business registration has reached 100%, with the average registered capital per new enterprise at VND 18.3 billion.
According to the Department of Finance, the province currently hosts nearly 25,800 enterprises with a total registered capital exceeding VND 452 trillion, along with more than 6,900 affiliated units. These figures reflect significant improvements in administrative reform and a favorable business environment.
Such numbers underscore Bac Ninh’s strong appeal to investors and the business community's growing confidence in the province’s economic ecosystem.
Chairman of the Bac Ninh Provincial People’s Committee Vuong Quoc Tuan affirmed that with a consistent view that private enterprises—especially those in science and technology—must become the key driving force in innovation, high-tech application, and the creation of sustainable value. In recent years, Bac Ninh has continuously improved its institutional framework and enhanced the investment and business environment. It has also made favourable conditions for startups focused on innovation, high-tech enterprises, and private companies to develop robustly, equitably, and securely.
Support programs for technology transfer, access to finance, and high-tech workforce training have begun to yield positive results, contributing to the formation of a provincial-level innovation ecosystem.
The private enterprise community in the field of science and technology within the province has grown steadily. Many businesses have boldly invested in research and development (R&D) and the application of new technologies such as artificial intelligence (AI), digital technology, biotechnology, and automation—playing a key role in the modernization of production, increasing labour productivity, and advancing the knowledge-based economy.
In addition, the Bac Ninh provincial government regularly organizes conferences and direct dialogues with businesses to listen to and address difficulties faced during operations. At the same time, it provides startup and digital transformation support programs for newly established enterprises.
Entrepreneurs and businesses in Bac Ninh are now important partners in realizing the province’s development goals.

The province is actively building strong connection platforms—linking businesses with the government, credit institutions, training schools, and other support organizations—to help enterprises overcome challenges and thrive in their development journey.
Promoting a pioneering spirit
Amid increasingly fierce competition and a constant demand for innovation, Bac Ninh is emerging as one of the leading localities in the country in fostering innovation and digital transformation within the private sector.
These efforts not only contribute to the modernization of production but also pave the way for a more sustainable economic trajectory for the province. Notably, Resolution No. 68-NQ/TW of the Politburo is regarded as a “strategic boost” for the private economy, a vital force in driving national development.
The province has issued a project titled “Promoting the Application of Information Technology and Digital Transformation in Trade Promotion Activities”. At the same time, it is implementing a local industrial promotion program that supports part of the investment costs for modern machinery and equipment for small and medium-sized enterprises—one of the biggest barriers facing the private sector.
According to Director General of the Department of Industry and Trade Luu Bao Trung, the province is prioritizing the attraction of high-tech industries such as information technology, electronics, and artificial intelligence, thereby, to build a value chain linking private enterprises with foreign direct investment (FDI) companies.

Bac Ninh also encourages the development of green, clean, and modern industries in association with environmental protection and improving workforce quality.
In the coming period, the province will regularly engage in meetings and discussions, while also encouraging private-sector industry associations to develop operational regulations. These efforts aim to strengthen links with foreign-invested enterprise (FDI) associations, facilitating technology transfer, enhancing corporate governance, and enabling domestic businesses to participate in supporting industries. This, in turn, will help local enterprises create branded products and increase their competitiveness in the market.
At the program Meeting with private science and technology enterprises held in May 2025, themed "Bac Ninh Enterprises Driving Technological Breakthroughs and Development Partnerships”, Deputy Prime Minister Nguyen Chi Dung urged Bac Ninh to continue promoting its pioneering spirit in implementing Resolutions 57-NQ/TW and 68-NQ/TW, and to establish specific mechanisms to promote investment in research and development.
At the same time, enterprise linkages within supply chains will be established, connecting domestic businesses with FDI enterprises under the leadership of major corporations, thereby supporting the development of small and medium-sized enterprises (SMEs).
In addition, Bac Ninh will work closely with Bac Giang Province to shape the development direction of the new, expanded Bac Ninh following the merger—positioning it as a regional and national growth pole. The province will focus on building a green, clean, and modern industrial and service economy based on a knowledge-based economy, science and technology, innovation, and digital transformation.
It will also develop a comprehensive and modern socio-economic infrastructure system with strong inter-provincial, regional, and international connectivity, leveraging development advantages—especially theGia Binh International Airport and key transportation networks.
With the province’s mechanisms and policies in place, the business community is expected to continue fostering a pioneering spirit, strengthen linkages, and promote deeper cooperation—working together to drive Bac Ninh toward sustainable development.
