The conference was organized by the Politburo in a hybrid format, combining both in-person and online participation. General Secretary, President To Lam, Head of the Central Steering Committee on the development of science, technology, innovation, and digital transformation, chaired the conference.
Attending the conference at the central hub - Dien Hong Hall, National Assembly House, were Prime Minister Le Minh Hung; National Assembly Chairman Tran Thanh Man; Standing Member of the Secretariat Tran Cam Tu; members of the Politburo, the Secretariat, the Central Committee, along with leaders of various committees, ministries, sectors, and localities.
The conference was connected to 3,662 hubs nationwide with more than 568,380 delegates participating, demonstrating the high political determination of the entire Party and the entire political system to quickly bring Resolution No. 57-NQ/TW into life, creating new momentum for national development in the era of digital transformation and innovation.
At the Ministry of Foreign Affairs hub, the conference was attended by department-level leaders, department-level leadership trainees from units within the Ministry, and economic diplomacy specialists responsible for implementing Resolution No. 57-NQ/TW.

According to the program, Nguyen Hai Ninh, Party Central Committee Member, Chief of the Central Office, present the summary report on 1 year and 6 months of implementing Resolution No. 57-NQ/TW, providing a comprehensive assessment of the achievements, identifying difficulties and limitations, and proposing key tasks and solutions to continue creating strong transformations in the development of science, technology, innovation, and national digital transformation.
Issued on December 22, 2024, Resolution No. 57-NQ/TW identifies the development of science, technology, innovation, and digital transformation as not only an inevitable trend of the era but also a decisive factor for national competitiveness, a prerequisite and favorable opportunity for Vietnam to develop rapidly and sustainably, realizing the aspiration to become a developed, high-income nation.
With the spirit of considering this as a "top important breakthrough", the Resolution emphasizes that the development of science, technology, innovation, and digital transformation must become the main driving force to promote growth, innovate the development model, enhance labor productivity, national competitiveness, and modernize the country's governance methods. This is identified as a profound, comprehensive revolution requiring decisive and synchronous participation from the entire political system, the business community, intellectuals, scientists, and the whole society.
The Resolution also affirms that the people and businesses are the centre, the subject, the resource, and the driving force of the transformation process; the team of scientists plays a key role, while the State plays a role in creating, guiding, and perfecting the institutions to unlock all resources for development.

One of the highlights of the Resolution is identifying institutions, human resources, infrastructure, data, and strategic technology as core pillars, with institutions needing to take the lead. Simultaneously, it prioritizes the development of modern digital infrastructure, effectively exploiting data as a new production resource, promoting mastery of strategic technologies, ensuring cybersecurity, data security, and national sovereignty in cyberspace.
By 2030, Vietnam aims to be among the top three Southeast Asian countries in artificial intelligence research and development, among the top 50 countries globally in digital competitiveness and e-government development index; the digital economy scale should reach at least 30% of GDP; nationwide 5G coverage; formation of digital technology enterprises with international competitiveness, gradually building an economy based on knowledge, science, and technology.
With a vision to 2045, the Resolution aims to build a solidly developed science, technology, innovation, and digital transformation foundation, making Vietnam a developed, high-income country; the digital economy should account for at least 50% of GDP; the country should be among the top 30 nations globally in innovation and digital transformation, and become one of the digital technology industry centers in the region and the world.
For the Foreign Affairs sector, thoroughly understanding and effectively implementing Resolution No. 57-NQ/TW is crucial in enhancing the quality of strategic advisory on international integration in science, technology, and innovation; strengthening the attraction of resources, knowledge, and advanced technology from abroad to serve national development; while also promoting digital transformation in foreign affairs activities, contributing to building a modern, professional, comprehensive diplomacy that meets the development requirements of the country in the new era.
