In his opening speech, Chairman of the Bac Ninh Provincial People's Committee Vuong Quoc Tuan emphasized that Quan Ho Bac Ninh Folk Songs have been recognized for 15 years. Over the past time, Bac Ninh province has had many policies to preserve and promote the value of the representative cultural heritage of humanity.

In addition to restoring the performance spaces of the original Quan Ho villages and developing practice Quan Ho villages, Bac Ninh province has introduced numerous mechanisms and preferential policies to support original Quan Ho villages, practice Quan Ho villages, Quan Ho folk song clubs, artisans, and Quan Ho artists.

Currently, the province is home to 44 original Quan Ho villages, 150 practice Quan Ho villages, and nearly 400 Quan Ho folk song clubs, involving tens of thousands of people of all ages. Notably, more than 600 individuals are skilled in teaching Quan Ho singing.

Hundreds of Bac Ninh Quan Ho Folk Song Clubs have been established and regularly hold activities both domestically and internationally. This reflects the growing fame and profound influence of Bac Ninh Quan Ho Folk Songs," noted the Chairman of the Bac Ninh Provincial People's Committee.

Mr. Vuong Quoc Tuan said that today's achievements are the result of the strong and effective leadership and guidance of Party Committees at all levels, the Government, the active participation of organizations, and the entire political system in the province, as well as the Quan Ho village community. Equally important are the consultations and proposals from state management agencies and experts who have researched and preserved the Bac Ninh Quan Ho cultural heritage. Especially noteworthy is the invaluable contribution of Quan Ho Folk Song artisans—the 'Living Human Treasures'—who have fulfilled their mission of preserving, teaching, introducing, and promoting the unique cultural heritage of the Kinh Bac homeland.

At the event, Vice Chairwoman of the National Assembly Nguyen Thi Thanh happily announced that the National Assembly had just voted to pass the amended Law on Cultural Heritage, which designates November 23 as 'Vietnam Cultural Heritage Day.'

The Vice Chairwoman expressed her hope, along with representatives from National Assembly agencies, ministries, sectors, and localities, to attend the 15th Anniversary Ceremony of Quan Ho Bac Ninh Folk Songs being recognized by UNESCO as a representative intangible cultural heritage of humanity.

The Vice Chairwoman of the National Assembly emphasized that UNESCO's recognition of Quan Ho Folk Songs is a testament to their unique cultural and artistic value, as well as Vietnam’s commitment to preserving and promoting this heritage. Quan Ho Folk Songs have not only remained an integral part of the lives of the Bac Ninh people but have also spread widely, helping to affirm the distinctive traditional cultural values of Vietnam on the world cultural map.

On behalf of the Party and State leaders, and with personal sentiment, the Vice Chaiworman of the National Assembly praised the dedication, responsibility, and significant achievements of the Bac Ninh Party Committee, the People’s Committee, and the people of the province in preserving and promoting the cultural heritage of Bac Ninh Quan Ho Folk Songs.

The Vice Chairwoman of the National Assembly expressed hope that the provincial Party Committees and People’s Committee would continue to prioritize the preservation and promotion of Bac Ninh Quan Ho Folk Songs.

Key focuses include leading and directing the implementation of the Party's guidelines, State policies, and laws, as well as promptly issuing relevant mechanisms and policies—particularly those that honor and support Quan Ho artisans, especially elderly artisans in fragile health.

Additionally, efforts should be made to promote and expand teaching methods for the younger generation, fostering the next generation of artisans. The activities of young Quan Ho clubs should be maintained, while the role and responsibility of artisans, Lien Anh, and Lien Chi should be emphasized in transmitting and sustaining community cultural practices. Efforts should also be made to spread the Quan Ho cultural space to students, cadres, civil servants, workers, and grassroots art troupes.

"With love and pride in our national cultural identity, and with enthusiasm, responsibility, and determination to act, Party Committees at all levels, authorities, communities, and artisans of Bac Ninh province will continue to work together to preserve, uphold, and continually promote the value of Bac Ninh's Quan Ho singing and other cultural heritages. Their aim is to ensure these treasures are passed on and spread, staying true to their original beauty and significance. This effort contributes to the enduring, unchanging values of Vietnamese culture, allowing it to shine eternally in the flow of human civilization. In doing so, culture will truly become an internal strength and a driving force for national development and the protection of the Fatherland in this new era of the Vietnamese people's rise," expressed Vice Chairwoman of the National Assembly, Nguyen Thi Thanh
