The dialogue was chaired by Vice Admiral Ronald McIntyre Astorga, Director of ANEPE, and attended by Deputy Directors, scholars, researchers, and senior officers of the Academy. In his presentation, Ambassador Nguyen Viet Cuong emphasized that the East Sea is not only a regional issue but also a matter of global strategic concern, as it is a vital maritime route, carrying about one-third of the world's trade.

The Ambassador highlighted that for an export-oriented economy like Chile, maritime routes through the East Sea are crucial for the country's trade and supply chains.

The Ambassador deeply elaborated on Vietnam's consistent stance on maintaining peace, stability, and the rule of law at sea, viewing the 1982 United Nations Convention on the Law of the Sea (UNCLOS) as the “Constitution of the Oceans” – an immutable foundation for the international legal order at sea.

Vietnam advocates resolving all differences through peaceful means, restraint, and dialogue, while actively promoting bilateral, regional, and international cooperation to build trust and address non-traditional challenges such as marine pollution and climate change.

The Ambassador also introduced Vietnam's "four no's" defense policy – no military alliances, no aligning with one country against another, no foreign military bases, and no use or threat of force – reflecting an independent, self-reliant, peaceful, and responsible foreign policy.

Simultaneously, Vietnam aims to develop a blue economy, focusing on key areas such as renewable energy, smart maritime logistics, and sustainable aquaculture.

Notably, Ambassador Nguyen Viet Cuong proposed three specific cooperation directions between Vietnam and Chile: (1) establishing a mechanism for exchanging marine science experts; (2) implementing a pilot project applying blockchain and AI in sustainable seafood supply chains, connecting Vietnam's shrimp industry with Chile's salmon industry; (3) enhancing policy dialogue on ocean governance within the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) framework.

Following the speech, the Ambassador engaged openly with ANEPE scholars, officers, and students on issues related to security, cooperation, and sustainable development at sea, receiving numerous questions and positive feedback.

The presentation garnered interest and high appreciation from Chilean scholars and officers, contributing to a better understanding of Vietnam's maritime policy, expanding scientific and strategic cooperation between the two countries, and affirming Vietnam's active and responsible role in promoting peace, stability, and the rule of law at sea.
