Vietnam supports UN Security Council reform through constructive contributions to Inter-governmental negotiations.

WVR - On June 15, at the United Nations (UN) headquarters in New York, the sixth plenary session of the Intergovernmental Negotiations (IGN) on the reform of the UN Security Council took place.

Co-chaired by the Ambassadors, Heads of the Netherlands and Kuwait Missions to the UN, the session focused on discussing the compilation document of views in the IGN process, constructed by the chairing countries. This document consolidates points of consensus and differing views among member states regarding the reform of the Security Council.

During the session, many countries and groups emphasized the necessity of reforming the Security Council to enhance its representation, effectiveness, and operational efficiency in the face of increasingly complex challenges to international peace and security.

The discussions centered on reform models, membership expansion, regional representation, veto power, working methods of the Security Council, and directions to promote the negotiation process in the future.

Speaking at the session, Deputy Head of the Permanent Mission of Vietnam to the UN Nguyen Hai Luu affirmed that reforming the UN Security Council is an urgent requirement to strengthen the credibility, legitimacy, and effectiveness of the body primarily responsible for maintaining international peace and security.

Vietnam continues to support the expansion of both permanent and non-permanent member groups of the Security Council based on ensuring fair representation from geographical regions. In particular, it advocates for increased participation from African and Asia-Pacific countries, which are not adequately reflected in the current structure of the Security Council.

Vietnam believes that further in-depth discussions should be promoted on widely agreed-upon issues, especially regarding the reform of the Security Council's working methods to enhance transparency, accountability, and operational efficiency. Advancing areas of consensus will help narrow differences, enhance mutual understanding, and lay the groundwork for substantial progress in the reform process.

Vietnam reaffirms its commitment to continue participating in the IGN process with a constructive, goodwill, and responsible spirit, while being ready to closely coordinate with member states and co-chairing countries to promote meaningful Security Council reform that meets the common interests of the international community.
