Prime Minister Pham Minh Chinh meets with Secretary of Russian Security Council in Moscow

Welcoming Prime Minister Pham Minh Chinh to the Russian Federation, Secretary of the Russian Federation Security Council Sergey Shoigu expressed his pleasure at meeting the Prime Minister again following his successful visit to Vietnam in December 2025.

The Security Council Secretary congratulated the success of the 14th National Congress of the Communist Party of Vietnam and the 16th National Assembly election, expressing confidence that under the leadership of the Communist Party, Vietnam will successfully implement strategic priorities and achieve prosperity in the coming period.

Secretary Sergey Shoigu noted that the comprehensive strategic partnership between Vietnam and the Russian Federation has positively developed across various fields, thanks to the close guidance and active support of General Secretary To Lam and President Vladimir Putin.

The Security Council Secretary also praised the role of the Foreign Ministries and Embassies of both countries in acting as a bridge, actively promoting cooperation, and contributing significantly to the positive development of bilateral relations.

On behalf of the high-ranking Vietnamese delegation, Prime Minister Pham Minh Chinh expressed gratitude for the warm sentiments extended by Russian leaders and people, as well as by Secretary Sergey Shoigu personally, towards the delegation.

The Prime Minister congratulated the Russian Federation on its significant and comprehensive achievements under President Vladimir Putin's leadership, while appreciating the crucial contributions of the Russian Security Council and Secretary Sergey Shoigu in ensuring political stability, national security, and socio-economic development.

The Prime Minister shared the important outcomes achieved at the 14th National Party Congress and stated that Vietnam aims to become a modern industrialized nation with high middle-income by 2030 and a high-income developed country by 2045.

Affirming Vietnam's deep appreciation for the sincere support from the former Soviet Union and the current Russian Federation, Prime Minister Pham Minh Chinh emphasized that both nations have endured historical ups and downs together. Therefore, in the new phase, both sides need to strive to preserve and develop the relationship nurtured by generations of leaders and people of both countries.

The Prime Minister affirmed that this visit holds significant importance in redefining and elevating the comprehensive cooperation between the two nations, promoting socio-economic development in each country in the new context, and contributing to peace, stability, cooperation, and development in the region and the world.

The Russian Security Council Secretary stated that Russia will work with Vietnamese ministries and sectors to effectively implement agreements reached during visits and meetings between high-level leaders of the two countries. He also affirmed Russia's readiness to support Vietnam in ensuring energy security amid current global fluctuations.

Sergey Shoigu emphasized that Russia is eager to further develop existing cooperation areas and expand into new fields that align with both sides' conditions to serve socio-economic development and elevate bilateral relations to new heights.

In a climate of high political trust, Prime Minister Pham Minh Chinh and Secretary Sergey Shoigu reviewed the highlights of recent bilateral cooperation, acknowledged achievements, and proposed measures to address existing challenges. They discussed promoting cooperation in defense-security, economy-trade-investment, energy-oil and gas, transportation, culture, people-to-people exchanges, and tourism.

Both sides agreed to enhance cooperation in military-technical fields, high-quality human resource training, and leverage the Vietnam-Russia Tropical Center to further promote science and technology cooperation.

The leaders affirmed that there is significant potential and room to expand cooperation across all areas. They agreed to support functional agencies of both countries in enhancing information exchange and cooperation to address traditional and non-traditional security threats, contributing to peace, stability, cooperation, and development in the region and the world, in accordance with the United Nations Charter and international law.

Regarding the Vietnamese community in Russia, both sides agreed that the community has made significant contributions to the traditional friendship between the peoples of the two countries. Secretary Sergey Shoigu expressed a desire for more Vietnamese to come to live, study, and work in the Russian Federation, contributing to Russia's development in the current context.

Prime Minister Pham Minh Chinh affirmed that the Party and State of Vietnam always care about the overseas Vietnamese community, consistently promoting awareness among the people about respecting the laws and customs of the host country, actively integrating, and contributing positively to the socio-economic development of the Russian Federation.

Both sides are confident that with high determination and political trust, the traditional friendship and comprehensive strategic partnership between Vietnam and Russia will be redefined and elevated in the new context, continuously developing and bringing practical benefits to the peoples of both countries.
