Approximately 100 delegates attended the conference, including representatives from the Ministries of Public Security, Defense, Home Affairs, Justice, Health, Education and Training, Finance, the Vietnam Women's Union, 31 localities, the International Organization for Migration, the German International Cooperation Organization, and the International Labour Organization in Vietnam. This event marks a half-decade of proactive and active implementation of Vietnam's international commitments to the GCM.
In her opening remarks, Deputy Minister of Foreign Affairs Le Thi Thu Hang affirmed that in the process of renewal and deep international integration, migration has significantly contributed to the country's socio-economic development. She emphasized that Vietnam consistently prioritizes a people-centered approach, ensuring the security, safety, and legitimate rights and interests of migrants as a top goal in policy formulation and implementation.
Assessing that international migration currently faces many new and more complex challenges, especially given the unpredictable regional and international situation, the rise of cybercrime, online fraud, and human trafficking for criminal purposes, the Deputy Minister suggested that a new, more adaptive, and creative approach is needed. This should be based on closer inter-sectoral coordination and deeper international cooperation to minimize the vulnerabilities of migrants and address migration challenges more effectively.

The Deputy Minister urged the conference to comprehensively and objectively evaluate the results of the five-year implementation of the GCM Plan; propose specific strategic priorities for the next phase, linking the Plan's implementation with the execution of the Politburo's key Resolutions, the upcoming 14th Party Congress Resolutions, and goals such as sustainable development, digital transformation, building and perfecting the socialist rule-of-law state, and enhancing international integration.
Following the report on the five-year implementation results presented by the Consular Department's leadership, representatives from the Immigration Management Department, Ministry of Public Security, Drug and Crime Prevention Department, Border Guard Command, Ministry of Defense, Overseas Labor Management Department, Ministry of Home Affairs, Judicial Administration Department, Ministry of Justice, Women's Affairs Committee, Vietnam Women's Union, and the Foreign Affairs Departments of four localities including Nghe An, Hai Phong, Can Tho, and Thanh Hoa shared additional insights on achievements, existing limitations, and proposed solutions for the upcoming phase.

At the conference, delegates unanimously agreed that the implementation of the GCM Plan has brought about significant positive changes in promoting legal and safe migration, combating illegal migration, and human trafficking across borders, and protecting the legitimate rights and interests of migrants. Acknowledging Vietnam's efforts, the Head of the International Organization for Migration delegation suggested that Vietnam consider registering as a "Champion Country" in implementing the GCM at the International Migration Review Forum (IMRF) scheduled for May 2026 in New York, USA.
Concluding the conference, Deputy Minister Le Thi Thu Hang expressed gratitude for the close cooperation of ministries, agencies, and localities, as well as the active support of UN agencies, international organizations, and stakeholders in implementing the GCM Plan.
The Deputy Minister emphasized several issues that require continued close coordination between ministries, agencies, and localities to promote in the coming time, such as perfecting policies and laws to meet new phase requirements; amending and supplementing Decision No. 402/QĐ-TTg dated March 20, 2020, of the Prime Minister to suit the new situation; completing the construction of a migration database; enhancing the quality of international cooperation on migration, prioritizing fair and ethical recruitment fields; protecting the legitimate rights and interests of vulnerable groups; combating illegal migration and human trafficking across borders; timely sharing information with relevant countries to better protect citizens; and innovating communication work by combining traditional and modern methods more effectively.
Within the framework of the conference, the Ministry of Foreign Affairs leadership awarded Certificates of Merit from the Minister of Foreign Affairs to collectives and individuals with outstanding achievements in implementing the GCM Plan for the 2020-2025 period.
