Vietnam participates in Open Debate on UN Security Council working methods

WVR - On August 19, at the United Nations (UN) Headquarters in New York, the United Nations Security Council held an open debate on the Working Methods of the Security Council (UNSC), chaired by Denmark. The session was attended by all UNSC member states and a large number of UN member countries.

In her report at the debate, Shamila Kandiah-Thompson, Executive Director of the Security Council Report, emphasised that improving working methods is crucial for the UNSC to manage political disagreements, maintain operations, and use its tools more effectively in fulfilling its function of maintaining and ensuring international peace and security.

The reporter stressed that the UNSC needs to quickly resolve the deadlock in the allocation of chairmanship duties of its subsidiary bodies, enhance transparency in the process of reviewing and selecting candidates for the next UN Secretary-General, and strengthen coordination between the UNSC and the Secretary-General in conflict prevention.

Regularly evaluating, adjusting, and consistently implementing working methods will help the UNSC operate more efficiently.

During the debate, UN member states generally emphasised the need to enhance efficiency, maintain the ability to act, and strengthen the role of the UNSC, while highlighting consultation, consensus, and the responsibility of members, especially the permanent members (P5).

The non-permanent members of the United Nations Security Council (E10) made a joint statement emphasising the need to strengthen the role and voice of non-permanent members, particularly in the negotiation, drafting of documents, and assignment of responsibilities within the UNSC, while calling on the P5 countries to use their veto power responsibly.

Speaking at the session, Diplomatic Minister Nguyen Hai Luu, Deputy Head of the Permanent Mission of Vietnam to the UN, stressed that improving working methods is an urgent requirement to enhance the effectiveness, credibility, and adaptability of the UNSC to current crises.

Vietnam emphasised that the UNSC needs to quickly overcome procedural deadlocks, especially in appointing the Chair and Vice-Chair of subsidiary bodies; enhance transparency through substantive dialogue, timely and regular consultation with UN member states, particularly in the process of selecting the Secretary-General; and facilitate all UNSC member states to play a leading role in drafting UNSC documents, as well as ensure appropriate participation of directly involved countries in the discussion and drafting process.

Vietnam also emphasised that improving working methods should be part of an overall effort to reform the UNSC, aiming towards a more representative, efficient mechanism that better meets international realities.
