Unlocking the Potential of Overseas Vietnamese

WVR - Currently, there are over 6.5 million Vietnamese living and residing in more than 130 countries and territories. Among them, many overseas Vietnamese wish to invest in Vietnam.

On June 10, 2026, the Politburo issued Decision No. 198-QD/TW on the establishment of the Central Steering Committee on Foreign Affairs and International Integration, chaired by Party General Secretary and President To Lam. The decision was issued in the context of complex regional and global developments related to economic security, energy security, as well as traditional and non-traditional security issues.

The directives of General Secretary and President To Lam during this period focus on perfecting policies for the Vietnamese community abroad, reaffirming that overseas Vietnamese are an inseparable part of the Vietnamese nation.

General Secretary and President To Lam emphasizes “unleashing resources”, shifting from management thinking to post-inspection to liberate production capacity, while connecting the intellectual and business communities of overseas Vietnamese as a driving force for national development. Additionally, on June 10, 2026, General Secretary and President To Lam also stressed the need to attract and utilize talent during a meeting with the Central Organization Commission.

As we know, for any nation aiming for development, it is essential for businesses, entrepreneurs, and business households to receive appropriate policy support from the Government and State to serve as a foundation for investment, production, and business activities; simultaneously, a transparent and synchronized legal system must be established for businesses to operate correctly, accurately, and effectively.

For a long time, we have had many overlapping policies and regulations that create difficulties for businesses and entrepreneurs, limiting the development of the private economic sector.

At the beginning of the new term, Prime Minister Le Minh Hung has decisively directed ministries and sectors to review and immediately cut overlapping business conditions and unnecessary barriers.

Furthermore, regulations, decrees, and legal provisions hindering the development of private enterprises in general need to be reviewed, amended, or abolished if Vietnam aims to achieve double-digit GDP growth in 2026 and the following years.

The concept of national enterprises and entrepreneurs encompasses both domestic businesses and overseas Vietnamese enterprises and entrepreneurs returning to invest and develop in Vietnam.

According to Resolution No. 36-NQ/TW of the Politburo, overseas Vietnamese are an inseparable part of the Vietnamese ethnic community. Therefore, overseas Vietnamese businesses and entrepreneurs are inherently part of the national business team.

However, to truly become national enterprises and entrepreneurs, it is not only necessary to contribute to economic growth but also to shoulder social responsibilities, create jobs for workers, and fully fulfill tax obligations to the State as stipulated by law.

More importantly, they must possess a national spirit, maintain a healthy business culture, and be pioneers in science, technology, innovation, and environmental protection, contributing to the sustainable development of the country.

To resolve existing obstacles and create conditions for overseas Vietnamese to return to Vietnam, we need to facilitate the issuance of long-term, multiple-entry visas; provide favorable conditions for them to purchase houses and apartments like domestic Vietnamese; and grant them access to resources, assets, and development opportunities like local citizens.

To attract overseas Vietnamese to invest and contribute to the country's development, there must be genuine sincerity from the central to local levels. Barriers arising from grassroots and local levels need to be promptly removed.

For intellectuals and scientists returning to work in Vietnam, it is necessary to create conditions for them to have the right to choose, promote initiatives, take control of their work, and not face imposition or unhealthy competition. At the same time, there should be a remuneration mechanism commensurate with their capabilities and professional qualifications, approaching their working conditions in their host countries. Only then can we resolve the bottlenecks hindering the country's development.

The Central Committee of the Vietnam Fatherland Front, in coordination with the State Committee for Overseas Vietnamese, the Ministry of Foreign Affairs, needs to continue reviewing, selecting, and adding outstanding overseas individuals to participate in the Central Committee of the Vietnam Fatherland Front to spread the good policies and initiatives that the Party and State of Vietnam are implementing; simultaneously, demonstrating a spirit of openness and determination to successfully develop the country in the era of national awakening.

The selection of 17 overseas Vietnamese delegates to participate as members of the Central Committee of the Vietnam Fatherland Front profoundly and substantively reflects the attention and appreciation of the Party and State leaders towards the overseas Vietnamese community.

The leadership of the Vietnam Fatherland Front, the Ministry of Foreign Affairs, and the State Committee for Overseas Vietnamese have been effectively carrying out the work of national unity, contributing to the construction and development of the country; consistently implementing the policy of viewing the overseas Vietnamese community as an inseparable part and an important resource of the Vietnamese ethnic community.

This also demonstrates the great trust and expectation of the Party, State leaders, and the people in the country towards the role, position, and potential contributions of the overseas Vietnamese community to their homeland and roots. Thereby, creating favorable conditions for overseas Vietnamese businesses and entrepreneurs to return to Vietnam to invest, develop production, and business, contributing to building a strong national business and entrepreneurial team.
