On the afternoon of September 18, at the Presidential Palace, President Luong Cuong receives Ms. Pauline Tamesis, the United Nations Resident Coordinator, along with the Heads of UN agencies in Vietnam, in preparation for leading the high-level Vietnamese delegation to the 80th session of the UN General Assembly in New York, USA.
Expressing delight at the robust development in Vietnam-UN cooperation, the President emphasized that the UN has always been a steadfast friend to Vietnam on its development journey.
The President appreciated the role and support of UN agencies in achieving development goals, particularly in combating the COVID-19 pandemic, socio-economic recovery, climate change response, disaster mitigation, most recently super typhoon Yagi, as well as in promoting a just energy transition.
Discussing development priorities, the President highlighted Vietnam's efforts towards two strategic centennial goals – becoming a modern industrialized, upper-middle-income country by 2030 and a high-income developed nation by 2045.
Simultaneously, Vietnam is striving to enhance international integration, green growth, science and technology development, innovation, digital transformation, law-making and enforcement, private sector promotion, education and training, and public health care.
Therefore, the President urged UN organizations to cooperate closely and provide more effective support to Vietnam in these areas, especially in policy advice, scientific and technological cooperation, and capacity building.
Regarding the 80th session of the UN General Assembly, the President emphasized that the session takes place in a special context – as the UN marks its 80th anniversary, Vietnam celebrates its 80th National Day, and both the UN and Vietnam are striving for reforms to enhance effectiveness and adapt to contemporary demands.
The President shared some key messages from Vietnam at the session, including the "Vietnam story" of overcoming difficulties, healing war wounds, transforming and rising strongly, deep international integration, and calling on nations to honour the value of peace and make strong transitions for a sustainable future.
President Luong Cuong reiterated strong support for multilateralism and the central role of the UN in global governance, emphasizing that Vietnam will continue to take specific actions to contribute positively and responsibly to global efforts for peace, stability, cooperation, and development in the region and worldwide.
Welcoming the UN80 Initiative by the UN Secretary-General, the President stated that it provides an important basis for countries to discuss and promote strong reforms, helping the UN better adapt to global challenges, affirming Vietnam's support and willingness to contribute to this process, and readiness to welcome UN agencies and organizations to open offices and centers in Vietnam.
Sharing views on several issues of international concern such as gender equality, global health, artificial intelligence, and climate change, the President affirmed Vietnam's support for the UN's central role in building a global cooperation and governance framework on artificial intelligence, and will continue to seriously implement international commitments on climate change, and deploy the Just Energy Transition Partnership (JETP).
Finally, President Luong Cuong suggested that the UN coordinate closely with Vietnam to successfully organize the official visit of UN Secretary-General Antonio Guterres and the signing ceremony of the UN Convention on Cybercrime in Hanoi at the end of October 2025.

At the meeting, the UN Resident Coordinator thanked the President for taking the time to meet with the Heads of UN agencies, appreciating Vietnam's leadership role and strong commitment to supporting multilateralism and the UN amid current challenges.
Ms. Tamesis emphasized that the 80th session of the UN General Assembly is a pivotal moment to promote international cooperation on peace, development, and human rights, acknowledging Vietnam's impressive achievements in these areas, especially in poverty reduction, socio-economic development, institutional reform, gender equality, inclusive development, and leaving no one behind.
The Resident Coordinator particularly appreciated Vietnam's major decisions on international integration, digital transformation, energy security, education and training, and healthcare, focusing on people and businesses. Welcoming Vietnam's reform determination and achievements in recent times, she considered these valuable lessons for the UN and other countries to learn from.
Ms. Tamesis affirmed that the UN will continue to accompany and support Vietnam in implementing commitments on sustainable development, climate change response, just energy transition, promoting gender equality, and striving to achieve the strategic goals set forth.
