On the occasion of Emperor Naruhito of Japan's birthday on February 23, President Luong Cuong sent a congratulatory message to the Emperor of Japan; Prime Minister Pham Minh Chinh sent a message to Japanese Prime Minister Takaichi Sanae; National Assembly Chairman Tran Thanh Man sent messages to the Speaker of the House of Representatives Mori Eisuke and the President of the House of Councillors Sekiguchi Masakazu.

On this occasion, Politburo Member and Minister of Foreign Affairs Le Hoai Trung sent a congratulatory message to Japanese Foreign Minister Motegi Toshimitsu.
