Service Department for Diplomatic Corps proactively develops economic-technical norms and unit prices for public service provision

On June 5, Service Department for Diplomatic Corps (SDDC) under the Ministry of Foreign Affairs organized a seminar entitled “Developing economic-technical norms and unit prices for public services funded by the state budget”.

The seminar was held as part of the implementation of Plan No. 14-KH/BCSD-TCCB, which includes the task of “Issuing unit prices, quality standards, supervision mechanisms, evaluation and quality inspection, as well as regulations on inspection and acceptance for three public services funded by the State budget of the Ministry of Foreign Affairs”, as assigned by the Party Civil Affairs Committee of the Ministry of Foreign Affairs.

The seminar was chaired by Director General of the Service Department for Diplomatic Corps Ngo Phuong Nghi, and attended by leaders of the Department, its divisions and offices, along with two invited experts: Mr. Nguyen Viet Hong, former Director General of Department of Public Expenditure (Ministry of Finance) and former Deputy Director General of State Treasury of Vietnam; Ms. Le Hong Van, Deputy Director of the Institute of Housing economics and Real estate market under the Institute of Construction Economics (Ministry of Construction).

Although the Ministry of Foreign Affairs has not yet formally assigned this task to the Service Department for Diplomatic Corps, the Department has consistently recognized that developing economic–technical norms and unit prices, along with quality criteria and standards, supervision mechanisms, evaluation and quality inspection, and regulations on inspection and acceptance for public services funded by the State budget is a highly challenging yet extremely important undertaking.

Fully aware of this importance, the Department has proactively sought to approach, study, consult, and research the development of economic–technical norms and unit prices in other ministries, sectors, and comparable fields. However, due to the specific characteristics of the diplomatic sector, this process has encountered significant difficulties, and access to similar reference materials has been limited.

Nevertheless, the Department has taken the initiative to develop economic–technical norms and unit prices based on its own practical experience for three tasks: management of the use of houses and land under the management of the Ministry of Foreign Affairs; management of labour serving the diplomatic corps; and guidance for non-resident foreign journalists operating in Viet Nam.

The seminar was conducted in an active and substantive manner, with valuable contributions from two leading experts in the field of economic–technical norm development, offering professional perspectives closely linked to practical realities. These contributions provided the Service Department for Diplomatic Corps with a more comprehensive understanding of the importance and urgency of developing economic–technical norms, while also helping to shape clearer orientations for a more systematic and structured approach in the future.
