Strengthening the management of Vietnamese employees in line with State-assigned tasks

From July 9-10 in Ho Chi Minh City, SDDC under the Ministry of Foreign Affairs organized the mid-year review conference for the first six months of 2025 among three units: SDDC; Foreign Office Service Company Limited (FOSCO) under the Ho Chi Minh City People’s Committee; Center for International Cooperation Development and Foreign Affairs Services (CIFA) under the Da Nang City People’s Committee. The event was held in conjunction with a conference reviewing and assessing the implementation of the task of “recruitment and management of Vietnamese employees working for foreign organizations and individuals in Vietnam” in accordance with Decree No. 152/2020/ND-CP.

SDDC, FOSCO, and CIFA are the three organizations authorized to recruit and manage Vietnamese employees working for foreign organizations and individuals in Viet Nam. Since the issuance of Decree No. 152/2020/ND-CP, these units have proactively implemented the Decree in a synchronized, consistent, and effective manner nationwide.

At the same time, the three units have received active cooperation from central ministries and agencies such as the Ministry of Public Security, the Ministry of Home Affairs (formerly the Ministry of Labour, Invalids and Social Affairs), units under the Ministry of Foreign Affairs, and local authorities in information sharing, review, and statistical reporting of managed subjects.

The number of Vietnamese employees has shown a steady and continuous increase, from 8,041 in 2021 to 9,190 in 2024, representing an increase of more than 14 percent over four years. Currently, the three units manage nearly 10,000 Vietnamese employees working for more than 400 foreign organizations nationwide, including embassies, consulates general, representative offices of international organizations under the United Nations, foreign non-governmental organizations, and resident offices of foreign news agencies, press, radio, and television organizations.

In a context where the number of foreign organizations has declined or scaled back operations—particularly foreign non-governmental organizations—the continued annual increase in Vietnamese employees demonstrates strong efforts of the three units in closely monitoring and strictly managing this special workforce in accordance with State-assigned tasks, while simultaneously fulfilling state management functions and ensuring security and safety for foreign organizations.

The three units have consistently taken the initiative to engage, share information related to the recruitment and management of Vietnamese employees, and actively disseminate and publicize new policy documents of the Vietnamese Government to foreign organizations and Vietnamese employees. They have also proactively provided consultations to both Vietnamese employees and foreign organizations to help prevent, address, and resolve labor-related disputes.

Through consultations provided by the three units, Vietnamese employees gain a clearer understanding of their lawful and legitimate rights and benefits, as well as the awareness that proper compliance with State regulations on regimes and obligations brings positive outcomes for employees themselves.

At the same time, foreign organizations recognize that the management of Vietnamese employees is a State-assigned task entrusted to the three units, aimed at ensuring compliance with Vietnamese regulations as well as maintaining security and safety for foreign organizations.

However, in practice, the management of Vietnamese employees requires authorized organizations to further enhance the effectiveness of their assigned tasks, as there remain a number of Vietnamese employees who do not yet fully understand or properly comply with State regulations regarding their civic obligations.

In concluding the conference, SDDC Director General Ngo Phuong Nghi proposed developing solutions to further improve the effectiveness of task implementation. In the coming period, greater efforts are needed to strengthen the management of Vietnamese employees working for foreign organizations, particularly those with diplomatic functions, while also intensifying the attraction of Vietnamese employees with genuine qualifications and capabilities that meet job requirements. This would enable the selection and introduction of high-quality Vietnamese employees to foreign organizations.
