Leaders’ activities
On June 19, President Vo Van Thuong received a delegation of the Supreme Court of Russia led by Chief Justice Lebedev Vyacheslav Mikhailovich who was on a working visit to Vietnam. President Thuong thanked the guest for conveying Russian President Vladimir Putin’s letter to him. Vietnam always values the comprehensive strategic partnership with Russia, he said, adding that Vietnam wishes to promote deeper and more effective Vietnam-Russia cooperation, which will meet the practical interests of both nations, for the sake of peace, stability and development in the region and the world.
On June 20, at the reception for Chief Justice of Russia Vyacheslav Mikhailovich Lebedev, National Assembly Chairman Vuong Dinh Hue congratulated Chief Justice of Russia Lebedev and Chief Justice of the Supreme People's Court of Vietnam Nguyen Hoa Binh on their successful talks. NA Chairman Hue affirmed that the Vietnamese National Assembly supports comprehensive and extensive cooperation between the two nations' judicial sectors in general and the Supreme Courts in particular. He believed that the outcomes of the talks will lead to significant and beneficial cooperation between the two sides in the near future.
On June 22, receiving Minister of the Revolutionary Armed Forces of Cuba Álvaro López Miera, who was paying a visit to Vietnam, Party General Secretary Nguyen Phu Trong highly appreciated the significance of the visit in the context of the two countries looking forward to the 50th anniversary of Cuban leader Fidel Castro's visit to the liberated area in Quang Tri province. Vietnam will try its best within its conditions and capabilities to help Cuba overcome difficulties that the country is facing, he said. The Party General Secretary expressed his belief that the visit will contribute to consolidating and deepening the special traditional friendship between the two parties, the two countries and the two militaries.

On the same day, Prime Minister Pham Minh Chinh received Minister of the Revolutionary Armed Forces of Cuba Corps General Alvaro Lopez Miera. Welcoming the Cuban Minister on his fifth trip to Vietnam, Prime Minister Chinh said the visit is highly meaningful as both countries are celebrating the 60th founding anniversary of the Cuban Committee for Solidarity with South Vietnam (September 25, 1963) and 50 years since then leader Fidel Castro’s first visit to Vietnam and arrival in the liberated zone in South Vietnam (September 15, 1973). Prime Minister Chinh highly valued the close multi-faceted cooperation between the Cuban Ministry of the Revolutionary Armed Forces and the Vietnamese Ministry of National Defence, and applauded the outcomes of the talks between the two Ministers.
On June 23, receiving Chairman of the Korea Enterprises Federation (KEF) and Chairman of CJ Group Sohn Kyung Shik, President Vo Van Thuong said that Vietnam supports CJ Group and Korean corporations and businesses to invest and expand their operations in Vietnam, in areas of their strength and Vietnam’s demand. He emphasised that the focal point of the Vietnam-RoK cooperation lies in the areas of economy, trade and investment. The significant presence of Korean enterprises in Vietnam signifies the strong potential of bilateral cooperation in these fields.
On June 25, at the invitation of Chinese Premier Li Qiang and WEF Founder and Executive Chairman Klaus Schwab, Prime Minister Pham Minh Chinh left Hanoi to pay an official visit to China and attend the 14th Annual Meeting of the New Champions (AMNC) of the World Economic Forum (WEF) in Tianjin.
This is the first official visit by Prime Minister Chinh and the first by a Vietnamese Prime Minister to China after seven years. It is also the first time key leaders of the two countries directly meet after China completed the State leadership for the new tenure. Prime Minister Chinh's trip is taking place in the context that Vietnam - China comprehensive strategic cooperative partnership has been following a developing trend with many positive outcomes. In particular, the official visit to China by Party General Secretary Nguyen Phu Trong in October 2022 created a new strong impetus for bilateral ties.

On June 24, President of the Republic of Korea (RoK) Yoon Suk Yeol, Spouse and the high-ranking delegation of the country left Hanoi, wrapping up a three-day State visit to Vietnam at the invitation of President Vo Van Thuong.
During the visit, President Yoon Suk Yeol engaged in many important activities, including paying tribute to late Vietnamese President Ho Chi Minh at the mausoleum in Hanoi; making a courtesy call on Party General Secretary Nguyen Phu Trong; attending an official welcome ceremony with a 21-gun salute, held talks with President Vo Van Thuong, attended joint press meeting and together with President Thuong witnessed the signing of 17 cooperation documents, attended the State Banquet hosted by President Vo Van Thuong; had meetings with Prime Minister Pham Minh Chinh, National Assembly Chairman Vuong Dinh Hue. RoK's President Yoon Suk Yeol and Prime Minister Pham Minh Chinh attended the Vietnam-Korea Business Forum, with the participation of over 500 representatives of associations and enterprises from both sides.
The RoK President also visited and talked to students of the Faculty of Korean Language and Culture at the University of Languages and International Studies under the Vietnam National University, Hanoi, met with 300 people representing the Korean community in Vietnam; and had a meeting with Korean businesses investing here.

On June 22, on the occasion of Mr. Marcel Ciolacu being elected Prime Minister of Romania and Mr. Nicolae Ciucă elected President of the Romanian Senate, Prime Minister Pham Minh Chinh and Chairman of the National Assembly Vuong Dinh Hue sent congratulatory messages respectively.
On June 22, on the occasion of Mr. Petteri Orpo's being elected as Prime Minister of Finland and Mr. Jussi Halla-aho elected as the Speaker of Finnish Parliament, Prime Minister Pham Minh Chinh and Chairman of the National Assembly Vuong Dinh Hue sent congratulatory messages respectively.
On June 19, during his reception for the European Parliament Delegation for Relations with the Countries of Southeast Asia and ASEAN (DASE) led by its Chairman Daniel Caspary, National Assembly Chairman Vuong Dinh Hue said Vietnam treasures and wishes to boost its relationship with the European Union (EU), a leading important partner in Vietnam's foreign policy. The National Assembly Chairman spoke highly of positive and significant outcomes in the Vietnam-EU relationship across the pillars of politics, diplomacy, economy-trade-investment, agro-forestry-fisheries, national defence-security, development cooperation and human rights dialogue. Vietnam always supports the strengthening of ASEAN-EU strategic partnership. Vietnam, including its National Assembly, is ready to play an active role in this process, he stressed.
On June 20, Deputy Prime Minister Tran Luu Quang received the European Parliament Delegation for Relations with the Countries of Southeast Asia and ASEAN led by Chairman Daniel Caspary who were on a visit to Vietnam. Deputy Prime Minister Quang expressed his delight at the profound and substantive developments in the relationship between Vietnam and the EU over the past time. Currently, the EU is one of Vietnam's leading trade-investment partners. Meanwhile, Vietnam is the EU's largest trading partner in ASEAN.
On June 22, speaking at the meeting with the Republic of Korea Deputy Prime Minister Choo Kyungho who is also Minister of Economy and Finance, Deputy Prime Minister Le Minh Khai affirmed that economic cooperation between the two countries is flourishing more than ever. Economic cooperation has continued to be a bright spot in relations between Vietnam and the RoK, he stressed.
From June 21-27, Deputy Prime Minister Tran Hong Ha leads the delegation of Vietnam to attend the Summit for a New Global Financing Pact and partake in bilateral activities in France, co-chair the 8th meeting of the Vietnam-Netherlands Inter-Governmental Committee on Climate Change Adaptation and Water Management, and partake in bilateral activities in the Netherlands.
During the trip, on June 21, Deputy Prime Minister Tran Hong Ha met with Deputy CEO of the French Development Agency (AFD) Marie Helene Loison.
On June 22, Deputy Prime Minister Tran Hong Ha joined State and Government leaders of 40 countries at the opening session of the international Summit for a New Global Financing Pact in Paris. Deputy Prime Minister Tran Hong Ha raised some important messages regarding the mobilisation of private finance at a debate in the framework of the Summit for a New Global Financing Pact.
On June 23, Deputy Prime Minister Tran Hong Ha attended the closing session of the Summit for a New Global Financing Pact in Paris as a number of important documents, such as the Paris Consensus for the People and the Planet, the Vision statement of the multilateral development banks, the minute of the summit outcomes and a roadmap for the implementation of the commitments, had been adopted.
On this occasion, Deputy Prime Minister Ha received US Special Presidential Envoy for Climate John Kerry. The two sides expressed satisfaction at the fine developments in the Vietnam-US Comprehensive Partnership in various fields on the basis of equality, and mutual respect and benefits.
From June 25-27, Deputy Prime Minister Tran Hong Ha co-chairs the 8th meeting of the Vietnam-Netherlands Inter-Governmental Committee on Climate Change Adaptation and Water Management slated in The Hague.
Bilateral activities
On June 25, in an interview to the World & Vietnam Report on the occasion of the Prime Minister's official visit to China and participation at the 14th Annual Meeting of the New Champions (AMNC) of the World Economic Forum (WEF) from June 25-28, Standing Deputy Foreign Minister Nguyen Minh Vu stressed that Prime Minister Pham Minh Chinh's official visit to China marks an important development step in the Vietnam-China relations. China is a power in the world, a neighbour and a socialist country with traditional friendship and close ties with Vietnam, he said.
Also on this occasion, in an interview to the World & Vietnam Report, Vietnamese Ambassador to China Pham Sao Mai has emphasized the great significance of Prime Minister Pham Minh Chinh’s official visit to China and attendance in the 14th Annual Meeting of the New Champions (AMNC) of the World Economic Forum (WEF).
On the occasion of Deputy Prime Minister Tran Hong Ha's attendance at the Summit on the New Global Financial Compact and working visit to France; co-chaired the 8th meeting of the Vietnam-Netherlands Intergovernmental Committee on Climate Change Adaptation and Water Management, and working visit to the Netherlands, Vietnamese Ambassador to France Dinh Toan Thang affirmed that the Deputy Prime Minister's participation at the Summit showed Vietnam's strong and consistent commitment to climate change response, its responsibility to move forward with the international community towards sustainable growth goals.
On this occasion, Vietnamese Ambassador to the Netherlands Pham Viet Anh also shared with the World & Vietnam Report the significance of Vietnam-Netherlands bilateral activities during this trip.
On the occasion of the RoK President's State visit to Vietnam, in an interview with the World&Vietnam Report, Vietnamese Ambassador to the Republic of Korea Nguyen Vu Tung affirmed that the visit to Vietnam by Rok President Yoon Suk-yeol highlights the importance of the Vietnam-RoK cooperation across fields. President Yoon Suk Yeol chose Vietnam as the first country in Southeast Asia to visit and the event took place within 6 months after the two countries upgraded their relations, showing the special nature of bilateral relations.
Ambassador of the Republic of Korea (RoK) to Vietnam Oh Young Ju said the upcoming Vietnam visit by the RoK’s President Yoon Suk Yeol holds significance as it is the first year the two countries have deployed their Comprehensive strategic partnership.
Multilateral activities
On June 20, Ambassador Le Thi Tuyet Mai, Head of the Permanent Mission of Vietnam to the United Nations, WTO and other international organisations in Geneva, has affirmed Vietnam’s commitment to promoting substantive dialogue and effective cooperation with all member states and human rights mechanisms of the United Nations at the interactive dialogue on the annual report of the UN High Commissioner for Human Rights (UNHCHR). In her speech, Ambassador Mai emphasised that Vietnam supports the fundamental principles of universality, fairness, objectivity, non-choice and non-interference in internal affairs of countries. Substantial dialogue and cooperation as well as adherence to the above-mentioned principles is the most effective way to promote and protect human rights, she added.
On June 21, addressing the United Nations Economic and Social Council (ECOSOC) on Humanitarian Affairs Segment 2023, which had taken place in Geneva from June 21-23, Ambassador Le Thi Tuyet Mai said that Vietnam recognizes the importance of humanitarian assistance and supports the role by relevant United Nations agencies and regional agencies in mobilizing and delivering humanitarian assistance in conflicts, disasters, other emergency situations, for saving lives, effective response to food insecurity, emergencies.
On June 21, speaking at the opening of the Seminar to strengthen economic ties between Vietnam and the European Union (EU), Standing Deputy Foreign Minister Nguyen Minh Vu emphasized that the Vietnamese Government attaches importance to the comprehensive partnership between Vietnam and the EU because the EU is one of Vietnam's leading partners in many fields, especially political, economic, trade and investment cooperation.
On June 21, the 32nd session of the General Assembly of the Inter-Governmental Oceanographic Commission (IOC) officially opened in Paris, France. The Vietnamese delegation attending the conference included Assoc. Dr. Dao Viet Ha, Director of the Institute of Oceanography, Chairman of the Vietnam IOC Committee, Ambassador Le Thi Hong Van, Permanent Representative of Vietnam to UNESCO, and representatives of the Ministry of Foreign Affairs and the Ministry of Agriculture and Rural Development.
On June 20, Deputy Foreign Minister Le Thi Thu Hang received the European Parliament Delegation for Relations with the Countries of Southeast Asia and ASEAN led by its Chairman Daniel Caspary who were on a visit to Vietnam. Deputy Foreign Minister Hang expressed her delight at active development of the relations between Vietnam and the European Union (EU) and its member countries across spheres, from politics-diplomacy to trade, investment and development cooperation. Vietnam and the EU have reached many important agreements, creating frameworks for them to promote their bilateral comprehensive cooperation, she said, adding that the EU is now Vietnam’s fifth biggest trade and investment partner, and largest non-refundable aid supplier.

On June 19, in New York, the Inter-Governmental Conference on Marine Biodiversity of Areas beyond National Jurisdiction adopted the Agreement on the Conservation and Sustainable use of Marine biological diversity of Areas beyond National Jurisdiction, also known as the Agreement on the High Seas, marking the birth of the third instrument implementing the United Nations Convention on the Law of the Sea 1982 (UNCLOS).
Vietnamese Ambassador Dang Hoang Giang, Permanent Representative of Vietnam to the United Nations, affirmed that the adoption reflects the Conference’s strong commitment and determination to achieve an instrument for conserving and sustainably using marine biodiversity of areas beyond national jurisdiction.
On June 22-23, attending the UN General Assembly’s eighth review of the UN Global Counter-Terrorism Strategy in New York, Vietnamese Ambassador Dang Hoang Giang stressed that terrorism remains a serious threat to peace, stability and development on a global scale. He affirmed the adoption of the Resolution on the eighth review by consensus represents a unified and strong message of the international community that does not accept terrorism in any form.
Referring to the incident that happened in the Central Highlands province of Dak Lak on June 11, Ambassador Giang stressed that this is an organised terrorist act targeting the headquarters of state agencies, officials and civilians, affirming that relevant organisations and individuals will be handled commensurate with the level of violations.
Vietnam strongly condemns terrorism in all of its forms and manifestations, by anyone, anywhere and for any purpose, Ambassador Dang Hoang Giang has said.
Citizen protection
Recently, the Ministry of Foreign Affairs has directed the Vietnamese Embassy and representative missions in Russia to get plans ready for protecting Vietnamese citizens in Rostov-on-Don city and some areas in southern Russia where the security and order situation has shown complicated developments.
The Ministry recommended overseas Vietnamese residing in southern localities and Moscow to follow the laws and instructions of local authorities. They are advised to stay indoors and refrain from joining activities with large number of people or making long trips within the territory of Russia.

On June 22, at the regular press conference of the Ministry of Foreign Affairs, Spokesperson of the Ministry of Foreign Affairs Pham Thu Hang said that Vietnam recognizes the more positive assessment made in the 2023 Trafficking in Persons Report by the US Department of State.
Replying to a reporter’s question about the US Department of State’s release of the report, Spokesperson Hang highlighted the Vietnamese Government’s policy of promoting legal, safe, and orderly migration and also resolutely preventing and fighting illegal migration, arrangement of illegal migration, and human trafficking.
“Vietnam recognizes the US side’s more positive assessment made in the 2023 Trafficking in Persons Report by the US Department of State”. “In that spirit, we hope the two sides will continue cooperating closely in the time ahead so that the US side has more objective, precise, comprehensive assessment of the situation and substantive efforts of Vietnam. We are also ready to discuss concrete cooperation issues with the US side and relevant parties to together effectively carry out human trafficking prevention and control,” she stressed.

On June 20, Deputy Foreign Minister Le Thi Thu Hang congratulated the World & Vietnam Report on the 98th anniversary of Vietnam Revolutionary Press Day (June 21, 1925 - 2023). Acting Director of the Press Information Department, Spokesperson of the Ministry of Foreign Affairs Pham Thu Hang also attended the meeting.
On this occasion, on June 19, President of the Vietnam Union of Friendship Organizations, Ambassador Nguyen Phuong Nga also visited and congratulated the World & Vietnam Report on the 98th anniversary of the Vietnam Revolutionary Press Day.

On June 20, Standing Deputy Minister of Foreign Affairs Nguyen Minh Vu led a delegation of the Ministry of Foreign Affairs to congratulate the Party Central Committee’s Commission for Information and Education on the 98th anniversary of the Vietnam Revolutionary Press Day.
On June 21, 2023, former Secretary of the Party Central Committee, former Deputy Prime Minister Vu Khoan passed away at 108 Central Military Hospital. In his memory, the World & Vietnam Report had a number of articles attributed to a far-sighted leader, a talented diplomat and a great journalist.
