Vietnam, Laos strengthen cooperation in Foreign Ministry capacity building

Warmly welcoming Director General Vandy Boutsady and the delegation, Peramanent Deputy Minister Nguyen Minh Vu affirmed that the Party and State of Vietnam always prioritize and highly value the preservation and cultivation of the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos.
Permanent Deputy Minister Nguyen Minh Vu highly appreciated the positive and substantive developments in the relations between the two Parties and countries in recent times, especially following the state visit to Laos by General Secretary and President To Lam (02/2026). He emphasized that the two Ministries of Foreign Affairs have effectively played their advisory roles, coordinated the preparation of high-level political exchanges, and urged and coordinated ministries, sectors, and localities to effectively implement the cooperation agreements reached by the high-level leaders of the two Parties and countries.
Regarding future directions, Permanent Deputy Minister Nguyen Minh Vu proposed that the two Ministries continue to coordinate well in preparing delegation exchanges, high-level contacts, and important events on the occasion of the 65th anniversary of the establishment of diplomatic relations between Vietnam and Laos (September 5, 1962 - September 5, 2027) and the 50th anniversary of the signing of the Vietnam-Laos Treaty of Friendship and Cooperation (July 18, 1977 - July 18, 2027). He suggested implementing the Cooperation Agreement between the Ministry of Foreign Affairs of Vietnam and the Ministry of Foreign Affairs of Laos for the 2026-2030 period in a substantive manner, strengthening cooperation between departments, especially between the Personnel Departments of the two Ministries. The Deputy Minister proposed that both sides promptly share experiences on institutional improvement, sectoral development, and building a diplomatic workforce that is both virtuous and professional. He affirmed that the Ministry of Foreign Affairs of Vietnam is ready to support the Ministry of Foreign Affairs of Laos in areas where Vietnam has experience and Laos has needs, especially in management, training, and capacity building for personnel.

On the same day, Nguyen Viet Anh, Member of the Party Committee's Standing Committee and Director General of the Personnel Department of the Ministry of Foreign Affairs of Vietnam, chaired a working session with his counterpart Vandy Boutsady. During the session, both sides agreed to maintain regular communication channels between the Personnel Departments of the two Ministries, enhance information and experience sharing, and organize thematic exchanges on sectoral development, institutional improvement, diplomatic ranks, and personnel management. They also agreed to promote training and capacity-building cooperation through bilateral and multilateral programs.
Director General Nguyen Viet Anh shared some orientations and results of the Ministry of Foreign Affairs of Vietnam in building a comprehensive, modern, and professional diplomatic sector. He exchanged experiences on legislative development in foreign affairs, management and use of diplomatic ranks, selection of personnel for term assignments, training, capacity building, and personnel evaluation. Director General Nguyen Viet Anh also introduced some state representation mechanisms such as Ambassadors by field, Special Envoys of high-level leaders, and roving Ambassadors Extraordinary and Plenipotentiary. He discussed policies to attract, utilize, and reward experts, scientists, and high-quality human resources for foreign affairs and international integration.

During the meetings and working sessions, Director General Vandy Boutsady conveyed warm regards from Thongsavanh Phomvihane, Member of the Central Committee of the Lao People's Revolutionary Party, Deputy Prime Minister, and Minister of Foreign Affairs of Laos, to Member of the Politburo, Party Secretary, and Minister of Foreign Affairs of VietnamLe Hoai Trung. On behalf of the delegation, Director General Vandy Boutsady thanked the Ministry of Foreign Affairs of Vietnam for their respectful and cordial reception, reflecting the deep camaraderie between comrades and brothers. He also highly appreciated the achievements of the Ministry of Foreign Affairs of Vietnam in institutional improvement, innovation in management, training, and development of the diplomatic workforce.
Director General Vandy Boutsady stated that the experiences shared by Vietnam are practically valuable references for the Ministry of Foreign Affairs of Laos. He expressed the desire for both sides to continue translating the results of the visit into practical cooperation activities, contributing to enhancing the quality of sectoral development work of each Ministry and further deepening the great friendship, special solidarity, comprehensive cooperation, and strategic connection between Laos and Vietnam.
