Located at the centre of the Central Key Economic Region, Quang Ngai province features a long coastline and an interconnected transportation system comprising national highways and the North-South railway, with quick access to international seaports and Chu Lai airport. The blend of modern coastal development and rich ecological mountainous areas gives Quang Ngai a highly attractive multi-layered economic spatial structure.

The core strength of Quang Ngai lies in its marine economic ecosystem, with the Dung Quat Economic Zone as its nucleus-one of the nation's largest centres for petrochemical refining, heavy industry, and deep-water port services. Additionally, the province possesses vast industrial land reserves, agricultural and forestry land with potential for developing medicinal plants (Tra Bong cinnamon, ginseng, mushrooms), coffee, clean agricultural products, and unique marine and island tourism resources such as Ganh Yen, Chau Tan beach, Hon Nhan, and the Tinh Khe nipa palm forest.

A young, abundant, diligent workforce undergoing systematic vocational training is a solid foundation for the province to adopt advanced technology transfers from multinational corporations.

Cooperation milestones and attraction from the Japanese market

In its strategy to expand economic diplomacy, Quang Ngai consistently identifies Japan as a top priority partner. The province has maintained regular and effective communication channels with the Japan External Trade Organization (JETRO) and closely coordinated with reputable international business associations like KOTRA, EUROCHAM, and SingCham. This proactive approach has brought Quang Ngai's image and potential closer to the Japanese business community.

The province's investment environment continues to affirm its attractiveness by successfully attracting key foreign direct investment (FDI) projects. Notable among these is the shipbuilding project by Samsung Heavy Industries Group, with a capital scale of over 9.18 billion VND (approximately 350,000 USD), establishing an office and conducting research locally. The presence of major corporations as “nucleus” entities is a crucial premise for opening up a chain of cooperation in supporting industries, technical infrastructure, port logistics, and clean agricultural technology transfer with Japanese partners.

Specifically with Japan, the attraction of Japanese investment capital in Quang Ngai is clearly demonstrated through the presence of large-scale projects, providing significant impetus for the local socio-economic development. Notable in the electronics industry is the Foster component manufacturing plant in the Tinh Phong industrial zone (part of Foster Group), with a capacity of about 480 million products per year, creating jobs for thousands of workers. Additionally, the VSIP Quang Ngai Industrial Park is becoming an ideal destination for attracting a chain of Japanese investors in the export garment, high-end materials, and auxiliary packaging production sectors.

Beyond manufacturing, Japanese enterprises are actively collaborating and transferring modern drying and preservation technology to enhance the value of Quang Ngai's strong products such as Tra Bong cinnamon, wood pellets, wood chips, and frozen seafood for export to the Japanese market. Simultaneously, Japanese partners are actively surveying and researching investment opportunities in port logistics infrastructure in the Dung Quat economic zone and green energy projects, aiming for sustainable development.

Practical experience from Quang Ngai shows that to win over discerning investors like Japan, the locality must effectively implement a “one-stop” support model, closely accompanying enterprises from site survey, licensing to project operation.

Concurrently, to create a truly equal and open business environment, the province has decisively implemented solutions to improve the Provincial Competitiveness Index (PCI). The province has established a dedicated task force, proactively consulting with the Legal Department (under the Vietnam Chamber of Commerce and Industry - VCCI), and organized numerous direct dialogue conferences to resolve land, tax policy (Decree 68/2026/ND-CP), and administrative procedure issues for businesses.

Quang Ngai applies the most favourable investment incentive policies under Vietnam's legal framework regarding corporate income tax, land rent, and import tax for projects in the Dung Quat Economic Zone, industrial parks, and difficult areas. The province publicly invites international and Japanese investors in four core sectors.

First, supporting and manufacturing industries: Prioritizing precision mechanics, shipbuilding, deep processing, clean energy, industrial park infrastructure, and port logistics services.

Second, high-tech agriculture: Encouraging projects for planting and deep processing of medicinal plants (Tra Bong cinnamon, ginseng, mushrooms), coffee, clean fruits and vegetables, and integrated models of “Agriculture - Medicinal Plants - Traditional Culture”.

Third, tourism and ecological services: Attracting high-end tourism and resort complexes with net-zero carbon emissions, wellness retreats at Mang Den, Ganh Yen, Chau Tan.

Fourth, healthcare and education: Inviting investment in international hospital projects, private general hospitals, high-quality vocational training centers meeting Japanese standards.

Regarding exports, Quang Ngai asserts its strength with high-quality products meeting the stringent standards of the Japanese market, such as processed seafood, wooden furniture, energy wood pellets, wood chips, mechanical components, and OCOP products meeting international food safety standards.

Co-creating a sustainable future

Entering the 2026-2030 phase, Quang Ngai is determined to implement a strong transformation by promoting the digitization of investment project information on the Vietnam Investment Map; completing a multi-language promotional material set (Japanese, English, Korean) and a film showcasing local potential; supporting enterprises to bring OCOP agricultural products to e-commerce platforms and digital platforms (TikTok, livestream); and persistently pursuing green development, reducing greenhouse gas emissions, in line with the green transition trend of Japanese corporations.

To deepen and effectively realize the cooperation relationship, Quang Ngai wishes to continue receiving support from central agencies and diplomatic representative agencies through several key proposals.

For the Ministry of Foreign Affairs, the province hopes to continue receiving support to include its promotion events in the Ministry's general foreign affairs program; connect Quang Ngai to establish bilateral friendship cooperation with similar localities in Japan (strong in marine economy, manufacturing industry, high-tech agriculture).

For the Embassy of Japan in Vietnam and JETRO: Support in introducing major Japanese corporations to conduct field surveys; coordinate in organizing specialized investment promotion seminars on Quang Ngai - Japan; provide technical standards to increase export volume for Quang Ngai products.

For the Vietnamese Embassy in Japan: Actively serve as a bridge to promote the image, tourism potential, culture, and investment environment of Quang Ngai to the Japanese business community and citizens; support the province's promotion delegations when conducting activities in Japan.
