On the morning of August 28, in Hanoi, the IX National Congress of the Vietnam Union of Science and Technology Associations for the 2026-2031 term was solemnly inaugurated with the participation of 489 official delegates. Member of the Politburo, Secretary of the Central Committee of the Communist Party, Secretary of the Party Committee of the Vietnam Fatherland Front, and President of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai attended and delivered a directive speech at the Congress.
Attending the Congress were former Politburo member, former National Assembly Chairman Nguyen Sinh Hung; representatives of leaders from Central Committees, Ministries, and sectors, the Central Committee of the Vietnam Fatherland Front, and various political-social organizations.

With the theme “Solidarity – Creativity – Breakthrough – Development”, the Congress aims to comprehensively evaluate the results of implementing the Resolution of the VIII Congress; determine the direction, objectives, tasks, and solutions for the 2026-2031 term; and discuss important issues to continue promoting the role of the Vietnam Union in the new development era.
The political report at the Congress indicated that during the VIII term, the Vietnam Union of Science and Technology Associations and its member organizations closely adhered to the Party's guidelines, State policies, and laws, especially those concerning the development and promotion of intellectuals, science and technology advancement, innovation, and digital transformation; while also striving to innovate content and operational methods, achieving significant results.
By the end of July 2026, the Vietnam Union system comprised 34 provincial and city unions, 92 national sector associations, and 575 science and technology organizations. Alongside organizational consolidation, the system continues to expand its assembly of science and technology intellectuals across various sectors, fields, and regions; with increased attention to young intellectuals, intellectuals in enterprises, and Vietnamese intellectuals abroad.
Advisory, critique, and social assessment activities remain a prominent strength. During the term, the Vietnam Union and its member organizations actively contributed to draft documents, mechanisms, policies, law projects, programs, schemes, and important projects; providing scientific, objective, and practical arguments to support the decision-making process of competent authorities.
Additionally, the dissemination of scientific and technological knowledge has been regularly and widely implemented, with increasingly diverse content and methods.
Since 2020, the Vietnam Union at both central and local levels has annually implemented hundreds of scientific research topics and tasks at various levels; enhancing collaboration with enterprises and engaging a wide range of experts and scientists. Many topics and projects have high applicability, contributing to the integration of scientific and technological advancements into production and daily life.
The work of honoring intellectuals, encouraging scientific and technological creativity, international cooperation, and the socialization of scientific and technological activities, education and training, public health care, and community development continues to receive attention, contributing to expanding the scope and enhancing the effectiveness of the Vietnam Union's activities.
At the Congress, delegates elected the Executive Committee of the Vietnam Union of Science and Technology Associations for the IX term, 2026-2031, consisting of 143 members. The IX Executive Committee then held its first meeting, electing the Presidium with 24 members, the Inspection Committee with 9 members, and key leadership positions of the Vietnam Union for the IX term as per regulations.
Professor, Academician Chau Van Minh, former member of the Central Committee of the Communist Party for terms XI, XII, XIII, non-specialized Vice President of the Central Committee of the Vietnam Fatherland Front, Secretary of the Party Committee of the Vietnam Union, has been elected as the President of the Vietnam Union of Science and Technology Associations for the IX term, 2026-2031.
In his acceptance speech, Professor, Academician Chau Van Minh, President of the Vietnam Union for the IX term, emphasized that during the 2026-2031 term, the Vietnam Union will focus on five key task groups and solutions such as: Enhancing advisory, consultancy, and critique to concretize the Party's guidelines, State policies, and laws, and the guidance of the Vietnam Fatherland Front; strongly innovating the methods of assembling, uniting, and promoting the intellectual team; creating significant changes in the quality and effectiveness of professional activities; continuing to innovate the content, methods, and governance of the entire system; completing regulations, promoting digital transformation in management, operation, and expert connection; enhancing international cooperation in science and technology, and strengthening the connection of Vietnamese intellectuals globally...
Professor, Academician Chau Van Minh affirmed that the new term needs to foster a spirit of genuine innovation, starting from the organization of work, the assembly of intellectuals, the listening to scientists, and the delivery of valuable scientific opinions to responsible agencies. The greatest value of the Vietnam Union lies in its people, the intellect, and the dedication of its intellectual team. Therefore, the Vietnam Union must continue to serve as a bridge between intellectuals and the Party, State, and society.
| Professor, Academician Chau Van Minh was born in 1961, in Hue City. He was a member of the Central Committee of the Communist Party for terms XI, XII, XIII, and a member of the Government's Party Committee for the first term. He is a leading expert in the field of biochemistry of natural compounds, with nearly 500 scientific works and over 40 patents and useful solutions. From 1985 to 2007, Professor, Academician Chau Van Minh worked at the Institute of Chemistry of Natural Compounds, Vietnam Academy of Science and Technology (now the Vietnam Academy of Science and Technology). In 2007, he was appointed Vice President of the Vietnam Academy of Science and Technology. From 2008 to 2026, he served as the Secretary of the Party Committee and President of the Vietnam Academy of Science and Technology. Since February 2026, according to Decision No. 196 of the Party Committee of the Vietnam Fatherland Front and Central organizations, Professor, Academician Chau Van Minh, Secretary of the Party Committee, President of the Vietnam Academy of Science and Technology, has participated in the Executive Committee, Standing Committee, and served as Secretary of the Party Committee of the Vietnam Union of Science and Technology Associations for the 2025-2030 term. |
