Ambassador Pham Binh Dam presents Credentials to Timor-Leste President José Ramos-Horta
WVR - On September 29, at the Nicolau Lobato Presidential Palace in Dili, Ambassador Pham Binh Dam presented the Credentials from General Secretary and President To Lam to Timor-Leste President José Ramos-Horta, officially becoming the first resident Ambassador Extraordinary and Plenipotentiary of Vietnam to Timor-Leste.

In a private meeting following the credential presentation ceremony, Ambassador Pham Binh Dam conveyed the greetings and best wishes from General Secretary and President To Lam to President José Ramos-Horta. The Ambassador emphasised that the meeting between the two leaders on September 22 in New York, on the sidelines of the 81st United Nations General Assembly High-Level General Debate, contributed to strengthening political trust and creating new momentum for bilateral relations.
President José Ramos-Horta highly appreciated the positive development of Vietnam-Timor-Leste relations in recent times; acknowledged Ambassador Pham Binh Dam's experience and expressed confidence that the Ambassador will contribute significantly to deepening the bilateral relationship.
The President expressed admiration for Vietnam's development achievements, highlighting Vietnam's experience as an important reference and inspiration for Timor-Leste, and affirmed that the people of Timor-Leste always hold Vietnam in high regard.
The President expressed a desire for Vietnam to continue sharing experiences and supporting Timor-Leste in human resource training, including increasing scholarships for Timor-Leste officials and students in public administration, engineering, and agriculture. On this occasion, President José Ramos-Horta extended an invitation to Vietnam's high-level leaders to visit Timor-Leste at a suitable time.
Ambassador Pham Binh Dam expressed his honor in being entrusted with the responsibility of being Vietnam's first resident Ambassador to Timor-Leste; he affirmed his commitment to making every effort during his term, working closely with Timor-Leste's agencies and partners to strengthen friendship and bring the cooperation between the two countries to a deeper, more practical, and effective level, benefiting the people and businesses of both nations. The Ambassador thanked and will convey the President's invitation to Vietnam's high-level leaders.

The Ambassador affirmed that Vietnam is ready to share its development experiences and support Timor-Leste in its deep and effective integration into ASEAN, including preparations for assuming the ASEAN Chairmanship in 2029; he proposed that the two countries continue to enhance consultation, coordination, and mutual support in ASEAN, the United Nations, and other regional and international forums.
Vietnam and Timor-Leste established diplomatic relations on July 28, 2002. The Vietnamese Embassy in Timor-Leste commenced operations in April 2026. In recent times, high-level exchanges between the two countries have been maintained regularly, with the recent official visit to Vietnam by Prime Minister Xanana Gusmao (June 2026) and the meeting between General Secretary and President To Lam and President José Ramos-Horta in New York (September 2026).
The presentation of credentials by the first resident Ambassador ahead of the 25th anniversary of diplomatic relations (2002 - 2027) facilitates the expansion of cooperation between the two countries in areas such as economy, trade, investment, agriculture, food security, human resource development, digital transformation, and people-to-people exchanges.
