According to the Prime Minister, Vietnam and Algeria, though geographically distant, have long-standing ties. The two nations have stood shoulder to shoulder, supporting each other during the years of struggle for independence. Vietnam's “resounding victory at Dien Bien Phu” was a great inspiration for Algeria's fight for independence. The Prime Minister introduced that the delegation included representatives from the family of General Vo Nguyen Giap, who is much loved and respected by the Algerian people.
After more than 60 years of diplomatic relations, the two countries have always supported each other in difficult times, with the traditional friendship between Vietnam and Algeria continuously strengthened and developed across various fields. These are invaluable assets of the bilateral relationship.
Noting that the Vietnamese community lives amid the goodwill Algeria has for Vietnam, which is a source of pride, the Prime Minister urged the community to continue contributing to this goodwill, ensuring that bilateral relations improve year by year, decade by decade.
Prime Minister Pham Minh Chinh informed the community about the domestic situation, especially the achievements since the Renovation, transforming from a war-torn, embargoed nation to the world's 32nd largest economy, with a per capita income reaching a high average of over 5,000 USD. The socio-economic situation in 2025 continues to record positive results, with each year better than the last, and this term better than the previous one in most areas.

Vietnam is also among the countries that have early achieved the United Nations Millennium Development Goals; the material and spiritual life of the people is increasingly improving, with the happiness index rising by 37 places, from 83rd in 2020 to 46th in 2025. In this term alone, Vietnam has allocated about 1.1 million billion VND for social welfare, equivalent to 17% of GDP, with the spirit of leaving no one behind.
Vietnam has escaped poverty through agricultural development, reached a high average income through industry, and aim to become a developed, high-income country through science, technology, innovation, and digital transformation, the Prime Minister summarized.
The head of the Government affirmed that the highest goal of Party and State is to maintain independence, sovereignty, unity, territorial integrity of the Fatherland, and the material and spiritual life of the people becoming increasingly happy and prosperous.
Prime Minister Pham Minh Chinh emphasized that the Party and State always pay deep attention to the overseas Vietnamese community, considering it an inseparable part and an important resource of the great Vietnamese family. Currently, the overseas Vietnamese community is growing stronger, with about 6 million people in over 130 countries and territories, making positive contributions to the relationship between Vietnam and the host countries and to the country's overall development.
Appreciating the community in Algeria for its unity, stable life, and good integration, the Prime Minister stated that the Party and State's policies have been concretized through an increasingly open legal system, creating conditions for nationality, housing, and many other areas to support overseas Vietnamese.
Through this, "overseas Vietnamese, wherever they are, can return to their roots conveniently and have equal access to the country's resources to jointly build the Fatherland," the Prime Minister emphasized.

The Prime Minister hopes the community will continue to unite, support each other, preserve and spread cultural identity and the Vietnamese language; strive to study, work, and improve skills to make practical contributions to the country's development. The head of the Government also expressed hope that the Vietnamese Association in Algeria will soon be established, providing a solid organizational foundation for the community.
The Prime Minister noted that during this visit, the two countries are expected to elevate bilateral relations to a new level, opening opportunities to promote economic and trade cooperation, connect businesses, and enhance people-to-people exchanges, bringing economic cooperation to match the excellent political-diplomatic relations; with agriculture identified as a potential breakthrough area.

The Prime Minister expressed his hope that the community would become more self-reliant in life, increasingly prosperous and happy; while actively contributing to the development of the host country and becoming a bridge of friendship, strengthening the traditional relationship between the two countries. The community is also encouraged by the Prime Minister to always look towards the homeland and, when possible, contribute to the country in appropriate ways.
