In a cordial and friendly atmosphere, reflecting Vietnam's special regard for the unique Vietnam-Laos solidarity, National Assembly Chairman Trần Thanh Mẫn warmly welcomed Minister Thongsavanh Phomvihane and the Lao Foreign Ministry delegation on their official visit and co-chairing the Ministerial Political Consultation.
The National Assembly Chairman highly appreciated the active maintenance and promotion of this mechanism by both sides, enhancing information exchange and increasingly effective cooperation. This contributes to fulfilling the tasks entrusted by the Parties and Governments of both countries in promoting the special Vietnam-Laos relationship. He also expressed confidence that the visit's outcomes will positively contribute to strengthening and enhancing the great friendship, special solidarity, comprehensive cooperation, and strategic connection between Vietnam and Laos.
The National Assembly Chairman emphasized that the visit takes place as both Parties and States are actively implementing the resolutions of each Party's Congress and the socio-economic development plans of each country. It follows the successful state visit to Laos by General Secretary Tô Lâm and his spouse, along with a high-level delegation from the Party and State of Vietnam, attending the 50th National Day of Laos and co-chairing the high-level meeting between the Communist Party of Vietnam and the Lao People's Revolutionary Party.
During the visit, the leaders of the two countries officially elevated their relationship to the level of "Great Friendship, Special Solidarity, Comprehensive Cooperation, and Strategic Connection," laying an important foundation for the continued development of relations between the two Parties and countries in the new phase.

On this occasion, the National Assembly Chairman congratulated Laos on its significant, comprehensive, and historically meaningful achievements over 50 years of nation-building and development, and 40 years of renovation. He also praised Laos for actively implementing the XI Party Congress Resolution and the 9th five-year socio-economic development plan, considering these as crucial foundations for Laos to overcome difficulties and continue on the path of national defense and development.
He expressed confidence that under the leadership of the Lao People's Revolutionary Party and the effective governance of the National Assembly, Laos will continue to achieve even greater new accomplishments, successfully implementing the XI Party Congress Resolution and organizing the XII Party Congress in early January 2026.
Congratulating and highly appreciating the results of the political consultation between the two Foreign Ministers, considering it an important preparation step to further deepen comprehensive cooperation between the two countries in the future, the National Assembly Chairman emphasized that the cooperation between the two Foreign Ministries has a tradition of close, effective collaboration for many years and is increasingly being strengthened, contributing practically to enhancing political trust and strategic coordination between the two Parties and States.
Additionally, the relationship between the National Assemblies of Vietnam and Laos continues to develop, clearly demonstrated by the joint publication of the book 50 Years of Relations between the National Assembly of the Socialist Republic of Vietnam and the National Assembly of the Lao People's Democratic Republic - Comprehensive Cooperation and Development, marking an important milestone that contributes to promoting and educating the tradition of special solidarity for future generations.
The National Assembly Chairman highly appreciated the regular exchange of experiences in legislation and supervision between the Ethnic Council and specialized committees of the two National Assemblies, thereby enhancing the effectiveness of each legislative body's activities;
He also expressed confidence that with thorough preparation of documents and personnel, the two Parties will successfully organize the Congress early next year.

Welcoming and highly appreciating the increasingly close and effective cooperation between the two Foreign Ministries in recent times, the National Assembly Chairman suggested that both sides continue to closely coordinate in effectively implementing the Vietnam-Laos Joint Statement, the cooperation agreement between the two Governments, and cooperation programs between the two sides, contributing significantly to preserving and developing the traditional special friendship between the two Parties, States, and peoples of Vietnam and Laos.
Lao Foreign Minister Thongsavanh Phomvihane thanked National Assembly Chairman Tran Thanh Man for taking the time to meet the delegation; conveyed the greetings of senior Lao leaders to National Assembly Chairman Trần Thanh Mẫn, especially from National Assembly Chairman Saysomphone Phomvihane, and informed the National Assembly Chairman about the results of the 12th Ministerial Political Consultation.
Minister Thongsavanh Phomvihane expressed joy over the significant development achievements that Vietnam, under the leadership of the Communist Party of Vietnam, has achieved in recent times. Vietnam continues to be a bright spot and among the high-growth countries in the region and the world. He is confident that Vietnam will successfully implement the XIII Party Congress Resolution, successfully organize the XIV National Party Congress, and become a developed, high-income country by 2045.
The Minister stated that, along with other diplomatic activities between the two countries, the Lao and Vietnamese Foreign Ministries have regularly maintained visits and interactions and effectively implemented comprehensive consultation and coordination mechanisms.

Within the framework of this year's Political Consultation, both sides conducted extensive exchanges on various areas of cooperation, with particular emphasis on coordinating the implementation of high-level agreements reached after the high-level meeting between the two Parties and the 48th Intergovernmental Committee meeting held in early December. They also discussed future cooperation directions, affirming that the Party, State, Government, and people of Laos always prioritize strengthening and enhancing the great friendship, special solidarity, comprehensive cooperation, and strategic connection with Vietnam. They expressed sincere gratitude to the Party, National Assembly, Government, and people of Vietnam for their valuable cooperation and support in the past struggle for independence and the current nation-building and development efforts. They requested that Vietnam continue to share experiences in constitutional amendment, law and institutional building, macroeconomic stability, and building an independent, self-reliant economy...
National Assembly Chairman Tran Thanh Man affirmed and highly appreciated the comprehensive and increasingly in-depth development of Vietnam-Laos cooperation across all fields.
The political relationship between the two countries continues to be solidified, bonded, and trusted, creating an important foundation to promote cooperation in defense, security, economy, culture, education-training, and exchanges and cooperation between localities of the two countries, becoming more effective and substantive, contributing to deepening the great friendship, special solidarity, comprehensive cooperation, and strategic connection between Vietnam and Laos.

On this occasion, the National Assembly Chairman suggested that the agencies of both countries actively and proactively implement the high-level commitments following the state visit to Laos by General Secretary Tô Lâm, the high-level meeting between the two Parties in Laos, and the results of the 48th intergovernmental Committee meeting between the two countries.
At the same time, they should continue to leverage potential and advantages, vigorously promote key cooperation projects, including the 500kV power transmission line project from Laos to Vietnam, the construction of the Laos-Vietnam Friendship University, as well as enhance coordination to ensure the security and safety of the Mekong River's water resources for the practical benefit of the people of both countries.
Both sides agreed to continue maintaining high-level and various levels of delegation exchanges, enhancing experience sharing in national governance and Party building.
