The conference was organized to implement the 2026 work plan and convey the directives of General Secretary To Lam at the 2025 year-end review meeting of the Academy. It was conducted both in-person and online with six affiliated academies.
Presenting the report at the conference, Associate Professor, Doctor Doan Minh Huan, Central Committee Member, and Permanent Deputy Director of the Academy, emphasized 10 key directive groups. These align closely with the directives of the General Secretary, demonstrating a high political determination to comprehensively innovate the Academy's activities.
In terms of training and education, the Academy focuses on building and updating programs according to the new structure of the two-tier local government model. It aims to innovate training management thinking based on objectives and output standards, completing the review and update of programs and curricula in line with the Party's 14th Congress spirit by the second quarter of 2026.
Regarding scientific research, the Academy aims to develop new and leading research programs, avoiding duplication. It will reorganize the scientific research model to suit new conditions, integrate, and enhance the quality of scientific publications to meet the demands of theoretical development and practical summarization in the new phase. For the activities of the Central Theoretical Council, the focus is on restructuring and reorganizing according to the Politburo's directives for the new term, promoting digital transformation in the Council's activities, and developing medium and long-term scientific plans. Simultaneously, it will harmonize the relationship between the Council and the Academy to maximize the role of each institution.
The political and Party history schools are identified as crucial in improving the quality of grassroots cadre training. The Academy will guide standardization according to new regulations from the Secretariat, standardize political theory programs, and strive for all 34 political schools to meet level 1 standards by 2026. It will closely coordinate with provincial and municipal Party committees in building and developing the political school system.
In his directive speech at the conference, Professor, Doctor Nguyen Xuan Thang emphasized the special significance of this conference, organized right after the 2025 year-end review meeting of the Academy and taking place in the early days of 2026 – the year marking the start of implementing the Party's 14th Congress Resolution and Documents.
Praising the Academy's 2026 task deployment report, Professor, Doctor Nguyen Xuan Thang affirmed that the 10 key tasks identified by the Academy are not new but are consistent throughout the Academy's development process. The core breakthrough lies in new methods, new focuses, and specific new solutions, clearly embodying the spirit of “speak less, act more”, decisively moving towards substance and effectiveness. This indicates that the Academy enters 2026 with proactivity, confidence, and strategic vision.
Reflecting on a year of implementing the Politburo's Decision No. 214-QD/TW on the functions and tasks of the Academy, Professor, Doctor Nguyen Xuan Thang emphasized that the restructuring and merging of units within the Academy system is a correct policy that should continue to be implemented comprehensively and scientifically. This aims to streamline the organizational apparatus, enhance operational efficiency, and create conditions for units to better support training, education, scientific research, and Academy management.

Professor, Doctor Nguyen Xuan Thang emphasized the Academy's training motto: the school as the foundation, students as the center, lecturers as the driving force, steadfast in Marxism-Leninism and Ho Chi Minh's ideology, firmly protecting the Party's ideological foundation. The development of training programs must inherit and innovate, ensuring program stability while continuously evolving and developing. The Academy's training and education must be modern in content, method, and management, enhancing interaction and closely linking with domestic and global realities, as well as with the Party's leadership and the Academy's practical activities.
Additionally, it is necessary to build a special scientific program system, focusing on researching, evaluating, and resolving outstanding tasks and projects, while designing new research programs, especially those that quickly bring the Party's 14th Congress Resolution into practical life.
To implement these major, strategic tasks, Comrade Nguyen Xuan Thang particularly emphasized the need to complete the system of regulations and rules promptly, comprehensively, and strictly. Simultaneously, focus on building a team of cadres, especially young cadres and leading experts, proactively preventing the risk of a “gap” in the future workforce.
Affirming the important role of the cadre team, Professor, Doctor Nguyen Xuan Thang called for the development and completion of a substantive, transparent, and public cadre evaluation system. Create mechanisms to encourage and protect cadres who dare to think, dare to do, dare to innovate, and dare to create for the common good, considering this an important motivation for the Ho Chi Minh National Academy of Politics to maintain its role as the national center for training, educating leadership cadres, and researching political theory in the new development era of the country.
Also at the conference, representatives of the Ho Chi Minh National Academy of Politics awarded the Prime Minister's Certificate of Merit and the Academy-level emulation titles for 2025 to collectives and individuals with outstanding achievements.
