On January 12, a representative of the Traffic Police Department (Ministry of Public Security) stated that to ensure order and traffic safety for the 14th National Congress of the Party, the unit has developed a temporary traffic diversion plan.
Accordingly, in the inner city of Hanoi, vehicles will follow the temporary diversion notice issued by the Hanoi Police Department.
For suburban areas and inter-provincial routes leading to Hanoi, authorities will temporarily ban or restrict vehicles during the time slots from 6 AM to 8 AM, 10:30 AM to 11:30 AM, 1 PM to 2 PM, and 4 PM to 6 PM, applicable from January 19 to 25.
Vehicles temporarily banned include: trucks with a total permissible weight of 10 tons or more and passenger vehicles with 45 seats or more, except for vehicles serving the Congress; vehicles with security badges; vehicles of on-duty forces; fixed-route passenger transport vehicles; environmental sanitation vehicles, and vehicles handling incidents.
Routes temporarily banned or restricted include:
The section from Thường Tín interchange (Hanoi-Ninh Binh expressway); Yên Mỹ interchange (Hanoi-Hai Phong expressway); interchange with National Highway 18 (Hanoi-Thai Nguyen expressway); Bình Xuyên-IC3 interchange (Hanoi-Lao Cai expressway), heading towards downtown Hanoi.
The section from Ngọc Hồi-Giải Phóng intersection and Ninh Hiệp-Ring Road 3 interchange on National Highway 1A; Võ Văn Kiệt-National Highway 2 interchange on National Highway 2; Phù Lỗ overpass interchange on National Highway 3; Nguyễn Văn Linh-Nguyễn Văn Cừ overpass interchange on National Highway 5; Xuân Mai intersection on National Highway 6; Sơn Tây junction on National Highway 32; Hòa Lạc interchange (Hòa Lạc bridge) on Thang Long Boulevard, heading towards downtown Hanoi.
Specifically, the elevated Ring Road 3 (section from Thăng Long bridge to National Highway 5A interchange) will ban trucks with a total permissible weight of 10 tons or more from 6 AM to 9 PM.
The Traffic Police Department requests transport companies, drivers, vehicle owners subject to diversion, and citizens to minimize travel on the aforementioned routes, sections, and during the specified restricted times.
A representative of the Traffic Police Department stated that based on the Congress program and the schedule of the delegations, authorities will adjust the temporary ban and restriction times and traffic organization plans accordingly; simultaneously, they will widely announce on mass media for citizens to proactively plan their travel.
