On the occasion of the 14th National Congress of the Communist Party of Vietnam, Dr. Pham Thi Thanh Loan, General Director of Viet-Viet Guangdong Tourism and Service Trading Co., Ltd., a Vietnamese expatriate in China, shared with The World & Vietnam Report the strengths that the Vietnamese community in China can contribute to the country's development goals, while expressing hope for the success of the upcoming Party Congress.

Recently, the Party and State have made several important decisions to improve the institutional framework and promote national development. From the perspective of an expatriate intellectual, how do you assess the significance of these policies?

From an academic perspective and living experience in a major transitioning economy, I assess that the four important Resolutions issued by the Politburo recently represent a systematic development strategy with a far-reaching vision, reflecting a comprehensive approach to building a solid institutional foundation for the new development phase.

The four resolutions form a coherent framework: Resolution No. 66-NQ/TW on law-making and enforcement, creating a transparent legal framework that builds trust for society and the market.

On that foundation, Resolution No. 68-NQ/TW on private economic development, liberating and promoting the most important endogenous motivation of the economy.

These two pillars are supported and expanded by Resolution No. 59-NQ/TW on international integration, connecting domestic drivers with global flows.

Finally, Resolution No. 57-NQ/TW on science, technology, and digital transformation provides the core tools and capabilities to realize goals, enhancing productivity and competitiveness in the digital era.

In terms of significance, this overall policy not only aims to address internal challenges but also demonstrates Vietnam's proactive adaptation to profound global economic changes and the Fourth Industrial Revolution. From a regional perspective, a stable, developing Vietnam with a complete institutional framework, dynamic economy, and deep integration will be a reliable partner and an important link in the cooperation and connectivity landscape in Southeast Asia.

If implemented consistently and effectively, these policies will help strengthen the national position and open a new sustainable development phase for Vietnam.

In your opinion, how can the Vietnamese community in China contribute to the goals of making Vietnam a prosperous nation by 2045?

The Vietnamese community in China, with its deep understanding of both countries' markets, business cultures, and legal systems, can play a crucial role as a catalyst for economic-commercial cooperation, contributing to realizing Vietnam's development aspirations by 2045. This contribution is reflected in three main roles:

Firstly, as a bridge and catalyst for investment. The community can actively support in connecting, guiding, and building trust for Chinese investors in Vietnam's priority and strategic fields such as supporting industries, high technology, logistics infrastructure, and clean energy. Conversely, they can also advise and support Vietnamese businesses to effectively and sustainably access this vast market.

Secondly, as partners in enhancing trade value. Beyond traditional buying and selling, the community can deeply participate in forming and strengthening regional supply and production chains. With their experience and networks, they can help Vietnamese businesses engage more deeply in high-value-added links, maximizing the benefits of free trade agreements like the Regional Comprehensive Economic Partnership (RCEP).

Thirdly, as a channel for information and policy advice. The intellectual and business community can provide market analysis, trend forecasts, and practical policy critiques, helping both businesses and Vietnamese policymakers make appropriate decisions, optimizing benefits in bilateral and multilateral economic relations.

In summary, as a part of the nation, the Vietnamese community in China can fully leverage its special position to become a channel for resources, knowledge, and strategic connections, directly contributing to a strong economic foundation – a key pillar for Vietnam to become a prosperous nation by 2045.

As an expatriate intellectual, could you share your feelings and expectations towards the 14th National Party Congress?

As an expatriate intellectual, I approach this crucial moment with a deep awareness of the pivotal role of the 14th Party Congress in the country's development process. The overarching feeling is trust, based on the institutional and developmental achievements attained, along with expectations for the strategic vision that will be outlined for the critical transition phase towards the 2045 goal.

From both academic and practical perspectives, I particularly hope the Congress will propose an integrated strategic framework, where the following three pillars are closely linked and mutually supportive:

Firstly, regarding institutional improvement, I expect breakthroughs in building a comprehensive, transparent, and effective legal system, especially for the digital economy and innovation. A strong institution is the foundation for macroeconomic stability, property rights protection, and attracting all development resources.

Secondly, regarding integration strategy, I anticipate a more proactive, creative, and substantive roadmap, not only expanding markets but also enhancing the capacity to participate in global value chains, positioning Vietnam as a reliable partner and a responsible link in the new regional and international economic-trade landscape.

Thirdly, regarding resource mobilization mechanisms, I hope for the formation of comprehensive and specific policies to attract, connect, and maximize the intellectual resources of expatriates. A liberal mechanism is needed to facilitate the transfer and effective application of the community's knowledge, technology, and international management experience, becoming an organic part of national competitiveness.

I trust that with thorough preparation and a spirit of innovation, the 14th Congress will affirm and open a new development phase with far-reaching vision and wise decisions, continuing to strengthen the power of national unity, propelling the country forward more rapidly and steadily on the path of integration and sustainable development, realizing the aspiration for prosperity.
