During the visit, Special Envoy Le Hoai Trung held meetings with First Secretary, President Miguel Diaz-Canel, Prime Minister Manuel Marrero Cruz, and had talks with Politburo Member, Minister of Foreign Affairs Bruno Rodriguez Parrilla.
On the morning of June 22, he announced the results of the 14th National Congress of the Communist Party of Vietnam at a conference organized by the Central Committee of the Communist Party of Cuba, chaired by First Secretary, President Miguel Diaz-Canel, with the participation of numerous Politburo members and Secretariat members.
Special Envoy Le Hoai Trung respectfully conveyed the message from General Secretary, President To Lam to General Raul Castro Ruz and First Secretary, President Diaz-Canel. He extended greetings from the senior leaders of Vietnam to the Cuban leaders, affirming Vietnam's deep concern and consistent stance of strengthening solidarity, supporting the revolutionary cause of the Cuban people, and determinedly accompanying Cuba to promote fraternal cooperation for the development of each country and peace and stability in the world.

Based on the documents of the 14th Congress, strategic resolutions of the Politburo, speeches by the General Secretary, President at the 14th Congress, and the national conference on the implementation of the 14th Congress's resolutions, Special Envoy Le Hoai Trung comprehensively informed about the theoretical and practical issues of the socialist-oriented renovation process over the past 40 years in Vietnam, and the lessons learned. Sharing the outstanding achievements in socio-economic development and the overall implementation of the 13th Congress's resolutions of the Communist Party of Vietnam, he also introduced the major goals, orientations, key tasks, and strategic breakthroughs approved by the 14th National Party Congress to lead the country into a new era – the era of national advancement, striving to achieve strategic goals by 2030 and 2045.

Special Envoy Le Hoai Trung also highly appreciated the comprehensive transformation measures, especially in the economy, recently approved by the extraordinary meeting of the Central Committee of the Communist Party of Cuba and the Cuban National Assembly. Minister Le Hoai Trung affirmed that Vietnam believes in the revolutionary spirit and the wise leadership of the Communist Party of Cuba under the leadership of comrade Raul Castro and First Secretary, President Diaz-Canel. The Cuban Party, State, and people will overcome current difficulties and challenges, continuing to advance the Cuban revolution for the happiness and prosperity of the people.

During the meetings and talks with the delegation from the Party and State of Vietnam, Cuban leaders expressed joy and appreciation for General Secretary, President To Lam's decision to send a Special Envoy to Cuba to announce the results of the 14th Congress. They considered it a demonstration of the special trust and fraternal relationship between the two Parties, two countries, and peoples, marking a significant event in the current international and regional context. Cuban leaders emphasized their continuous interest and commitment to fostering comprehensive cooperation between the two countries, achieving important new results that practically benefit both nations.

First Secretary, President of Cuba Miguel Diaz-Canel and Prime Minister Manuel Marrero Cruz sent cordial greetings to General Secretary, President To Lam, Prime Minister Le Minh Hung, and other senior leaders of Vietnam. They expressed deep and positive impressions of Vietnam's revolutionary tradition, heroism, and socio-economic development achievements. They considered Vietnam's important theoretical and practical lessons over 40 years of renovation to be valuable references for Cuba in implementing comprehensive transformation measures recently. Cuban leaders highly appreciated the encouraging outcomes of cooperation between the two countries in recent times, especially in agriculture and fisheries, under the close guidance of senior leaders of both Parties and countries and the decisive implementation by relevant agencies on both sides.
Both sides also agreed to continue promoting high-level delegation exchanges and cooperation between relevant agencies. In 2026, marking the 100th anniversary of the birth of Leader Fidel Castro, both parties agreed to coordinate in organizing important and meaningful commemorative activities, while continuing to enhance people-to-people exchanges and youth interactions between the two countries. The two Ministers affirmed the need to leverage the role of bilateral cooperation mechanisms and continue to support each other at multilateral forums such as the United Nations and the Non-Aligned Movement.

During the mission, Special Envoy Le Hoai Trung also laid a wreath at the Monument of Cuban National Hero José Martí and the Statue of President Ho Chi Minh in Havana. He visited and spoke with the Vietnamese community and the Vietnamese Embassy in Cuba, and toured Vietnamese enterprises' agricultural, rice, and essential goods production projects in Cuba.
The visit was a great success, leaving a profound mark on the solidarity and loyalty between the two Parties and countries, and a shared determination to promote the special cooperative relationship between the two nations in the future.
