Dear delegates, distinguished guests, and congress attendees!
Today, amid the nationwide enthusiasm towards the 14th National Congress of the Party, I am delighted to join the leaders, former leaders of the Party, State, and Vietnam Fatherland Front at the First Congress of the Government Party Committee for the 2025-2030 term.
The Congress holds even greater significance as we recently commemorated the 80th anniversary of the establishment of the Government of the Socialist Republic of Vietnam.
On behalf of the Party and State leadership, I extend my warmest regards and best wishes to the leaders, former leaders, esteemed delegates, and 453 official delegates representing the intelligence, unified will, and development aspirations of all party members within the Government Party Organisation.
Dear comrades!
The Government Party Organisation is a major, important entity under the Central Committee, serving as the direct leadership and guidance center for the Government, the Prime Minister, and affiliated party organizations in managing national administration, socio-economic development, ensuring national defense, security, and expanding foreign relations and integration.
The Standing Committee of the Government Party Organisation has meticulously directed the preparation process for the Congress, ensuring quality and progress in accordance with Directive 45 of the Politburo.
The Politburo has also provided guidance and strategic suggestions related to the Documents and personnel work of the first Congress of the Government Party Organisation.
The draft documents have closely adhered to the major viewpoints and orientations outlined in the draft Documents of the 14th National Party Congress, resolutions, conclusions, and directives of the Party Central Committee, Politburo, and Secretariat, while aligning with the current practical situation of the Government Party Organisation.

Reflecting on the 2020-2025 term, we faced numerous unprecedented, unexpected, and challenging situations (COVID-19 pandemic, natural disasters, armed conflicts, strategic competition among major countries, changes in trade policies of some major partners...).
However, under the leadership of the Party, with the support of the entire political system, the Government Party Organisation has demonstrated resilience, unity, creativity, and decisiveness in leadership and management, breaking through in action, focusing on practical implementation, and achieving significant, comprehensive results with many outstanding highlights:
Firstly, Party building work was comprehensively and synchronously implemented, focusing on enhancing leadership capacity and the quality of party members.
Secondly, successfully controlling the COVID-19 pandemic, protecting public health, swiftly transitioning states, minimizing supply chain disruptions, effectively implementing the Economic-Social Recovery and Development Program with a scale of hundreds of trillions of dong, supporting over 68 million workers and more than 1.4 million businesses to overcome difficulties, laying the foundation for recovery and growth.
Thirdly, for the entire 2021-2025 period, it is estimated that 22 out of 26 key socio-economic targets will be achieved and exceeded, with the remaining targets nearly met. Macroeconomic stability, an average GDP growth of about 6.3% per year, ranks among the highest in the region.
The GDP scale increased from 346 billion USD in 2020 to about 510 billion USD in 2025, placing Vietnam 32nd globally, 4th in ASEAN; per capita GDP reached about 5,000 USD, 1.4 times higher than in 2021; inflation controlled at 4% per year, ensuring major economic balances.
Fourthly, strategic breakthroughs, especially in institutions and infrastructure, were decisively and synchronously implemented to address difficulties and obstacles for people and businesses, creating more openness in administrative procedures and socio-economic development.
By the end of 2025, the country will complete over 3,200km of expressways and more than 1,700km of coastal roads, far exceeding the targets set by the 13th National Party Congress; basically completing the first phase of Long Thanh International Airport, creating a new face for national infrastructure.
Accelerating the resolution of long-standing issues, strengthening public and business community confidence (resolving 5 weak banks, 12 loss-making, delayed projects), while reviewing and addressing obstacles for nearly 3,000 projects with a total capital of nearly 6 trillion dong.
The administrative apparatus has been streamlined, and the two-tier local government model is initially operating more effectively.
Fifthly, national defense and security capabilities have been strengthened; external relations and international integration have deepened, maintaining a peaceful and stable environment. Culture, society, and the environment have seen clear improvements, and the material and spiritual life of the people is increasingly enhanced.
The multidimensional poverty rate decreased sharply from 4.1% to 1.3%, achieving the goal of eliminating temporary and dilapidated houses 5 years and 4 months ahead of schedule.
On behalf of the Politburo and the Secretariat, I warmly commend and acknowledge the significant achievements of the Government Party Organisation during the 2020-2025 term. This is a foundation and new motivation for the Party Committee to enter the next term.
Alongside the very positive results, I highly appreciate the spirit of openness, frankness in "looking straight at the truth, assessing the truth, speaking the truth" regarding the existing shortcomings and limitations as mentioned in the Government Party Organisation's report.
Macroeconomic risks remain, economic restructuring and growth quality improvement are slow; infrastructure is not yet synchronized, especially in transportation, urban areas, healthcare, education, and digital infrastructure. Institutions and laws still face many obstacles; decentralization, delegation, and administrative procedure reform are not yet strong; the effectiveness of state management in some areas is still limited.
The quality of human resources, especially in high-tech sectors, does not meet the requirements; productivity and competitiveness of the economy have not yet broken through; a portion of the population still faces difficulties; many pressing social issues such as flooding, congestion, traffic safety, environment... have not been fundamentally resolved.
Leadership and direction in some levels and sectors are sometimes not decisive, not thorough; the spirit of innovation, daring to think, daring to do, daring to take responsibility is not uniform.
The preparation of some major projects and programs is still slow; administrative discipline and order are not strict, there is still avoidance, shifting of responsibility, fear of mistakes, fear of responsibility.
A portion of cadres and party members, including party committee members, have limitations in quality and capacity, even violating discipline and laws. Inspection, supervision, and anti-corruption work in some places are still formal, lacking synchronization.
The main reason is that some party committees and organizations are not truly proactive, creative, lacking decisiveness in leadership and direction; a portion of cadres and party members have limited capacity, responsibility, and exemplary awareness; coordination in some places is not tight, inspection and supervision work is not regular, timely.
These limitations are profound lessons for us to enter the new term with higher determination, stronger actions, overcoming weaknesses, maximizing potential and advantages, making the Government Party Organisation truly strong, meeting the increasingly high demands in the new development phase of the country.
The Congress needs to discuss frankly, analyze the causes, especially subjective causes, to have fundamental, strategic solutions to overcome and enhance the effectiveness of the Government Party Organisation and Government's activities in the upcoming term, especially in leadership, organizing the operation of the government apparatus - considering this an important, urgent task to be completed as soon as possible so that we have "straight lines, clear paths" now we must "step steadily, step firmly" into the new era.

Dear comrades!
The global situation continues to evolve rapidly, complexly, with many epochal changes; opportunities and challenges are intertwined, but challenges are more prevalent.
Our country is in a historic transitional phase with the operation of the two-tier local government model; development space is being re-planned; many strategic orientations, breakthrough solutions are being implemented.
This is the time for us to seize opportunities, leapfrog with Vietnamese intelligence combined with the advanced knowledge of humanity, quickly establish a "strategic autonomy" state, striving to achieve and maintain high, sustainable development speed, successfully realizing the two 100-year strategic goals.
The responsibility placed on the Government Party Committee is extremely heavy, as the key, pioneering force in implementation, in the spirit of:
Firstly, all for the benefit of the country and the People; Secondly, closely following the Party's leadership, fully and timely listening to the legitimate will and aspirations of the People; Thirdly, promoting the central role of social solidarity, awakening and mobilizing maximum resources both domestically and internationally for development.
The political report, Action Program has set out directions, goals, targets, tasks, solutions, strategic breakthroughs, and specific tasks, demonstrating a high level of combativeness and action.
I highly appreciate and basically agree, emphasizing and noting 3 requirements and 5 key work orientations as follows:
Regarding the three requirements
First, unify awareness, clearly define the goal of leading the country steadily into an era of prosperity, wealth, civilization, and happiness.
Second, greater effort, stronger aspirations; enhancing forecasting, leadership, and direction capacity; innovative management in state governance. Breaking away from old paths, outdated thinking, proposing practical orientations, tasks, and solutions. All for the economic, cultural, social development of the country with the ultimate goal of improving the material, spiritual life, and happiness of the people.
Third, building a team of cadres and civil servants "with talent, vision, and heart"; possessing strong political will, pure ethics, a high sense of responsibility, a courage to think creatively, take decisive actions, and confront difficulties and challenges.
This requires shifting from an “administrative mindset” to a “service-oriented mindset,” moving from “doing just enough” to “doing it thoroughly”. There must also be policies and mechanisms that motivate and protect officials who are willing to innovate for the common good, not allowing state agencies, the Government to become safe havens for those are afraid of confrontation.

Regarding the five key work orientations
First: The Government Party Organisation holds a special position in the political system, gathering a team of strategic-level leaders and managers, directly concretizing, institutionalizing, and implementing the Party's guidelines and policies through the laws, mechanisms, and policies of the State. Therefore, the Government Party Organisation must be an exemplary model of political courage, intelligence, innovation, and public ethics; a centre of solidarity, unifying will and action throughout the entire state administrative apparatus.
Continue to build the Party Committee and its subordinate party committees to be truly clean and strong; resolutely fight against corruption, waste, negativity with the motto "no dark areas, gray areas", "no forbidden zones, no exceptions"; build a team of cadres and party members, especially leaders, with sufficient capacity, equal to the tasks; build a Government "that creates development, integrity, decisive action, serves the People".
At the same time, continue to perfect the internal organizational model of agencies; review and supplement working processes and regulations; clearly define functions, tasks, and working relationships to ensure smooth, effective operations, overcoming delays and obstacles in decentralization and delegation.
The effectiveness of the Government's activities is the measure of the capacity and combativeness of the Government Party Organisation.
Second: Focus on economic development, maintaining macroeconomic stability, controlling inflation, ensuring major balances. The goal for the 2026-2030 period: striving for double-digit growth.
Flexibly and effectively manage monetary and fiscal policies; remove bottlenecks and difficulties for production and business; unblock traditional growth drivers and create breakthroughs in new drivers (digital economy, green economy, circular economy), focus on effectively handling outstanding projects, weak banks, ensuring the health and sustainability of the economic-financial system.
Establish a new growth model, ensuring rapid but sustainable development, using science, technology, innovation, and digital transformation as the main drivers; gradually achieving technological autonomy, especially in strategic technologies (this content was recently resolved by the 13th Party Central Committee's 13th Plenum).
Strongly develop the domestic market; expand and diversify international markets associated with improving product quality, participating more deeply and widely in regional and global supply chains; direct localities to focus on resolving flooding, environmental pollution issues affecting people's lives, socio-economic development, and having proactive, methodical plans to deal with storms and natural disasters.
Third: Focus on implementing three strategic breakthroughs (institutions, infrastructure, human resources). Institutions must become a competitive advantage, liberating all productive forces, unblocking all development resources; cutting and simplifying administrative procedures, promoting innovative startups; improving the investment and business environment.
Invest in completing strategic infrastructure (transportation, seaports, high-speed rail, urban rail); research and implement programs to effectively exploit space, marine space, and underground space to open up new economic development opportunities.
Develop energy infrastructure to meet economic growth requirements, ensuring energy security. Invest in building some key national cultural, sports, education, and healthcare projects with regional and international stature. Consistently and decisively implement the viewpoint of considering education and training as "the top national policy"; build a modern national education system on par with the region and the world, creating clear improvements in quality at all educational levels.
Focus on developing, valuing talent, training high-quality human resources to meet the requirements of scientific, technological development, innovation, and national digital transformation.
Promote the application of science, technology, innovation, and digital transformation in all socio-economic fields, as well as in the activities of agencies within the political system and the business community.
Fourth: Develop culture harmoniously with the economy, society; care for people's lives, ensuring no one is left behind; build a civilized, united, progressive society.
Implement social progress and justice; improve healthcare quality, social welfare; focus on ethnic, religious, gender equality work, comprehensive human development.
Manage and use resources effectively, protect the environment, proactively adapt, respond to climate change.
Fifth: Ensure national defense, security, enhance foreign relations, international integration. Strengthen national defense and security capabilities; firmly protect independence, sovereignty, territorial integrity; ensure political security, social order, and safety.
Implement comprehensive, effective foreign relations and international integration activities, consolidate and enhance Vietnam's international reputation and position. Maintain a peaceful, stable environment for national development.
Dear all comrades!
I believe that with strong political bravery, solidarity, high determination, with intelligence and aspiration to rise, the Government Party Organisation will promote its glorious tradition, excellently complete all assigned tasks, contributing to the entire Party, people, and army to successfully implement the Resolution of the 14th National Party Congress, leading our country into a new era of development: peace, independence, democracy, wealth, prosperity, civilization, happiness, steadily advancing towards socialism.
