WVR - On the afternoon of October 12, many current issues were scrutinised at a plenary discussion held as part of the first Party Congress of the Government, the 2025–2030 tenure.

The plenum, chaired by Politburo member, Secretary of the Government’s Party Committee and Prime Minister Pham Minh Chinh, followed group debates that looked into the documents of the congress and the drafts to be submitted to the 14th National Party Congress.

Discussing the socio-economic development results during 2020–2025, delegates shared the view that amid numerous difficulties, challenges, and unprecedented issues, thanks to efforts by the entire political system and the people under the Party’s leadership, the Government’s Party Organisation has led and directed the implementation of various measures.

As a result, the country is expected to reach and exceed 22 of the 26 main socio-economic targets for the period, including all the social targets, with all the 15 annual socio-economic targets surpassed in 2024 and 2025.

Speaking at the group discussion, Prime Minister Chinh said the draft documents to be submitted to the 14th National Party Congress feature many new points – more conciseness, more substantiveness, and more focus on efficiency and feasibility.

Discussing innovation, recalling the slogan "Innovate or die" from the Party's 6th Congress, the Prime Minister stressed the need to continue innovating to "Advance far into the open seas, delve deep into the earth, soar high into the universe", particularly with stronger breakthroughs in science and technology, innovation, and digital transformation. Thus, we must overcome ourselves, surpass our own limits, to innovate and develop.

Highlighting President Ho Chi Minh's scientific and effective mobilization of resources from the people during the "Thousand-pound weight hanging by a thread" period when the country was newly established, the head of the Government affirmed the need to continue removing institutional obstacles to unlock and mobilize resources, turning institutional bottlenecks into national competitive advantages.

Prime Minister Chinh stated that during the 2020-2025 term, total increased revenue and cost savings of the state budget amounted to approximately 1.57 trillion VND; total social welfare expenditure was about 1.1 trillion VND; public debt reduced from 44.3% of GDP in 2020 to about 35% in 2025; total social investment capital reached 17.3 trillion VND, equivalent to 33.2% of GDP, with total public investment for the 5-year period at 3.4 trillion VND, a 55% increase compared to the 2016-2020 term...

Noting that social resources remain abundant, the key is to mobilize total social investment more strongly through synchronized, effective measures, the Prime Minister suggested boldly involving private enterprises in investing and constructing major infrastructure projects, such as international-scale sports facilities capable of hosting the Olympics or international airports...

During the plenary session, the Congress heard seven presentations. Among them, the Central Party Committee Member and Minister of Justice presented on "Strengthening the Party's leadership in law-making", with five requirements, five perspectives, five limitations, and five solutions.

Member of the Paryt Central Committee and Minister of Home Affairs Pham Thi Thanh Tra discussed "Promoting the role of officials, civil servants, and workers in the era of prosperous, civilized, and happy national development".

The Central Party Committee Member and Minister of Ethnic and Religious Affairs presented on: "Protecting the Party's ideological foundation amidst multi-dimensional information impacts on ethnic and religious fields".

Member of the Party Central Committee and Minister of Health Dao Hong Lan discussed "Breakthroughs in institutional and legal development, contributing to enhancing public health care".

Member of the Party Central Committee, Government Inspector General, and Chief of the Government Party Committee's Inspection Committee Doan Hong Phong presented on: "Inspection, supervision, and disciplinary enforcement of the Party; resolving complaints and denunciations of the Government Party Committee".

Central Party Committee Member and President of the Vietnam Academy of Science and Technology Chau Van Minh discussed: "The leadership role of the Party Committee of the Vietnam Academy of Science and Technology in developing scientific and technological human resources, especially young scientific staff".

Party Committee Member of the Government, Chairman of the Members' Council of Vietnam Railways Corporation Dang Sy Manh presented on: "Building a clean, strong Party Committee; solidarity, discipline, self-reliance; effective cooperation; streamlined, breakthrough; creating modern, sustainable development - practical experiences from the Party Committee of Vietnam Railways Corporation".

Concluding the first working day of the Congress, Politburo Member, Party Secretary of the Government, and Prime Minister Pham Minh Chinh praised the spirit, responsibility, and seriousness of the delegates, contributing to the Congress proceeding according to the set program, content, and objectives.

Notably, delegates engaged in lively discussions, contributing ideas to the Congress documents and the Draft Documents for the 14th National Party Congress, as well as presenting on very current issues of the Party Committee and the nation.

The Party Secretary and Prime Minister urged delegates to continue promoting the spirit, responsibility, and results of the first working day, with enthusiasm and excitement for the second day – the official session of the Congress, to achieve the highest results; while fully embracing the spirit of the Congress to implement and organize at Party Committees, creating momentum and enthusiasm for the nation to achieve the highest set goals.
