Also in attendance were the Chairman of the Bulgarian Socialist Party, Deputy Prime Minister of Bulgaria Atanas Zafirov, the Bulgaria-Vietnam Friendship Association, Bulgarian friends, ambassadors, embassy staff, and representatives of the Vietnamese community in the Balkan region, including Bulgaria, Romania, Serbia, Slovenia, Croatia, Montenegro, and the Czech Republic.

Speaking at the ceremony, Vietnamese Ambassador to Bulgaria Nguyen Thi Minh Nguyet expressed her honour to welcome the General Secretary and his spouse, along with the high-ranking Vietnamese delegation, to visit and inaugurate the statue of President Ho Chi Minh on the occasion of the 75th anniversary of the establishment of diplomatic relations between Vietnam and Bulgaria (1950–2025).
At the ceremony, General Secretary To Lam thanked the State and people of Bulgaria for their longstanding goodwill towards Vietnam over the past 75 years. He emphasized that this official visit to the Republic of Bulgaria is of great significance, coinciding with the special occasion of the 75th anniversary of diplomatic relations between the two countries. Both nations have agreed to elevate their relationship to a strategic partnership. This upgrade is crucial, guiding cooperation and mutual development for the benefit of the peoples of Vietnam and Bulgaria, contributing to global peace and development.

The General Secretary outlined the new framework of the Vietnam-Bulgaria Strategic Partnership, focusing on six main pillars: strengthening political relations between Vietnam and Bulgaria as the core of their strong bilateral ties, enhancing brotherly relations, increasing high-level delegation visits, and boosting cooperation in various fields. Economic and social development is a key focus, with Vietnam and Bulgaria having significant potential for collaboration, especially within the framework of trade agreements between Vietnam and Europe. During this visit, over a dozen cooperation documents and agreements were signed.

Cultural and social cooperation, education and training, people-to-people exchanges, and especially science and technology — Bulgaria's strengths — are being increasingly enhanced and developed. Many Bulgarian universities continue to offer scholarships and educational exchange programs for Vietnamese students and researchers.
In the future, the Vietnamese community in Bulgaria is expected to continue making positive contributions to Bulgaria and serve as a bridge of friendship between the two countries. Vietnam has unilaterally waived visas for Bulgaria to facilitate the travel of experts, scientists, entrepreneurs, and tourists to Vietnam. The country is also expanding trade cooperation via sea, rail, and air routes. Defense and security cooperation, a crucial pillar reflecting high political trust between the two nations, is being strengthened. Labor cooperation is expanding, opening the market for Vietnamese workers to work in Bulgaria. On international forums, both countries are collaborating on issues of mutual interest, contributing to stability, peace, and cooperation in ASEAN, the EU, and globally.

Sharing with Bulgarian friends and overseas Vietnamese about the situation in Vietnam, the General Secretary emphasized that many new policies have been implemented for overseas Vietnamese, such as those regarding nationality, identification, housing, and travel. He expressed his hope that in the country's shared excitement, overseas Vietnamese will unite, support each other, and always look towards their homeland.
The General Secretary advised that the embassy should not only serve as Vietnam's representative abroad but also as a common home for the overseas Vietnamese community, a reliable address, and a support point for compatriots, where they can place their trust, affection, and dedication to their homeland.

On this occasion, General Secretary To Lam presented the Vietnamese Embassy in Bulgaria with a bronze drum painting and gifted the overseas Vietnamese community with hometown gifts, along with Vietnamese books for children and Vietnamese language classes. He hopes that these books on the Vietnamese language, culture, and the nation's heroic history and thousand-year traditions will continue to connect generations of overseas Vietnamese with their roots and homeland, serving as a source of inspiration, fostering national pride and love for their homeland among overseas Vietnamese generations.
