During the meeting, General Secretary To Lam highly appreciated General Secretary and President of Laos Thongloun Sisoulith for personally attending the Signing Ceremony of the United Nations Convention against Cybercrime, expressing confidence that his participation will significantly contribute to the overall success of the event.
General Secretary To Lam congratulated and praised the significant achievements of the Lao Party, State, and people in recent times, particularly in party building, political system development, constitutional amendments, and administrative reforms. These efforts have created new momentum for setting policies and development directions for the new phase, ensuring independence, political stability, and socio-economic development. He affirmed Vietnam's strong and comprehensive support for Laos' renewal process and expressed readiness to share experiences and prioritize support for Laos in organizing major national events successfully.
For his part, the General Secretary and President of Laos expressed his pleasure in attending as an honoured guest and witnessing the Signing Ceremony of the United Nations Convention against Cybercrime. He congratulated Vietnam for its proactive and active participation in the negotiations from the beginning and for hosting the signing ceremony, which clearly demonstrates the Party and State's commitment to combating cybercrime. The Convention will serve as an important legal foundation to ensure cybersecurity and facilitate sustainable development for Vietnam, Laos, and their partners.
The General Secretary and President of Laos Thongloun Sisoulith expressed his admiration for Vietnam's continuous development over 40 years of renewal. Vietnam has maintained political stability, sustainable economic growth, improved living standards, strengthened national defense and security, and increasingly affirmed its international standing. Notably, by 2025, Vietnam is expected to join the group of upper-middle-income countries, with an average income of 5,000 USD per person per year. These significant achievements highlight the sound development path of the Vietnamese Party and State.

In addition to enhancing political, defense, and security cooperation, both sides agreed to vigorously promote breakthroughs in economic cooperation to match the excellent political relations. They agreed to boost bilateral trade growth, expand infrastructure connectivity, and effectively implement strategic cooperation projects, thereby creating new momentum for a long-term, effective, and sustainable cooperation phase for the mutual benefit of both countries.

They aim to successfully achieve the goals of each Party and country, particularly in organizing the National Congress and parliamentary elections for the new term.
