President Rumen Radev and his spouse Desislava Radeva welcomed General Secretary To Lam and his spouse Ngo Phưong Ly.

The Honour Guard Captain welcomed the General Secretary and his spouse to Bulgaria. The military band began playing the national anthems of both countries.
As the national anthems concluded, the two leaders bowed to the national flags of both countries. Following this, the General Secretary greeted the honor guard, who then wished the General Secretary and his spouse good health.

General Secretary To Lam and President Rumen Radev inspected the honor guard and then introduced officials to each other. Subsequently, General Secretary To Lam and President Rumen Radev, along with their spouses, returned to the position of honor as the honor guard marched past.
At the conclusion of the ceremony, General Secretary To Lam and his spouse, along with President Rumen Radev and his spouse, proceeded to the Monument of the Unknown Soldier. General Secretary To Lam laid a wreath in remembrance.

The two leaders and their spouses will have a private meeting at the Presidential Palace. General Secretary To Lam and President Rumen Radev will hold a private discussion, an official meeting, witness the signing of cooperation documents, and meet with the press.
Vietnam and Bulgaria established diplomatic relations on February 8, 1950, during a challenging period for Vietnam in its struggle for national independence.

Bulgaria was among the first countries to recognize and establish diplomatic relations with Vietnam, demonstrating pure international solidarity and valuable support from the Bulgarian people for Vietnam's national liberation cause.
This marks the first visit by the head of the Communist Party of Vietnam to Bulgaria in 50 years, signifying a new development in the traditional friendship between Vietnam and Bulgaria.

The visit takes place as the two countries celebrate 75 years of diplomatic relations (1950-2025) – a steadfast, trustworthy relationship that has been tested and nurtured over decades, from the struggle for national independence to the building and development of the country.
This is also the fourth high-level delegation exchange in the past three years, reflecting the excellent political relations and strategic trust between the leaders of both sides.
The official visit of General Secretary To Lam to Bulgaria is a strategic move, demonstrating the strong political determination of both countries to elevate Vietnam-Bulgaria relations to new heights, for peace, prosperity, and sustainable development of each nation and the common prosperity of both peoples.
