On October 13, in Hanoi, Senior Lieutenant General Pham The Tung, Member of the Party Central Committee and Deputy Minister of Public Security, held a working session with the delegation from the Motion Picture Association of America, led by Ms. Urmila Venugopalan, President and CEO for the Asia-Pacific region.

Welcoming the delegation from the Motion Picture Association of America to visit and work in Vietnam, Deputy Minister Pham The Tung highly appreciated the positive developments in Vietnam-U.S. relations and the cooperative activities between the two countries in various fields, including culture, arts, technology, and crime prevention. The Ministry of Public Security of Vietnam always welcomes U.S. partners to enhance cooperation, contributing to deepening the Comprehensive Strategic Partnership between the two countries.

Regarding the field of cinema, Deputy Minister Pham The Tung noted that Vietnam-U.S. cooperation has made significant progress, not only in cultural exchanges and showcasing works but also expanding to film production activities, human resource training, and technology application.

Numerous film exchange and cooperation programs have been organized, creating opportunities for filmmakers and businesses from both countries to strengthen connections. Notably, at the 4th Da Nang Asian Film Festival in 2026, U.S. cinema was chosen as the focus, opening up further cooperation opportunities in this field.

Vietnamese cinematic products are increasingly attracting attention from U.S. partners and have the opportunity to reach international audiences through major online platforms. Among them, the film “Tu chien tren khong” produced by the CAND Communication Department was released in the U.S. market and was selected by the New York Times as one of the top 5 must-watch action films on online platforms in February 2026.

Deputy Minister Pham The Tung emphasized that alongside cooperation opportunities, the issue of protecting intellectual property rights, especially copyright in cyberspace, poses many new challenges. Copyright infringement is no longer merely about unauthorized copying and uploading but has evolved into large-scale illegal business ecosystems. The rapid development of artificial intelligence (AI) has also introduced new methods and tactics of infringement, requiring closer coordination between law enforcement agencies and businesses.

Recently, the Ministry of Public Security of Vietnam and U.S. partners have implemented many practical cooperation activities to combat intellectual property infringement. Notable efforts include coordinating investigations, handling, and prosecuting individuals involved in numerous illegal movie websites, and verifying cases of suspected intellectual property infringement on e-commerce platforms.

The Ministry of Public Security of Vietnam is also collaborating with the U.S. Department of Homeland Security to organize training programs to enhance the capacity to combat copyright infringement in cyberspace, counterfeit goods, and intellectual property violations for economic police forces and investigators.

Based on the achieved results, Deputy Minister Pham The Tung hopes that the Motion Picture Association of America will continue to play a bridging role, providing an objective voice, recognizing Vietnam's efforts and achievements in protecting and enforcing intellectual property rights in the digital environment. He also seeks support for the substantive and comprehensive development of Vietnam-U.S. relations and the promotion of a reciprocal, fair, and balanced trade agreement between the two countries.

In terms of crime prevention, the Deputy Minister proposed enhancing information exchange, coordination in law enforcement, investigation, and handling of copyright and intellectual property infringement. This includes organizing specialized training programs to help Vietnamese law enforcement improve their ability to identify digital copyright infringement methods and tactics, sharing information on cases, suspects, monitoring results, and documents for verification and handling according to legal regulations.

Alongside copyright protection cooperation, Deputy Minister Pham The Tung expressed a desire for the Motion Picture Association of America to support the development of the CAND film industry, particularly in applying creative technology and AI in film production, and advising on building training programs to improve the quality of human resources.

The Deputy Minister also proposed that the Motion Picture Association of America leverage its role in connecting and supporting CAND Cinema to access businesses, film studios, and international distribution platforms such as Netflix and Amazon Prime. They should explore implementing cooperative projects for film production and distribution, creating conditions for the CAND filmmaking team to gradually access modern film production technology and methods that meet international standards.
