Deputy Prime Minister Aleksandr Novak affirmed that Russia always values promoting the Comprehensive Strategic Partnership with Vietnam and highly appreciates the positive developments in recent bilateral economic and trade cooperation, especially the specific achievements in energy and oil and gas cooperation.

The Russian Deputy Prime Minister emphasized that the Russian Government is keen on and closely directs Russian ministries, sectors, and localities to promptly and effectively implement agreements reached during high-level visits between the two countries, focusing on resolving outstanding issues to enhance bilateral cooperation efficiency.

Both sides agreed to enhance exchanges and expedite preparations to effectively implement the Protocols and Agreements on expanding cooperation in oil and gas exploration and exploitation.

Deputy Prime Minister Bui Thanh Son thanked Deputy Prime Minister Aleksandr Novak and the Forum's Organizing Committee for the warm and thoughtful reception given to the Vietnamese delegation. He affirmed the commitment to work with the Russian Government to effectively implement cooperation agreements and continuously promote the Vietnam-Russia Comprehensive Strategic Partnership. He acknowledged the joint efforts of the ministries and sectors of both countries to continuously expand and strengthen bilateral cooperation, especially in ensuring energy security with many specific projects being actively promoted by both sides.

Both sides agreed that in recent times, the governments and relevant agencies of both countries have vigorously implemented high-level agreements reached during General Secretary To Lam's visit to Russia. Many dossiers and projects have been implemented, with some outstanding issues being actively addressed, contributing to advancing bilateral cooperation into a new, more effective, substantive, and trustworthy phase.

In discussions on energy, both sides agreed to enhance exchanges and expedite preparations to effectively implement the Protocols and Agreements on expanding cooperation in oil and gas exploration and exploitation signed in May 2025 and recently effective in October 2025. They also explored expanding cooperation into other areas such as wind power, green energy, renewable energy, and providing services, building infrastructure, and logistics in energy and oil and gas.

During his visit to Russia and participation in the Russian Energy Week Forum on October 15 and 16, Deputy Prime Minister Bui Thanh Son met with leaders of prominent Russian energy and oil and gas companies such as Zarubezhneft, Novatek, and Rosatom.

The Deputy Prime Minister highly appreciated the efforts of these corporations in seeking opportunities and promoting specific cooperation projects with Vietnam. He affirmed that the Vietnamese Government supports and encourages businesses from both countries to proactively engage in direct exchanges, sign, and implement cooperation contracts and projects in compliance with the laws of both countries and international law, ensuring mutual benefits and creating new symbols for the Vietnam-Russia Comprehensive Strategic Partnership for decades to come.

Leaders of the Russian corporations expressed gratitude for the attention and close guidance of the government in implementing high-level agreements. They affirmed that they view Vietnam as a highly potential market and are eager for more opportunities to expand investment cooperation in Vietnam.

Russian enterprises committed to working with Vietnamese partners to effectively implement agreements and commitments between the high-level leaders of the two countries, particularly in the fields of oil and gas, nuclear power, and the peaceful use of nuclear energy, ensuring energy security and serving Vietnam's development goals within the warm and trustworthy framework of relations between the two countries.
