During the Dialogue Session, both sides conducted a comprehensive review of the cooperation results since the previous Strategic Dialogue; they assessed that the bilateral relations continue to develop dynamically and substantively, marked by significant milestones such as vibrant activities celebrating the 50th anniversary of diplomatic relations (1975-2025), the state visit to Vietnam by German President Frank-Walter Steinmeier (1/2024), and the establishment of the Vietnam - Germany Energy Partnership.

Deputy Minister Le Thi Thu Hang emphasized that the potential for cooperation between Vietnam and Germany remains vast. Therefore, both sides should continue to effectively exploit this potential, aligning with Vietnam's development needs and Germany's strengths, particularly in the fields of science and technology, innovation, transportation infrastructure, digital economy, labor cooperation, and dual vocational training.

The Deputy Minister suggested that both sides enhance exchanges and information sharing at all levels, especially at the high level, through Party, State, Government, National Assembly channels, and people-to-people exchanges, thereby strengthening mutual understanding and trust. Additionally, they should collaborate to develop a new Action Plan to implement the Vietnam - Germany Strategic Partnership for the 2027-2029 period.

Expressing gratitude for the German Parliament's ratification of the Vietnam - EU Investment Protection Agreement (EVIPA), Deputy Minister Le Thi Thu Hang urged Germany to continue encouraging the remaining EU member states to complete the ratification process soon, thereby creating additional momentum to boost trade and investment relations between Vietnam and the EU in general, and with Germany in particular.

Moreover, the Deputy Minister called on Germany to continue supporting Vietnam's efforts in developing sustainable fisheries, combating illegal, unreported, and unregulated (IUU) fishing, aiming to soon lift the European Commission's IUU Yellow Card. She also expressed a desire for both sides to enhance technical cooperation in marine research, marine environmental management, marine ecosystem protection, and human resource training.

Assessing the establishment of the Vietnam - Germany Energy Partnership as an important development step, meeting current practical requirements, the Deputy Minister proposed that both sides effectively implement the 2025-2026 Action Plan within the framework of this Partnership, including JETP-related content. Additionally, they should strengthen cooperation on ODA, concessional loans, and green finance for key projects.

For his part, German State Secretary Dr. Geza Andreas von Geyr affirmed that Germany regards Vietnam as one of its key partners in the Indo-Pacific region, as well as a dynamic and promising partner.

Expressing satisfaction with the investment and business activities of German enterprises in Vietnam, the State Secretary also noted that German businesses highly appreciate the investment environment in Vietnam, with many wishing to expand their investments, especially in renewable energy, climate change response, green finance, and technology. He also proposed that both sides enhance cooperation in transportation infrastructure, renewable energy, ensuring supply chains, and important raw materials.

Both sides agreed to promote cooperative directions, including increasing delegation exchanges and high-level contacts, trade and investment cooperation, science and technology, labour, and high-quality human resource training, as well as promoting cooperation in security and defense, United Nations peacekeeping, and people-to-people exchanges.

On this occasion, Deputy Minister Le Thi Thu Hang suggested Germany to continue facilitating the Vietnamese community in Germany to live stably and integrate well into the local society, thereby contributing positively to Germany's development as well as bilateral relations.

Discussing regional and international issues, both sides emphasized the need to continue enhancing consultations and coordination at multilateral forums; supporting multilateralism and free trade; resolving disputes and conflicts by peaceful means based on international law and the United Nations Charter. They also affirmed the importance of maintaining peace, stability, security, safety, freedom of navigation, and overflight in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
