On the afternoon of June 25, at the Kinh Bac Cultural Center in Bac Ninh City, the 20th Bac Ninh Provincial Party Committee held its 26th meeting to discuss and evaluate the province’s socio-economic development in the first half of 2025 and contribute ideas for achieving future socio-economic goals.
Specialized education maintains national lead
Taking place in the context of administrative merging and the urgent implementation of restructuring the organizational apparatus and administrative units according to the two-tier local government model, the conference discussed, provided feedback, and approved reports and proposals across various fields.
Standing Vice Chairman of the Bac Ninh Provincial People's Committee Dao Quang Khai stated that in 2025, the province has focused on implementing numerous synchronized and decisive solutions to achieve its annual goals and tasks, yielding many positive outcomes.
In the first six months of 2025, the Provincial Party Executive Committee concentrated on leadership, direction, thorough dissemination, communication, and serious implementation of resolutions, directives, and conclusions from the Central Government and the province.
The focus was on Conclusion Notice No. 119-TB/TW by General Secretary To Lam during his working session with the Bac Ninh Provincial Party Committee; Resolution No. 60-NQ/TW of the Party Central Committee; and conclusions of the Politburo and the Party Secretariat on streamlining the organizational structure for efficient and effective operations.

As a result, the economy showed many positive signs: GRDP in the first half of the year increased by 9.18% compared to the same period in 2024; industrial production recovered strongly with the Industrial Production Index (IIP) rising by 10.46%; total retail sales of goods and service revenue increased by 20.7%; and the New Rural Development Program was vigorously implemented, with 100% of communes and districts having completed their tasks in building new rural areas.
Investment promotion and attraction activities continued to be intensified. For the first time, a mechanism for separate prioritization and streamlined processing was applied to administrative procedures in an effort to achieve the province’s 8% growth target. Foreign direct investment (FDI) attracted increased sixfold in terms of registered capital, while domestic investment surged twentyfold. State budget revenue was estimated at 23,210 billion VND, reaching 60% of the annual projection and up 50.8% compared to the same period last year.
Planning management received significant attention, with accelerated efforts to finalize the adjusted Bac Ninh Provincial Master Plan for the 2021–2030 period, with a vision to 2050. Land, natural resource, and environmental management were strongly directed, particularly pollution treatment in traditional craft villages. Resolution No. 57 of the Politburo was implemented rigorously and effectively.
Cultural, artistic, and sports activities were organized in diverse forms to meet the people's growing cultural and spiritual needs.
The quality of specialized education continued to affirm its top national position: 81 out of 86 students won awards at the National Excellent Student Competition, including 12 first prizes—ranking first in the country—and one student won a gold medal at the Asian Physics Olympiad. Social security, welfare, political stability, and public order and safety were ensured. Party building and political system consolidation were further strengthened.

Effective implementation of the "green channel" mechanism
At the conference, delegates spent significant time discussing the restructuring of the organizational apparatus and administrative units under the two-tier local government model. Particular attention was given to personnel arrangements, ensuring infrastructure at public administrative service centers, and policies supporting former Bac Ninh Province officials and workers reassigned to the former Bac Giang City—regarding housing, meals, travel expenses, and arranging school placements for their children—as well as the appropriate allocation of office space for local agencies.
Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan emphasized: “The results achieved in the first half of the year provide the foundation, confidence, and crucial motivation for the Bac Ninh Provincial Party Committee (post-merger) to lead and direct the implementation of the two-tier local government model.”

The merging process was proactively initiated by both localities early on, with the innovative establishment of five working groups to promptly review, address, and guide the implementation process.
Regarding the tasks and solutions for the second half of 2025, Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan urged all Party committees and authorities at every level to strictly adhere to the guidance of the Central Government and the province in all aspects of Party building and political system development, ensuring substance and effectiveness. He emphasized the importance of setting a strong example, demonstrating responsibility, and maintaining a steady, determined mindset in implementing organizational restructuring—avoiding hesitation or pursuit of personal interests—to guarantee efficient and effective governance.
In parallel, authorities at all levels were urged to quickly review and transfer records and facilities to the competent agencies; continue directing the completion of grassroots-level Party congresses; thoroughly prepare the documents for the 2025–2030 Party Congresses at all levels; accelerate the progress of key projects; effectively implement the "green channel" mechanism by prioritizing the handling of impactful and strategic projects; ensure quality and safety for the national high school graduation exam; strengthen the capacity of the healthcare system and the quality of medical services; and fully implement social security policies while improving the material and spiritual well-being of the people.
