This marks the first exchange between the two ministers since Sihasak Phuangketkeow was appointed as Thailand's Foreign Minister on September 19.

During the call, Foreign Minister Sihasak expressed gratitude to Acting Foreign Minister Le Hoai Trung for sending a congratulatory letter on his appointment as Thailand's Foreign Minister. He affirmed that Vietnam is a crucial partner for Thailand in the region and agreed to continue strengthening close cooperation between the two foreign ministries, contributing to further promoting the comprehensive strategic partnership between Vietnam and Thailand.

Acting Foreign Minister Le Hoai Trung once again congratulated the Thai Foreign Minister on his new position, expressing delight at witnessing the increasingly substantive and profound development of bilateral relations based on mutual respect, trust, and mutual benefit. He proposed that both sides continue to coordinate in implementing specific and important outcomes from the 4th Vietnam-Thailand Joint Cabinet Meeting, focusing on promptly developing an action program to implement the comprehensive strategic partnership between the two countries for the 2026–2030 period.

Both sides agreed to closely coordinate to arrange and prepare well for upcoming visits, high-level bilateral contacts, and activities, especially those at the ASEAN Summit and the Mekong-Lancang Summit scheduled for late 2025.

The two ministers assessed that economic cooperation remains a key pillar in bilateral relations. They agreed to boost economic collaboration, aiming to soon achieve a bilateral trade turnover target of 25 billion USD in a more balanced manner. They will coordinate to establish a Joint Working Group to effectively and substantively implement the "Three Connections" Strategy, which includes connecting supply chains, particularly in supporting industries; connecting economic sectors, businesses, and localities of both countries; and connecting the sustainable growth strategies of the two nations.

Both sides also emphasized the importance of prioritizing cooperation in new areas such as digital transformation, e-government, green economy, and equitable energy transition. They aim to build an innovative ecosystem and connect the creative startup network.

Both parties support enhancing bilateral political and security cooperation and agreed to coordinate in combating transnational crime. They reaffirmed their commitment not to allow any individual or organization to use their territory to act against the other.

Acknowledging the comments of Acting Foreign Minister Le Hoai Trung, the Thai Foreign Minister welcomed Vietnam's efforts in combating illegal, unreported, and unregulated (IUU) fishing. They agreed to enhance coordination in joint exploitation activities and marine environmental protection.

Regarding regional and international cooperation, both sides affirmed their continued close coordination in multilateral and regional mechanisms. They, along with other ASEAN countries, aim to strengthen solidarity, unity, and promote ASEAN's central role, enhancing sub-regional development cooperation.

On this occasion, Acting Foreign Minister Le Hoai Trung extended an invitation to Foreign Minister Sihasak Phuangketkeow to visit Vietnam and co-chair the 6th meeting of the Joint Committee on Bilateral Cooperation at a suitable time. The Thai Foreign Minister expressed gratitude, affirming the importance of relations with Vietnam and will arrange a visit to Vietnam at the earliest opportunity.
