During the exchange, Prime Minister Le Minh Hung congratulated the Canadian Government on its significant achievements under the leadership of Prime Minister Mark Carney, as well as the high level of trust the Canadian people have placed in him recently. He affirmed that Vietnam always regards Canada as an important partner in its foreign policy and expressed delight at the positive and comprehensive developments in the bilateral relationship over nearly a decade since establishing the Comprehensive Partnership framework.
Prime Minister Le Minh Hung expressed satisfaction with the active maintenance of contacts and delegation exchanges at various levels, especially high-level ones. He noted the close coordination and mutual support at regional and international multilateral forums. The effective implementation of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) has made the two countries important trade and investment partners, with bilateral trade doubling in the past five years. Cooperation in defense, security, development support, education and training, and people-to-people exchanges have all been actively promoted and achieved positive progress.
Prime Minister Le Minh Hung believes that there is still much room and potential for the two countries to expand and develop their relationship more substantively and effectively, aiming to elevate the relationship in the future.
In this spirit, the Prime Minister proposed that both sides closely coordinate to realize specific priorities such as enhancing delegation exchanges at all levels and channels, prioritizing high-level visits by leaders of both countries. He urged Canada to continue opening its market to Vietnamese goods, especially agricultural, forestry, and fishery products. He encouraged Canadian businesses to increase investment in key sectors and projects related to energy, green economy, and circular economy in Vietnam. He also suggested establishing bilateral cooperation mechanisms for law enforcement and enhancing cooperation in training high-quality human resources in fields such as artificial intelligence, quantum, and semiconductors. The two sides should continue to coordinate closely and effectively at multilateral forums.

For his part, Canadian Prime Minister Mark Carney expressed his pleasure at reconnecting with Prime Minister Le Minh Hung in his new position and congratulated him on being elected to his new responsibilities by the National Assembly.
Prime Minister Mark Carney congratulated Vietnam on its achievements and expressed confidence that the Vietnamese people, under the leadership of the Communist Party of Vietnam, headed by General Secretary and President To Lam, and the Government, led by Prime Minister Le Minh Hung, will continue to achieve new successes, increasingly affirming their important role and position on the international stage.
Prime Minister Mark Carney affirmed that Vietnam is a key important partner of Canada in the ASEAN and the Indo-Pacific regions. He emphasized that the two countries share many common interests and have a highly dynamic partnership based on political trust, open trade and investment, deep people-to-people exchanges, and a commitment to promoting cooperation and maintaining stability and prosperity amid rapidly changing and uncertain international contexts.
Regarding bilateral relations, Prime Minister Mark Carney shared Prime Minister Le Minh Hung's views on the positive development and great potential of the Canada-Vietnam Comprehensive Partnership. He agreed to soon upgrade the framework of bilateral relations to a new level and proposed that the relevant agencies of both sides closely coordinate to prepare for this important task.
Prime Minister Mark Carney expressed his hope for both sides to closely coordinate and promote common interests in areas such as sustainable and inclusive development, energy, aerospace, agriculture, food safety, science and technology, and high-quality human resource training. He also advocated for the possibility of establishing direct flights between the two countries and encouraged increased people-to-people exchanges to create a solid social foundation for the development of bilateral relations.
The two leaders agreed to enhance coordination in addressing common regional and international challenges. They reaffirmed their countries’ continued support for ASEAN’s centrality, as well as ASEAN and Vietnam’s stances on the peaceful settlement of disputes in the East Sea based on international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
Prime Minister Mark Carney thanked Vietnam for its support during the negotiations for the Canada-ASEAN Free Trade Agreement. He emphasized Vietnam's important bridging role as the Chair of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and expressed his wish to continue close cooperation in efforts to connect CPTPP with other partners.
Prime Minister Mark Carney affirmed that Canada will maintain close coordination with Vietnam at regional and international multilateral forums and support Vietnam as the host country of the Asia-Pacific Economic Cooperation (APEC) Forum in 2027.
On this occasion, Prime Minister Mark Carney extended an invitation to General Secretary and President To Lam to pay an official visit to Canada at early date. Prime Minister Le Minh Hung expressed thanks for Prime Minister Mark Carney's invitation and suggested that both sides continue diplomatic exchanges to arrange the visit. He also extended an invitation for Prime Minister Mark Carney to visit Vietnam in late 2026.
