Vietnam Fatherland Front's 11th National Congress: Uniting to build a prosperous nation in the new era

WVR - On May 12, at the opening session of the 11th National Congress of the Vietnam Fatherland Front (VFF) for the 2026-2031 term, Chairwoman of the Central Committee of the VFF Bui Thi Minh Hoai affirmed that the Congress takes place in the context of the entire Party, people, and army being determined to successfully implement the Resolution of the 14th Party Congress, building a wealthy, prosperous, and happy nation. This is an important socio-political event, marking a new development phase for the VFF in its new organizational model.

On behalf of the Presidium of the Congress, Chairwoman of the Central Committee of the VFF Bui Thi Minh Hoai warmly welcomed General Secretary and President To Lam, along with leaders, former leaders of the Party, State, and VFF; representatives from committees, ministries, sectors, localities, international guests, and 1,136 distinguished delegates representing various classes, ethnic groups, religions, armed forces, and the overseas Vietnamese community attending the Congress.

In a solemn atmosphere, the Congress respectfully commemorated President Ho Chi Minh, expressing deep gratitude to revolutionary generations, Heroic Vietnamese Mothers, heroic martyrs, war invalids, sick soldiers, families with meritorious services to the nation, and all classes of people who sacrificed and contributed to the cause of national liberation, construction, and defense.

Chairwoman of the Central Committee of the VFF Bui Thi Minh Hoai emphasized that during the 2024 – 2026 period, under the leadership of the Party, coordination of the State, National Assembly, Government, and the unity of the People, the VFF system has continuously innovated its content and methods of operation, promoting its role as the center of national unity, participating in building the Party and government, enhancing supervision and social criticism, and taking care of the legitimate rights and interests of the People.

The VFF has actively participated in gathering public opinions on the draft amendments to the 2013 Constitution; significantly contributed to the success of the 16th National Assembly elections and People's Councils at all levels for the 2026-2031 term; mobilized the People to effectively implement patriotic emulation movements, care for the poor and disadvantaged, and support those affected by natural disasters, with the spirit of “leaving no one behind”.

According to Chairwoman Bui Thi Minh Hoai, the 11th Congress takes place as the country enters a new development phase with intertwined opportunities and challenges. The Congress aims to comprehensively evaluate the implementation of the Resolution of the 10th VFF Congress, unify directions, goals, and action programs for the 2026 – 2031 term; amend and supplement the VFF Charter; and elect the Central Committee, Presidium, and Standing Board for the new term.

With the spirit of “Solidarity – Democracy – Innovation – Creativity – Development”, Chairwoman of the Central Committee of the VFF Bui Thi Minh Hoai urged delegates to demonstrate responsibility and intelligence, contributing many heartfelt opinions to make the Congress a significant milestone in the process of renewing the operations of the VFF.

At the Congress, Ha Thi Nga, Member of the Party Central Committee, Vice Chairwoman, and General Secretary of the Central Committee of the VFF, presented a summary of the draft Political Report of the 10th Central Committee of the VFF.

The report affirmed that the 11th Congress is a politically significant event, taking place right after the success of the 14th National Party Congress and the 16th National Assembly elections, and People's Councils at all levels for the 2026 – 2031 term. This is also a new milestone for the VFF following the process of organizational restructuring and streamlining.

According to Ha Thi Nga, over 80 years since the August Revolution and 40 years of renewal, the strength of the great national unity bloc has been increasingly consolidated. The people trust the leadership of the Party and wish for the Party and State to continue making breakthrough decisions to develop the country in the new era.

The Political Report highlighted many outstanding results of the VFF during the 2024 – 2026 period. The work of communication and mobilizing the People has been strongly renewed; the “Digital Front” and platforms for receiving and responding to voter opinions have been effectively implemented. The work of supervision and social criticism has continued to be enhanced with thousands of supervision and criticism activities and tens of millions of contributions to the amendment of the Constitution and the development of Party Congress documents at all levels.

Patriotic emulation movements and major campaigns continue to spread widely. The campaign “All people unite to build new rural areas and civilized urban areas” has contributed to changing the face of many localities. Notably, in response to the movement “Joining hands to eliminate temporary and dilapidated houses”, the VFF at all levels, together with the Government, has supported the elimination of over 300,000 temporary houses, mobilizing over 24,700 billion VND and millions of workdays.

The spirit of mutual assistance continues to be promoted through activities supporting the poor, disaster relief, and social welfare. The Great National Unity Festival is widely organized, creating community cohesion, and for the first time, it was held in the Vietnamese community in Japan.

People's diplomacy activities and work with overseas Vietnamese have also been expanded, contributing to strengthening international solidarity, building peaceful and friendly borders, and consolidating the great national unity bloc.

The report also pointed out five lessons learned, emphasizing the need to closely follow the Party's leadership, place the People at the center, enhance coordination with the government and member organizations, and build a professional, responsible, and people-oriented Front staff.

In the 2026-2031 term, the VFF aims to continue strongly innovating its content and methods of operation towards being practical, effective, close to the people, and responsive to their needs; enhancing supervision and social criticism; promoting democracy, participating in building the Party and State; and accelerating digital transformation within the Front system.

The Congress set out 15 specific targets along with three breakthrough tasks: perfecting mechanisms and innovating operational methods; improving the quality of supervision and social criticism; and building a professional, dedicated Front staff to meet new requirements.

The Congress also identified seven key action programs for the 2026 – 2031 term, focusing on strengthening the great national unity bloc; protecting the legitimate rights and interests of the People; promoting patriotic emulation movements; developing science, technology, and digital transformation; enhancing the community's self-management role; boosting people-to-people diplomacy; and continuing to innovate the streamlined, effective organizational apparatus.

Vice Chairwoman and General Secretary Ha Thi Nga emphasized that with the spirit of “Solidarity – Democracy – Innovation – Creativity – Development”, the Congress calls on compatriots at home and abroad to continue to promote the tradition of solidarity, self-reliance, and unite with the Party and State to build a prosperous Vietnam in the new era.
