The past term unfolded amidst particularly challenging circumstances: the pandemic, global economic downturn, increasing urbanization pressures; infrastructure, environmental, population, and flooding issues simultaneously intensified, creating unprecedented pressure. In such circumstances, the most commendable aspect is that the City did not falter, did not disrupt its development momentum, and maintained its leading role.
What is noteworthy is not just the growth figures, but how the City overcame difficulties: steadfast in its goals, unified in leadership, decisive in direction, and serious in implementation. The reality shows that, during the most challenging times, the leadership role of the City's Party Committee was clearly demonstrated through maintaining principles, emphasizing discipline, and the responsibility of each level and individual, especially the leaders.
A significant transformation in Ho Chi Minh City during this term is the innovation in leadership and management thinking. The City not only focused on addressing immediate issues but gradually shifted towards a development-oriented mindset: being more proactive in designing development spaces, restructuring the economy, innovating growth models, and enhancing governance effectiveness and efficiency.
This also concretizes the consistent requirement in the Party's documents: Rapid but sustainable development, growth linked with improving the quality of life for the people; innovation paired with discipline and responsibility.
The spirit set by the 13th Congress, centered on intelligence, unity, and innovation, is gradually being concretized into the daily work of the entire political system and each management field of the City.
A major highlight of this term is the National Assembly's issuance of Resolution No. 98/2023/QH15 and Resolution No. 260/2025/QH15 on special mechanisms and policies for the City. This affirms a very clear mindset: Ho Chi Minh City is not just a large locality but a growth pole of the nation. The City does not seek special privileges or favors but only requests mechanisms to contribute more to development.
Simultaneously, this is also a very clear requirement: The City must implement these mechanisms seriously, effectively, and transparently; turning correct policies into concrete, measurable results in practice.
The City clearly identifies: Mechanisms are only necessary conditions; the sufficient condition is the capacity for implementation. Daring to think and act must go hand in hand with knowing how to do, doing thoroughly, and taking full responsibility. Every decision must be tested by practical effectiveness, by changes in people's lives, and the competitive capacity of the City's economy.
Throughout the term, the City gradually shifted from a growth model heavily reliant on real estate and traditional services to a model based on more sustainable drivers: science and technology, digital economy, finance, logistics, modern and environmentally friendly industries.
Along with that is the shift from isolated development to development within the regional economic space, more closely linked with the Southeast region and the Mekong Delta, in line with the Party's major orientation on balanced and harmonious development between regions, leveraging comparative advantages and creating a synergistic strength of the economy.

On the journey to realize the goal by 2030 and the vision by 2045, the City must rise more distinctly to become a financial center, an innovation hub, a technology center, and a regional and international connector.
Ho Chi Minh City aims to become a civilized, modern urban area, a dynamic innovation hub, deeply integrated; with a prominent position in Southeast Asia by 2030. By 2045, the City strives to be among the top 100 cities with the best quality of life globally, as an economic – financial – service – education – healthcare center of Asia, a globally attractive destination; developing uniquely, sustainably, and rich in cultural identity.
To realize this goal, the key, consistent task of the Ho Chi Minh City Party Committee is to build the City into a center of intelligence, unity, and innovation – capable of leading the City into a new, faster, more effective, and sustainable development phase, contributing more to the nation.
Intelligence, unity, and innovation are not just slogans but political commitments and action standards. Every official, party member, and citizen of the City needs to unite, transform aspirations into actions, and goals into results; so that Ho Chi Minh City deserves to be a hub of intelligence, a growth driver for the entire nation, building a civilized, modern, and compassionate City.
Accompanying this is the requirement to maintain discipline in leadership and management; enhance the quality of the cadre team; promote substantive administrative reform; invest in strategic infrastructure; develop high-quality human resources; nurture a strong business community. Above all, every policy must adhere to the principle of placing people at the center, ensuring all development achievements return to serve the people's lives better, more civilized, and happier.
