Could you share the solutions Ca Mau has to effectively mobilize and utilize resources to successfully implement the Resolution of the First Provincial Party Congress, term 2025-2030?

The First Provincial Party Congress of Ca Mau, term 2025-2030, marks a significant historical milestone. This is the first term after the merger of the provinces (Bac Lieu and Ca Mau), opening up new development space with new potential and status. To transform the directions in the Resolution into reality, the Provincial Party Executive Committee identifies the effective mobilization and utilization of resources as a key and decisive factor.

Firstly, mobilizing financial and investment resources. Emphasizing the viewpoint that “State capital is the seed capital, leading and activating all social resources”, Ca Mau will focus on promoting administrative reform and improving the investment and business environment to attract strategic investors and large corporations both domestically and internationally, especially in renewable energy, marine economy, and logistics infrastructure.

The province will diversify investment forms, particularly public-private partnerships (PPP), to complete the transportation and urban infrastructure systems. In utilizing financial resources, the province adheres to the principle of “focusing on key areas, avoiding dispersion”; prioritizing public investment capital for inter-regional transportation infrastructure, climate change response infrastructure, and urgent social welfare projects.

Additionally, efforts will be intensified in inspection, supervision, anti-corruption, waste prevention, and ensuring that every investment dollar yields practical benefits for the province's development and the people's livelihood.

Secondly, developing human resources, identified as the most valuable resource. The Resolution of the First Congress of the Provincial Party has identified “Breakthrough in human resource development” as one of three strategic breakthroughs.

The province focuses on building a team of officials, civil servants, and public employees with innovative thinking, a desire to contribute, and professional execution capabilities. Simultaneously, policies to attract talents and leading experts are implemented; partnerships with major training institutions are established to train high-tech labor forces, meeting new demands.

Thirdly, resources from mechanisms and institutions are identified as the “resource of resources”. Ca Mau has been actively proposing to the Central Government to pilot specific mechanisms and policies to leverage the province's advantages as the southernmost point. The province focuses on institutional breakthroughs, innovating the construction and implementation of laws locally; addressing “bottlenecks” in land procedures and site clearance to accelerate key projects.

Fourthly, mobilizing resources from the strength of the great national unity bloc. The Central Government has determined the guiding viewpoint for national development: “Politics leads, culture lights the way, science shapes, People implement”. Every policy of the Party only succeeds with the consensus and joint effort of the People. The province will strongly promote the spirit of self-reliance, pride, confidence, and aspiration to rise of every Ca Mau citizen, creating a comprehensive strength to successfully achieve the set goals and tasks.

How is the province focusing on utilizing and exploiting its potential and advantages to promote rapid and sustainable economic development?

After the merger, Ca Mau has a natural area of over 7,942 km², a population of over 2.6 million people, and notably, a 310 km long coastline with three sides facing the sea, covering a marine area of over 120,000 km².

To maximize potential, the Resolution of the First Provincial Party Congress focuses on four strategic pillars:

Pillar 1: Completing the connecting transportation infrastructure, especially the highway system, airports, and seaports to implement economic zones and industrial clusters with advantages; developing digital infrastructure comprehensively.

Pillar 2: Developing the marine economy: strongly developing renewable energy (especially wind power, aiming for electricity export); enhancing the efficiency of marine exploitation, associated with national sovereignty protection; investing and gradually exploiting seaports effectively; developing high-value-added processing industries.

Pillar 3: Developing clean, high-tech agriculture, with shrimp and rice as the main products.

Pillar 4: Promoting service-tourism development: Based on existing advantages and the unique historical and cultural identity of the locality.

In detail:

Firstly, regarding infrastructure: Accelerating the implementation of projects and disbursing public investment capital from the beginning of the term, using public investment to lead and activate social investment, promoting public-private partnerships; especially for important, strategic projects that have received directives from the Central and provincial authorities according to planning. Reviewing and resolving difficulties and obstacles for each project; particularly for key projects, national target programs. Developing a modern, synchronized transportation network along economic corridors (road, waterway, aviation, seaport). Investing in transportation routes to key economic, tourism, historical-cultural sites, to the centers of communes, inter-communal areas, connected with the province's main traffic axes, national highways, expressways... Building multi-purpose water infrastructure, serving production, transportation, disaster prevention, and climate change adaptation. Solutions to address the scarcity of construction materials (especially sand, stone) are needed to ensure project progress.

Reviewing, adjusting, and effectively implementing synchronized construction planning, urban planning, urban development programs, urban upgrading projects. Mobilizing diverse investment resources for essential infrastructure projects to ensure urban flood prevention (in wards: An Xuyen, Tan Thanh, Ly Van Lam, Bac Lieu, Vinh Trach...); renovating, relocating riverside housing; upgrading essential infrastructure in urban areas. Developing, investing in infrastructure construction, and increasing occupancy rates in industrial zones and clusters, associated with urban development; planning, prioritizing land fund allocation, accelerating social housing development.

Continuing to invest in upgrading and developing information, communication, digital, education, and healthcare infrastructure… to meet development requirements and the creative, cultural needs of the People. Developing shared databases, dedicated data transmission networks; implementing unified, safe digital solutions, seamlessly connecting from the province to the grassroots. Forming and developing a network of innovation centers; actively seeking new technologies domestically and internationally, cooperating in technology transfer, scientific research results.

Secondly, developing the marine economy as the main growth driver. Recognizing the sea as a space for sustainable survival and development, the province focuses on investing in completing the seaport system, especially Hon Khoai seaport, to become an international trade gateway. Strongly developing renewable energy industries (wind power, solar power, green hydrogen energy), liquefied natural gas (LNG) to make Ca Mau not only energy self-sufficient but also a clean energy center for the country, aiming for electricity export.

Additionally, the province promotes maritime economy, logistics services, and seafood exploitation and farming towards industrial, high-tech directions, associated with deep processing, resource protection, and marine environment conservation.

Thirdly, Ca Mau's significant advantage is shrimp and mangrove forests. The province will focus on developing the shrimp industry value chain towards large-scale, modern technology application, targeting high-end export markets. Exploiting economic values under the forest canopy such as shrimp, forest crabs, forest products, mangrove eco-tourism,... towards sustainability, adapting to climate change. Simultaneously, promoting the development of rice-shrimp and specialized rice production areas towards ecological, high-tech, efficient, sustainable directions. Building a reputable Ca Mau agricultural brand in domestic and international markets.

Fourthly, developing tourism into a spearhead economic sector. Ca Mau possesses nationally symbolic landmarks, along with a unique mangrove ecosystem, notably the Ramsar Site of Mui Ca Mau covering nearly 42,000 hectares. From this advantage, the province focuses on investing in comprehensive tourism infrastructure, diversifying types: eco-tourism, cultural-historical tourism, island resort tourism. Particularly, the province will focus on developing tourism products rich in the cultural identity of the water region, making Ca Mau an unmissable destination on Vietnam's tourism map.

In exploiting potential and advantages, the province adheres to the viewpoint “Develop rapidly but sustainably”, absolutely not trading the environment for mere economic growth. Every investment project must undergo rigorous environmental impact screening. The province focuses on green economy, circular economy to protect the province's unique biodiversity ecosystem for future generations.

Could you share more about the plans and solutions Ca Mau has for rapid and sustainable development in the new phase after the provincial merger?

The period 2025-2030 is a time when Ca Mau must make a strong breakthrough to “confidently join the nation in entering the new era”. To achieve this, besides mobilizing resources and exploiting potential, Ca Mau will focus on the following breakthrough solutions:

Firstly, the current key task is to complete and submit for approval the adjustment of Ca Mau's Provincial Planning for the period 2021-2030, with a vision to 2050, right at the beginning of 2026, thereby creating a solid legal basis for effective implementation, opening up new development space for the province. After the merger, adjusting the planning is urgent to ensure connectivity, synchronization, and unity in development space. The planning must have a long-term vision but still ensure flexibility, high adaptability to climate change and sea-level rise.

Next, promoting the application of science and technology, accelerating digital transformation and innovation. This is the “shortcut” solution to enhance labor productivity and competitiveness. The province focuses on building a Digital Government to better serve people and businesses; developing the Digital Economy, especially in agriculture and tourism; building a Digital Society for people to enjoy modern utility services. With the Startup and Innovation Center recently put into operation, the province also issues specific mechanisms to encourage and support businesses in applying modern technology to production and business processes.

Thirdly, investing in inter-regional connectivity transportation infrastructure. Ca Mau has been actively coordinating to implement key transportation projects: Ca Mau - Dat Mui Expressway (continuing the Can Tho - Ca Mau Expressway already in operation), other expressway projects, upgrading Ca Mau Airport, the road leading to Hon Khoai General Port,… to connect with major economic centers. When transportation infrastructure is seamless, investment attraction increases, logistics costs decrease, creating a significant competitive advantage for the province.

Fourthly, focusing on cultural-social development, improving people's living standards. Economic development must go hand in hand with social progress and equity. Ca Mau focuses on investing in education and healthcare according to the Politburo's Resolutions 71,72, implementing social welfare policies well, sustainably reducing poverty, especially in ethnic minority areas and remote, island regions. Emphasizing the preservation and promotion of traditional cultural values of Ca Mau's land and people, considering culture as the spiritual foundation, the intrinsic strength for development.

Fifthly, ensuring national defense-security and political stability. As the southernmost province with a strategic position, Ca Mau always considers the task of protecting maritime border sovereignty and maintaining security and order as a crucial, regular task. Building a solid “people's defense posture”, creating a peaceful, stable environment for economic development. Strengthening Party building and political system construction to be clean and strong. The province focuses on innovating leadership methods, enhancing the ruling capacity and fighting strength of party committees and grassroots party organizations. Building a team of cadres with heart, vision, strength, daring to think, daring to do, daring to take responsibility for the common good.

With deep faith in the Party's leadership and the unity strength of the People, the Party, people, and military of Ca Mau are determined to successfully implement the Resolution of the First Provincial Party Congress, contributing positively to the nation's overall development in the new era – the era of the nation's rise.
