14th National Party Congress: Press Release on the Opening Session

The 14th National Congress of the Communist Party of Vietnam officially commenced on the morning of January 20 at the National Convention Center, Hanoi.

The Congress was attended by 1,586 delegates representing over 5.6 million Party members. Among them, 163 were ex-officio delegates (accounting for 10.28%); 353 were elected delegates (22.25%); and 1,070 were appointed delegates (67.47%). There were 1,285 male delegates, making up 81.02%, and 301 female delegates, accounting for 18.98%. Delegates from ethnic minorities numbered 167, representing 10.53%. There was 1 delegate who is a Hero of the People's Armed Forces, making up 0.06%; 10 delegates were Distinguished Teachers, accounting for 0.63%; 10 delegates were People's Doctors and Distinguished Doctors, also 0.63%; and 3 delegates were People's Artists and Distinguished Artists, accounting for 0.19%.

The Congress also welcomed 205 invited guests from within the country, including 128 former leaders of the Party, State, Vietnam Fatherland Front, and Party Central Committee members (official and alternate) from the 4th to the 8th terms; 16 Deputy Chairpersons and members of the Central Inspection Commission who are not members of the 13th Central Committee; 41 deputy heads of Central Party committees, secretaries, deputy secretaries, chairpersons of people's councils, chairpersons of people's committees of provinces and cities, and Party committees directly under the Central Government retiring before or at the retirement age in 2025 due to mergers and not eligible for re-election; 20 delegates who are Vietnamese Heroic Mothers, intellectuals, artists, notable religious figures, and exemplary youth. The Congress was attended by 111 Ambassadors, Chargé d'affaires, and Heads of diplomatic missions and international organizations in Vietnam.

During the opening session, Politburo member and Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh presided over the session on behalf of the Presidium.

Politburo member and President of the Socialist Republic of Vietnam Luong Cuong delivered the opening speech on behalf of the Presidium.

General Secretary of the 13th Central Committee of the Communist Party of Vietnam To Lam presented the Report of the 13th Party Central Committee on the documents submitted to the 14th National Party Congress.

Central Committee member and Deputy Head of the Central Organization Commission Bui Thi Quynh Van presented a Notification on congratulatory messages from political parties, organizations, international friends, and overseas Vietnamese to the 14th National Congress of the Communist Party of Vietnam (first session), totaling 559 letters and messages, including 109 political parties, 6 international and regional organizations, 16 individuals, 122 people's organizations, and 306 Vietnamese associations abroad.

Politburo member and Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh on behalf of the Presidium and the entire Congress, expressed gratitude for the friendship, cooperation, encouragement, support, and valuable assistance from political parties, organizations, and international friends to the Communist Party of Vietnam and the Vietnamese people. He affirmed that the Communist Party of Vietnam will continue to consistently implement its foreign policy, strengthening friendly and cooperative relations with countries, political parties, organizations, and international friends, contributing to the cause of peace, national independence, democracy, and social progress worldwide.

Politburo member and Standing Member of the Secretariat of the 13th Central Committee Tran Cam Tu presented the Report on the Review of Leadership and Direction by the 13th Central Committee.

In the afternoon of January 20, 2026, delegates worked in groups to discuss the Congress documents.
