The 14th National Congress of the Communist Party of Vietnam will be a historic milestone as it takes place amidst a period of significant transformation for the country, preparing for a new revolution. It aims to leverage all opportunities from the industrial revolution and digital transformation to propel the nation towards becoming a developed country with a high middle-income status, advancing into an era of civilization and prosperity. This can be seen as the second renovation effort, reflecting the strong political determination of the Party and the entire nation.
Significant transformations
The draft Political Report for the 14th National Party Congress has been meticulously prepared with numerous innovations. According to public opinion, the report is concise, succinct, and highly comprehensive; its structure is coherent, fully and comprehensively addressing major national issues.
The integration of three important documents: the Political Report, the Socio-Economic Report, and the Report on Party Building and Implementation of the Party Charter into a single Political Report for the 14th National Party Congress is a new breakthrough, reflecting new thinking, new vision, and a bold, decisive approach.
This integration not only makes the document more concise and succinct but also ensures coherence and connectivity between political, socio-economic, cultural fields, and Party building work, providing a more comprehensive reflection of the nation's development picture.

In recent years, the Party and State's policies on comprehensive human development have become increasingly complete, focused, and substantive. Initial positive changes have been observed in the discovery, attraction, training, and utilization of talent. The Human Development Index (HDI) has improved significantly, rising 14 places to 0.766 points, placing Vietnam among countries with high human development. The happiness ranking of citizens has increased by 33 places compared to the beginning of the term, ranking 46th out of 143 countries.
Vietnam has been fundamentally and comprehensively renewing education and training, achieving several important results. The content and methods of education and training have been innovated, and the quality of education at all levels has improved; international cooperation in education continues to expand. Vietnam has implemented tuition exemptions and support for preschool children, general education students, and learners in the national education system, and has promptly initiated the policy of investing in building multi-level boarding schools in border communes, islands, remote, and isolated areas...
This is not only a dream for many citizens but also for society, especially for poor, near-poor, and socially disadvantaged households. The majority of people believe that this policy of the Party and State is not only politically, socially, and humanely profound but also reinforces trust in the Party and the superior regime of our State.
Investment in resources, institutions, and policies has been strengthened to develop culture, diversify cultural activities and products, and expand cultural industries and services.
Caring for the health of the people and the community is one of the core policies of our Party and State. A healthy society is the happiness of many countries worldwide – including Vietnam. In recent years, the healthcare system and public health care have made positive developments in scale and quality. We have effectively controlled various diseases, including the COVID-19 pandemic, which has been recognized and highly appreciated internationally. Our healthcare sector has mastered many advanced and modern medical technologies and techniques, handling numerous complex and difficult cases. The implementation of cross-border healthcare examination and treatment under health insurance has increased from 90.9% in 2020 to 95.2% in 2025. The average life expectancy and health index of the population have improved. By 2025, the average life expectancy at birth is 74.8 years, with approximately 67 years of healthy living.
Social policies and policies for ethnic groups, religions, and overseas Vietnamese continue to be improved and have made significant progress. People are pleased that social welfare is increasingly ensured, and social benefits are improving. Additionally, sustainable poverty reduction policies and solutions are being implemented comprehensively and effectively under the spirit of "No one is left behind".
As a result, the multidimensional poverty rate has decreased from 4.4% in 2021 to 1.3% in 2025. We are actively implementing the project to build at least 1 million social housing units and establishing a National Housing Fund. By September 2025, the elimination of temporary and dilapidated houses nationwide will be completed. The number of people receiving regular social assistance will expand to over 3.5 million by 2025, with 55% being elderly people.
Residents in the Central and Central Highlands regions, who have recently suffered severe impacts from extreme typhoons and historic floods in the last months of 2025, are reassured as the Government has immediately launched the "Quang Trung Campaign" to mobilize all resources with the goal of completing the reconstruction of all collapsed houses by January 31, 2026, and repairing damaged houses by December 31, 2025, to help people stabilize their lives soon.

A new revolution in national history
Alongside the affirmed achievements, several shortcomings and limitations in social and human policies have also been highlighted in the document. The Party recognizes existing gaps and deficiencies in ensuring social welfare, human security, and social benefits for the people, with some policies not keeping pace with practical demands.
The draft document also candidly acknowledges the need for cultural development at the right level, particularly in creating mechanisms, policies, and a social environment necessary for human development and the development of high-quality resources, as well as policies for talent utilization. There are disparities in access to and enjoyment of cultural development achievements between regions, areas, and social classes.
Entering a new era – the era of national resurgence, the development goals for the coming years have been defined by our Party: “Maintain a peaceful, stable environment, rapidly and sustainably develop the country, and firmly protect the Fatherland. Improve and comprehensively enhance the people's living standards, achieve strategic autonomy, resilience, and confidence, and advance strongly into the new era of the nation, successfully achieving the goal of becoming a developing country with modern industry and high middle-income status by 2030, realizing the vision of becoming a developed, high-income country by 2045 for a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism.”
To achieve these goals, our Party has set out numerous policies, measures, solutions, and leadership directions to lead Vietnam into a new chapter of history. Specifically, in the field of human development, culture, healthcare, and education, our Party has outlined tasks for the coming years: actively and vigorously develop the comprehensive Vietnamese human being in terms of ethics, intellect, national consciousness, civic responsibility, creative capacity, aesthetic appreciation, physical strength, life skills, and vocational skills; build a healthy, civilized cultural environment linked to the comprehensive development of the socialist Vietnamese human being; promote and encourage the pioneering role of intellectuals, artists, entrepreneurs, and effective cultural managers; and ensure social progress and equity, social welfare, social benefits, social security, and human security.
As the 14th Party Congress approaches, many officials and Party members express great expectations for a new era of national development, with breakthrough decisions to achieve Vietnam's goals by 2030 and vision for 2045. Among them, the younger generation, representing the future of the country, places their trust in strategic decisions regarding talent utilization, educational and training reforms, youth policies, creating high-quality resources, and driving the nation into a new era of development.
The people place their trust and great aspirations in the 14th Party Congress, opening a new era of prosperity for the nation, as expressed by a Hanoi citizen when contributing to the Congress document: "We not only hope for a strong economy but also for a nation with an advanced culture rich in national identity. People need to enjoy a civilized, safe living environment, clean air, and convenient transportation. That is the era of development that people most anticipate."
The 14th National Party Congress takes place amidst opportunities for breakthroughs as well as significant challenges for the nation. No success comes without action. No difficulty is insurmountable when the people's will and the Party's intentions are united, sharing the same aspirations. This is the foundation for us to embark on a new revolution in national history, "building our country more dignified and beautiful" as the beloved President Ho Chi Minh wished.
