Vietnamese delegation conducts research and survey on digital transformation and artificial intelligence in China's Guangxi
WVR - On September 6, at the Party School of the Guangxi Zhuang Autonomous Region, the Guangxi Zhuang Autonomous Region organized the opening ceremony of the Artificial Intelligence Training Course as part of the research and survey mission on digital transformation and artificial intelligence (September 9-12), marking a developmental step in implementing the important common understanding between the high-level leaders of the two countries in training and artificial intelligence.

The research and survey mission was co-organized and coordinated by the Central Organizing Committee of Vietnam, the Big Data Bureau of the Guangxi Zhuang Autonomous Region, and the Vietnam Institute for Green Transformation and Digital Transformation Development (IGD).
The Vietnamese delegation was led by Nguyen Thanh Tinh, Deputy Minister of Justice, with To Dung, President of the IGD Institute, leading the course content consultation and program coordination, along with 52 officials, including 9 ministerial-level leaders and 17 departmental leaders from various ministries, sectors, and localities of Vietnam.
At the Opening Ceremony, Deputy Minister of Justice Nguyen Thanh Tinh affirmed that this research and survey mission on digital transformation and artificial intelligence is a practical activity aimed at implementing the common understandings and cooperation orientations achieved between the high-level leaders of the two Parties and countries, particularly concretizing the results of the visit to China and Guangxi by General Secretary and President To Lam in April 2026; while continuing to promote cooperation between Vietnam and Guangxi in training and fostering officials in artificial intelligence, digital transformation, and digital economic development.
The delegation aims to focus on researching: i) Clarifying policy vision, coordination mechanisms between central and local levels, between the state, research institutions, and enterprises, especially how to correctly prioritize problems and organize data for artificial intelligence; ii) Besides successful models, they hope for candid sharing about implementation conditions, advantages, difficulties, risks, and practical lessons.
The value of a model lies not only in its modernity but also in measurable effectiveness, sustainable operation capability, and safety and reliability levels; iii) Identifying specific cooperation directions in research, development, and testing of artificial intelligence applications suitable to the needs of Vietnam and ASEAN.
Cooperation should be based on principles of equality, mutual benefit, compliance with each country's laws, ensuring data security, respecting practical conditions, and contributing to enhancing the technological mastery capacity of participating partners.

Consul General of Vietnam in Nanning Nguyen Thi Huong attended the opening ceremony and emphasised that the training course is a noteworthy next step in the cooperation in training and fostering officials between Vietnam and Guangxi, especially in new fields such as artificial intelligence, digital transformation, and digital economic development.
The Consul General stated that in 2025, Guangxi organized five training courses on artificial intelligence for officials from various ministries, sectors, and localities in Vietnam with over 200 participants. Since the beginning of 2026, these programs have continued to expand, including specialized training courses for officials from certain localities in Vietnam.
In the context where artificial intelligence and big data are creating profound changes in governance, production, and social life, enhancing the capacity of the team of officials, especially leaders and managers, is of utmost importance. The Consul General hopes that the participants will focus on substantive research and exchange, proactively share Vietnam's experiences, and delve deeper into Guangxi's methods to select suitable experiences for practical application.
The training course takes place in the context of positive developments in Vietnam-Guangxi cooperation in science and technology, innovation, and digital transformation. In April 2026, General Secretary and President To Lam visited Guangxi and toured the China-ASEAN Artificial Intelligence Application Cooperation Center.
This training cooperation activity reflects high-level interest in cooperation in science and technology, innovation, artificial intelligence, and digital transformation between Vietnam and China in general, and Guangxi in particular.
Through the training course, Vietnamese officials have the opportunity to learn from Guangxi's experience in developing and applying artificial intelligence, while also enhancing exchanges, sharing, and building a cooperative network between the two sides.
Within the program framework, the Vietnamese delegation paid a courtesy visit to Secretary of the Guangxi Zhuang Autonomous Regional Party Committee Chen Gang. During the meeting, both sides enhanced exchanges, shared experiences on common concerns, and continued to promote Vietnam-Guangxi cooperation to become deeper, more substantive, and effective.
