Attending the Congress were Ms. Bui Thi Minh Hoai, Politburo Member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Vietnam Fatherland Front, Central organizations, Chairwoman of the 10th Central Committee of the VFF; Ms. Ha Thi Khiet; Ms. Nguyen Thi Doan; Ms. Ha Thi Nga, along with many leaders and former leaders of the Party and State, representatives of central committees, ministries, sectors, and member organizations of the Front.
The Congress took place in the context of the nation having successfully organized the 14th National Congress of the Party and the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
This is also the first Congress following the completion of the reorganization of political-social organizations and mass associations assigned by the Party and State to be under the Vietnam Fatherland Front.
With the motto “Solidarity – Democracy – Innovation – Creativity – Development”, the Congress focuses on setting the direction, goals, and action program of the VFF for the new term; continuing to promote the strength of the great national unity bloc, affirming the core political role of the Front in the new development phase of the country.
In the first working session, the delegates voted to approve the Presidium consisting of 33 members, the Secretariat consisting of 3 members, along with the program and working regulations of the Congress.
On behalf of the Presidium, Ms. Le Thi Thuy, Member of the Party Central Committee, Chairwoman of the Vietnam Women's Union, presented a report on the situation of delegates attending the Congress.

According to the report, the total number of official delegates summoned is 1,136. Among them, 362 are ex officio delegates who are members of the 10th Central Committee of the VFF; 705 delegates were selected and elected by the congresses of the VFF in provinces, cities, and member organizations; 69 delegates were appointed for the first time to the 11th Central Committee of the VFF.
The composition of delegates reflects the broad representation of the great national unity bloc with 381 female delegates, accounting for 33.5%; 528 non-Party delegates, accounting for 46.4%; 274 ethnic minority delegates, accounting for 24.1%; 207 religious delegates, accounting for 18.2%; 17 overseas Vietnamese delegates; 157 business delegates, and 360 specialized Front officials.
Regarding professional qualifications, 899 delegates have a university degree or higher, including 67 professors, associate professors, and doctors; 111 PhDs; 316 master's degree holders.
The oldest delegate attending the Congress is Major General Vo So, 97 years old. The youngest delegate is Ms. Lo Thi Nga, 23 years old, an ethnic Lao from Muong Luan commune, Dien Bien province.

On the morning of May 11, before entering the preparatory session of the 11th National Congress of the VFF,, the delegation attending the Congress, led by Ms. Bui Thi Minh Hoai, Politburo Member, Secretary of the Party Central Committee, Secretary of the Party Committee of the VFF, Central organizations, Chairwoman of the Central Committee of the VFF, and delegation pay tribute to President Ho Chi Minh at his mausoleum and offered incense in commemoration of the Heroes and Martyrs at the Bac Son Martyrs' Memorial (Hanoi).
