Vietnam Fatherland Front to convene 11th National Congress, promoting digital transformation

On the afternoon of May 4, at the press conference the Central Committee of the VFF stated that the preparation for the Congress is being carried out methodically and synchronously. Ms. Ha Thi Nga, a member of the Central Party Committee, Vice President, and General Secretary of the Central Committee of the VFF, emphasized that this Congress has a shortened term as decided by the Politburo and the Secretariat.
The Congress is an important socio-political event, representing the strength of the great national unity bloc in the new era, occurring right after the success of the 14th National Party Congress and the election of the 16th National Assembly and People's Councils at all levels for the 2026 - 2031 term.
The Congress is a historical milestone, marking the beginning of a new term for the operation of the apparatus with a new stature and development path as political-social organizations and mass associations assigned by the Party and State come under the Vietnam Fatherland Front.
The organization of the VFF Congress and political-social organizations, mass associations assigned by the Party and State immediately after the Party Congress aims to ensure unity throughout the system, thereby promptly concretizing the important policies, tasks, and solutions of the Party into the practical activities of the Front and its member organizations.
Recently, the subcommittees serving the Congress have been highly focused under the leadership of the Standing Committee of the Central Committee of the VFF, implementing the preparation work in a methodical and professional manner.
Regarding the content of the documents, Mr. Nguyen Binh Minh, a member of the Presidium, Chief of the Office of the Central Committee of the VFF, stated that the draft Political Report for the 2026–2031 term inherits and promotes the outstanding results of the 2024–2029 term, while also evaluating the situation of the great national unity bloc and the results of the action program for the 2024–2026 period.
The action program for the new term includes 7 contents, continuing 6 programs from the previous term and adding a new program on "Participating in the development of science and technology, innovation, building a digital society, and promoting digital transformation within the VFF system".
This content aims to concretize Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation, while meeting the requirements for renewing the activities of the VFF in the new phase.
The Political Report also sets out specific, detailed, and feasible directions and goals for the 2026–2031 term, while adding clear quantitative targets.

According to Mr. Nguyen Tuan Anh, Deputy Head of the Propaganda Department of the Central Committee of the VFF, the Congress is expected to take place at the National Convention Center (Hanoi), with about 1,300 delegates attending.
The delegates are diverse, representing various classes, ethnicities, religions, and fields. The youngest delegate is Lo Thi Nga (23 years old, Lao ethnic group, Muong Luan commune, Dien Bien province) and Y Nhi (23 years old, Ro Mam ethnic group, Mo Rai commune, Quang Ngai province); the oldest delegate is Major General Vo So (97 years old), Chairman of the Vietnam Truong Son - Ho Chi Minh Road Traditional Association.
The work on drafting the Political Report and amending and supplementing the Charter of the VFF is carried out meticulously. After receiving directives from the Secretariat, the Standing Committee of the Central Committee of the VFF revised the draft, gathered opinions from members of the Presidium, Central Committee members, advisory councils, member organizations, and widely announced it in the media to gather public opinion before finalizing it for the Congress.
The draft Political Report is titled "Enhancing the Core Political Role of the VFF in Promoting Democracy, Patriotic Traditions, the Strength of Great National Unity, and Building a Prosperous, Thriving, Civilized, and Happy Nation".
Regarding personnel, at the 4th Conference of the Central Committee of the VFF (July 10, 2025), opinions were given to build the 11th Central Committee with 500 members, and the Presidium with 100 members.
However, to align with organizational restructuring and enhance operational efficiency, the Standing Committee adjusted the number of Central Committee members for the 11th term to 405 (the same as the 10th term), which was approved by the competent authority at the 7th Conference of the 10th term.
Currently, the organizing committee has proactively directed the thorough preparation of logistical conditions to organize the Congress with a spirit of thrift, practicality, and efficiency. Alongside, in line with implementing Resolution No. 57-NQ/TW of the Politburo, the Vietnam Fatherland Front will vigorously apply digital transformation in organizing the Congress.
With the motto of minimizing paperwork, the organizing committee is deploying the "11th Congress - VFF" application with many useful features (accessing documents, seating charts, news, images, and support information from the Organizing Committee…) to assist delegates in accessing timely, accurate, and effective information.
Additionally, the "Digital Front" exhibition space is arranged within the Congress premises with "Virtual Reality Spaces", a "History Wall", and the introduction and experience of exemplary digital platforms of the VFF at various levels.
The Congress also applies artificial intelligence through the AI camera delegate check-in system; simultaneously, AI is used to support the production of media publications about the Congress through short clips.
| According to the plan, the structure of the 11th Central Committee of the VFF ensures representation: women account for 23.31%; non-Party members 50.62%; ethnic minorities 26.57%; religions 19.55%. The number of Presidium members is expected to be 72 (70 through consensus at the Congress); the Standing Committee consists of 12 people; the number of non-specialized Vice Presidents is 8. |
