Envoy Nguyen Hai Luu, Deputy Head of the Permanent Mission of Vietnam to the United Nations, attended and spoke at the session.

At the session, representatives of United Nations agencies emphasized the crucial role of peacekeeping operations in maintaining international peace and security, while highlighting the growing challenges posed by complex conflicts, emerging security threats, and financial constraints. UN representatives also discussed efforts to enhance operational effectiveness, ensure the safety of forces, and promote reforms to better meet new demands.

Speaking at the session, Envoy Nguyen Hai Luu affirmed that peacekeeping operations remain a vital tool of the United Nations in maintaining international peace and security, protecting civilians, and supporting political processes. The Vietnamese representative highlighted three priorities to enhance the effectiveness of peacekeeping operations.

First, political solutions must remain central; missions should have clear, feasible mandates aligned with resources and adhere to the basic principles of the United Nations; the transition and withdrawal process should be based on the situation on the ground and closely coordinated with the host country.

Second, priority should be given to ensuring the safety and security of peacekeeping forces, enhancing their capacity to respond to new threats, while ensuring that budget-saving measures do not affect mission effectiveness.

Third, strengthen cooperation between the United Nations and regional organizations, enhance the capacity of troop-contributing countries, and promote the full, equal, and meaningful participation of women in peacekeeping operations.

Vietnam welcomes the Secretary-General's review report on the future of United Nations peace operations and emphasizes that the recommendations should be fully considered by member states in a constructive and inclusive spirit, including the role of the Special Committee on Peacekeeping Operations (C-34).

Affirming Vietnam's increasingly positive contributions through the deployment of military, police, medical, and engineering forces, including female peacekeepers, Envoy Nguyen Hai Luu emphasized that Vietnam will continue to work closely with the United Nations and international partners to enhance the effectiveness and sustainability of peacekeeping operations.
