Vietnam calls for serious implementation of international law – A key to strengthening global peace, stability, and sustainable development

Speaking at the session, UN Deputy Secretary-General Amina J. Mohammed and representatives from various countries affirmed that the rule of law is a core value, consistently reflected in the Charter and every activity of the United Nations since its inception.
Over the past 80 years, the United Nations has played a central role in the codification and progressive development of international law, laying the foundation for maintaining international peace, security, and order based on law. Concurrently, the UN has accompanied member states in resolving numerous conflicts and disputes, building peace, ensuring justice in post-conflict phases; supporting countries in judicial reform and legal system enhancement, promoting access to justice; combating crime and terrorism, thereby maintaining peace, stability, and creating a conducive environment for sustainable development.
Amidst a complex international political landscape, with ongoing conflicts and hotspots in various regions, especially as multilateralism faces unprecedented challenges, UN leaders and the majority of delegates called for countries to jointly protect the rule of law – the cornerstone of multilateralism – through practical actions at multilateral forums, in each region, and within their own nations.
Participating in the discussion, Ambassador Do Hung Viet, Head of the Permanent Mission of Vietnam to the United Nations, emphasized that upholding, respecting, and seriously implementing international law is the root of global peace, security, and sustainable development. The Vietnamese Ambassador affirmed the irreplaceable role of the United Nations in the development of the modern international legal system over the years; he also welcomed recent significant advancements in strengthening the global legal framework, such as the upcoming entry into force of the Agreement on Biodiversity Beyond National Jurisdiction (BBNJ), the adoption of the UN Convention on Cybercrime, which will open for signature in Hanoi in October 2025, as well as countries entering negotiations on the Convention on International Tax Cooperation and initiating the drafting process for new legal documents on crimes against humanity and protecting people in natural disasters.

The Ambassador and Head of the Mission also stated that in recent years, Vietnam has actively participated in international legal bodies and processes, making positive contributions to the negotiation and construction of the aforementioned important documents. Vietnam's hosting the Opening Ceremony for the UN Convention on Cybercrime from October 25-26, 2025, in Hanoi is a testament to the country's efforts in promoting the rule of law in cyberspace, contributing alongside the international community to finding solutions for emerging challenges in international life.
At the session, Ambassador Do Hung Viet said that, as a nation that has experienced war and division, Vietnam understands the value of peace and the supremacy of the rule of law more than anyone else. Therefore, it consistently adheres to the principle of resolving all disputes by peaceful means, based on international law. On this principled stance, the Ambassador once again affirmed that all claims and actions by parties in the East Sea must comply with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
On this occasion, the Ambassador and Head of the Vietnamese Mission provided information on the strong domestic reforms in recent years aimed at advancing the construction and completion of the socialist rule-of-law state, such as reorganizing local governments into a two-tier model, amending the Constitution and many fundamental laws, thereby strengthening governance from the central to the grassroots level, creating new momentum for economic development and better ensuring the rights and interests of the people.
| The Legal Committee (Committee 6) is one of the six main committees of the United Nations General Assembly, comprising representatives from all 193 UN member states, tasked with reviewing, discussing, and promoting the codification and progressive development of international law. Committee 6 is expected to discuss nearly 30 topics, including notable subjects such as the activities of the International Law Commission, strengthening the international treaty system, the rule of law at national and international levels, state responsibility for wrongful acts, universal jurisdiction, diplomatic protection, measures to eliminate international terrorism, prevention of crimes against humanity, protection of people in natural disasters... Promoting the rule of law at national and international levels is one of the top concerns at Committee 6 annually (this year with over 100 countries speaking), serving as a forum for UN member states to discuss many emerging legal issues in international life, with high topicality. |
