The workshop, chaired by Vietnam, was co-organized with the United Nations Office for Disarmament Affairs (UNODA) and the European Union (EU), with representatives from 25 countries, international organizations, and research institutes from the Latin America and Caribbean region in attendance.
Following regional consultations in Asia-Pacific (Hanoi, 10/2025), Africa (Ethiopia, 11/2025), and the Middle East-North Africa (Jordan, 1/2026), this is the fourth and final workshop in the series of regional consultations organized by Vietnam to prepare for the 2026 NPT Review Conference.

In her opening remarks, Ms. Izumi Nakamitsu, Under-Secretary-General and High Representative for Disarmament Affairs, emphasized that international security is currently facing profound challenges as geopolitical tensions rise, dialogues among nuclear-armed states stagnate, and many past arms control advancements are being reversed.
According to Izumi Nakamitsu, the NPT is the main pillar and the only remaining mechanism to maintain global nuclear order. However, the balance among the three pillars of the Treaty - disarmament, nuclear non-proliferation, and the peaceful use of nuclear energy - is eroding, requiring new collective commitments to strengthen and protect the integrity of the Treaty.
Ms. Izabela Matusz, Ambassador and Head of the EU Delegation to Panama, shared the strong commitment of EU member states to fully implement the NPT; she urged countries to continue enhancing cooperation to improve the effectiveness and transparency of the NPT review process.
Chairing the Workshop, Ambassador Do Hung Viet, Head of the Permanent Mission of Vietnam to the UN and designated President of the NPT Review Conference, shared insights that in the current complex global situation, the NPT Review Conference is a central multilateral process for international peace and security.
The Ambassador shared Vietnam's priorities to be promoted as President, affirming a commitment to conduct the Conference with transparency, balance, and inclusivity, listening to and fully reflecting the legitimate concerns and interests of all member countries. He also called on Latin American and Caribbean nations, the first nuclear-weapon-free zone in the world, to continue making positive and responsible contributions to the 2026 Review Conference.
During the Workshop, delegates engaged in substantive exchanges across seven thematic discussion sessions, focusing on central issues of the NPT review process.
Delegates expressed concerns about the challenges of the current international security context and its impact on the Conference, sharing support and expectations that Vietnam will lead the Conference with balance and effectiveness, meeting the priorities of all nations.
Delegates also outlined the concerns and priorities of the Latin America and Caribbean region across all three pillars of the Treaty, emphasizing the comprehensive implementation of the NPT, strengthening the Latin America and Caribbean Nuclear-Weapon-Free Zone Treaty (Tlatelolco), and promoting the Treaty on the Prohibition of Nuclear Weapons (TPNW) for international peace and security.
