Vietnam calls for enhanced international cooperation on natural resource governance for peace, security, and sustainable development
WVR - On July 22, at the United Nations Headquarters in New York, the United Nations Security Council held a high-level open debate on the theme “Natural Resource Governance: A Foundation for Peace, Security, and Prosperity,” chaired by the Minister of Foreign Affairs of the Democratic Republic of Congo (the Security Council President for July 2026).

Attending and speaking at the event were United Nations Secretary-General António Guterres and senior representatives from 65 UN member states, regional, and international organizations. Minister Counselor Nguyen Hai Luu, Deputy Head of the Permanent Mission of Vietnam to the United Nations, represented Vietnam and delivered a speech at the debate.
In his speech, the United Nations Secretary-General warned that if the international community does not act decisively and effectively, illegal resource exploitation will continue to exacerbate inequality, instability, and violence. He called for an end to this situation and for ensuring fairness throughout the entire resource value chain, emphasizing that countries and communities should be the primary beneficiaries of their resources.
Representatives from countries and international organizations shared concerns and emphasized the role of responsible, transparent, inclusive, and sustainable resource governance.
In his remarks, Minister Counselor Nguyen Hai Luu highlighted the increasingly profound connection between natural resources and global peace, security, and sustainable development, especially in the context of energy transition and climate change.
Accordingly, the Minister Counselor called for the international community to adopt a comprehensive, long-term approach tailored to each country, integrating resource management into efforts to prevent conflict, build peace, and post-conflict reconstruction, ensuring that the rights of countries and communities owning resources are fully respected and that they benefit legitimately from their resources.
Sharing ASEAN's experiences, Minister Counselor Nguyen Hai Luu called for enhanced regional and international cooperation to establish harmonized, transparent common rules and standards, fully respecting the sovereignty and ownership roles of countries over their resources. He urged avoiding the politicization and weaponization of supply chains and emphasized boosting technical support and technology transfer to developing countries for sustainable mineral processing and use.
The Minister Counselor also affirmed that Vietnam is always committed to responsible resource governance and wishes to closely collaborate with partners to make resources truly a foundation for peace, prosperity, and sustainable development.
